高校辅导员调解能力提升路径研究

在高校学生管理中,辅导员是预防学生矛盾激化的“第一道防线”,这要求辅导员需要具备较强的调解能力。将从高校学生矛盾冲突的现状出发,挖掘辅导员在调节能力上的不足,剖析人民调解与高校学生管理的内在联系,提出高校辅导员调解能力提升的路径。     

Building relational capital: The contribution of episodic and relational community engagement

In this study, we provide evidence of the theorized connection between community engagement and the development of social capital, and the perceived value or worth of relationships among organizations and stakeholders. Using thematic analysis to understand the policy and practice frameworks of community engagement in Australian local government organizations, our analyses reveal two different types of community engagement—relational and episodic—each of which has the potential to contribute to relational dimension of social capital. The study introduces and develops new thinking around the ideas of episodic and relational engagement within the context of community engagement, and their respective contributions to the development of relational capital. Recognizing and identifying episodic and relational community engagement as separate phenomena allows researchers and practitioners to understand the theoretical dimensions of community engagement as a framework for practice.     

Paradox of public sector capacity building: Lessons from MATT2 UK–Bangladesh co‐operation

This study focuses on the Government of Bangladesh and the UK Department for International Development (DFID) public sector capacity‐building project under collaborative public governance. It examines the efficiency and effectiveness of a foreign‐funded and multistakeholder‐led public sector capacity‐development initiative dubbed Managing at the Top Stage 2 (MATT2) project, and how it contributed to the human resource capacity development in Bangladesh. A combination of data from Government sources, in‐depth interviews, focus group discussions, participant observation and author analysis was adopted. The results showed the project to have been largely successful, despite some challenges.     

劳动力缺失背景下新型农村养老保险需求及其影响因素研究

新型农村养老保险试点工作的全面开展、制度优化完善必须充分考虑农村现实状况和农民实际需求,本文以劳动力缺失、老龄化加剧、家庭养老功能弱化为背景,对陕西省西安市10个涉农区县开展实地调查,通过问卷设计与数据收集,获取1156个有效样本,综合运用描述性统计、相关分析和二分类、多分类逻辑回归分析方法,从参保意愿和支付能力的二维视角实证研究新型农村养老保险需求及其影响因素,结果表明：养老风险意识、新农保政策了解程度、新农保政策效果和缴费原则认可程度、耕地面积、期望养老金额是新农保参保意愿的显著影响因素,而表征经济状况的农民家庭年总收入、年基本支出与新农保支付能力之间具有显著的因果关系。     

集体所有、村委管理与村民的行政诉讼原告资格——兼论“村”的公法人地位

村民是否有资格对村委会的集体财产处分行为提起诉讼,是当下我国村民自治实践中急待解决的法律问题。在实证法没有明文规定的背景下,法院都把集体财产处分纠纷作为民事案件处理,但对村民的原告资格问题却给出了两种相互矛盾的回答。而且,不管法院是肯定还是否定村民的原告资格,都分别隐含了把集体财产等同于村民共有财产,或者把"村"定性为私法人的理论错误,充分暴露了村民原告资格在民事诉讼制度框架下的解释困境。实际上,对依据法律和政府行为设立并承担大量公共管理职能的"村",我们只有把它定性为大陆法国家行政法上的公法人才是准确的。一旦恢复"村"的公法人面貌和地位,把村委会处分集体财产纠纷纳入行政诉讼,集体财产的均等分配性特征使村民个人和集体财产之间构成"法律上利害关系",每个村民对集体财产处分行为就都具有行政诉讼原告资格。     

我国社区矫正工作社会化模式的建构——基于社区矫正工作目标的分析

社区矫正是社会化的刑罚执行方式,但从实践运作看,我国社区矫正的社会化程度依然不够,没有最大效度地达到社区矫正的目标.本文在对社区矫正工作目标进行分析的基础上,提出了我国社区矫正工作的社会化模式:基于责任共担的社区服刑环境建设、基于社会工作方法的个案矫正模式、基于社会人力资源的社会帮教工作.     

基于建构主义学习理论的网络课程建设及其应用——以“经济法”课程为例

商科专业＂经济法＂网络课程的建设,应基于建构主义学习理论,以发挥学生学科优势为基础;以培养应用型、复合型人才为目标;遵循内容体系化、模块化原则和知识学习为手段、方法意识为目标原则,在具体应用中采取相应措施。如在网络课堂公布热点案例引起讨论,讲授难点、重点,提出分析问题的思路,创设学习情景,强化实践技能,并与职业考试接轨以拓宽学生的就业渠道等。这样可以保证网络课程的实际应用效果。     

关于重庆市高校网络党建工作的调查与思考

重庆市高校网络党建是新时期加强党的建设,加快重庆市高等教育事业的重要建设。网络环境下高校党建工作与传统的高校党建工作相互交错、相互渗透并互为补充,高等学校作为培养人才的基地,将高校党建工作置于网络环境下研究,成为做好新形势下高校党建工作的迫切要求。针对高校网络党建工作存在的问题和原因,应从提高认识,把握高校党建工作的方向性;严格选拔,形成多方投入的教育合力;强化学习,提升高校党建工作者综合素质;明确标准,运用网络优化高校党建的具体环节;建章立法,规范高校网络党建管理体制;创新形式,加强网络环境下高校校园文化建设;促进载体创新,增强工作吸引力、渗透力和生命力等方面入手,加强重庆市高校网络党建工作的对策研究。     

中俄普通高校国防教育比较研究

俄罗斯在普通高校国防教育的法律保障、机构设置、教育内容和形式以及人才培养等方面都取得了一定的成效。借鉴俄罗斯的经验对提升我国全民国防意识和国防素养将具有重大意义。     

Baan Mankong participatory slum upgrading in Bangkok, Thailand: Community perceptions of outcomes and security of tenure

A key problem facing slum dwellers is tenure insecurity - as well as the threat of eviction, residents are excluded from many services extended to legal residents, from water connections to public schooling. Thailand’s Baan Mankong slum upgrading program adopts a people-driven approach to resolving problems of insecure housing and poor living conditions, putting slum residents at the core of the process. This paper explores, through interviews, how residents in four Bangkok communities perceive the outcomes of upgrading, particularly their new homes and tenure situation. Participant satisfaction is key to ensuring successful scaling up of Baan Mankong, as this is done through community-driven exchange and learning-by-doing. The results show that while the respondents appreciate their new houses and improved living environment, they are wary of the resulting debt burden. While tenure is regarded as secure in the short term, the long-term situation is not so clear. Homes cannot be sold on outside the community, and therefore Baan Mankong is valued more for improving shelter and strengthening community cohesiveness, rather than as a profit-driven financial investment.
