清除个人崇拜增强党内民主

完善党内民主制度是提高党的执政能力的重要内容。中国共产党内曾经产生过严重的个人崇拜,今天仍然发生着不良影响。个人崇拜的危害主要表现为集权、人治、偶像崇拜、思想僵化、破坏党内民主制度。不彻底清除个人崇拜,就不能真正完善党内民主制度,党也就不能率领广大人民群众最终完成建设社会主义现代化强国的宏伟任务。     

论公共政策的科学化与民主化

塑造一个高效廉洁的政府公共管理形象,就必须确保公共政策的科学化与民主化,克服传统的“士人进主”、“辅佐明君”的议政参政的模式,从而保障公共决策权的有效运用,制约和防止公共决策权的滥用。建国50多年来的历史经验证明,正确的公共政策,可以促进我国各项事业的蓬勃发展,而公共政策出现的种种失误,又对我国政治、经济、文化的顺利发展产生了消极的作用,使得社会主义制度的优越性不能得到充分的发挥,严重地侵蚀和破坏了政府的公共管理形象。为此,研究公共政策活动的规律,实现公共政策的科学化与民主化,是提高我国政府对整个社会生产和社会生活的宏观管理水平,重塑高效廉洁的政府公共管理形象的迫切要求。     

Does social media promote democracy? Some empirical evidence

This study explores the relationship between social media and democracy in a cross-section of over 125 countries around the world. We find the evidence of a strong, positive correlation between Facebook penetration (a proxy for social media) and democracy. We further show that the correlation between social media and democracy is stronger for low-income countries than high-income countries. Our lowest point estimates indicate that a one-standard deviation (about 18 percentage point) increase in Facebook penetration is associated with an improvement in the democracy index by about 8-point (on a scale of 0–100) for the world sample and over 11 points for the sample of low-income countries.

选举制度事关一个国家民主实现的程度，事关公民的切身利益。我国的选举法目前正在修改的草案起草期，本文就选举制度的基本原则与几个主要西方宪政国家进行比较研究，见贤思齐，见不贤则内自省。     

Corporate democratic nation-building: Reflections on the constructive role of businesses in fostering global democracy

Europe finds itself in a challenging situation dominated by economic and political uncertainty, which has deep ramifications for businesses and society. The Brexit vote for the UK to leave the EU has caused a political crisis, which raises fundamental questions about the founding mission of the EU as a largescale nation-building experiment aiming at promoting democracy, peace and prosperity across Europe through an “ever closer union among the peoples of Europe”. This Reflection on Europe argues that Europe needs to establish a new democratic equilibrium and that businesses can play a fundamental constructive role to achieve this new equilibrium by actively designing core internal and external business activities to be conducive to key enabling conditions of democracy.     

THE NEW MEDIA AND OUR POLITICAL COMMUNICATION DISCONTENTS: DEMOCRATIZING CYBERSPACE

This article argues that the new interactive media have a 'vulnerable potential' to enhance public communications and enrich democracy, which can be realized only through appropriate policy support and imaginative institution building. After outlining the main shortcomings of the prevailing political communication system, certain elements of redemptive potential, inherent in distinctive features of the Internet, are identified. The policy implications of this analysis are then drawn for the public-service obligations of mainstream media, to ensure open access to new media platforms, and to create a 'civic commons' in cyberspace.     

Transitional compass: anti-capitalist pathways in the interstitial spaces of capitalism*

ABSTRACT

The focus of the special issue explores the forms of power used, engendered, and (re)produced to challenge structures of economic, social and political power that produce inequality as well as concrete empirical examples of movements, workers’ struggles, and initiatives in challenging inequality. The idea of ‘transitional compass’ looks beyond protest politics to what we call ‘generative’ politics that builds the alternatives in the interstitial spaces of capitalism. Resistance to power emerges through engendering counter-hegemonic projects that are intertwined with alternative everyday practices. To concretize the conceptual framing, we focus on the emancipatory possibilities of a universal basic income, the use of law in tackling inequality in health and education, creative initiatives to establish a people-centred food system, new forms of organizing by precarious workers, democratic possibilities in local state delivery, and reconceptualizing the good life by looking at issues of happiness and ecosocialism.     

IRELAND: DISTANCE EDUCATION IN AN EXPANDING DEMOCRACY

The recent and explosive development of the Irish economy has earned the Republic the popular accolade, CelticTiger . Enticed by government subsidies and tax incentives, foreign investors favour location in Ireland in order to penetrate the Single European Market (SEM). Commensurate with the demands of foreign investors for a fully developed infrastructure, the deregularization of the Irish Telecoms market (1998) has afforded new opportunities for the transformation of education and training in Ireland. This paper explores the democratizing potential of distance education within the Irish Republic. It focuses on awareness programmes and initiatives for the promotion of information technology (IT) access, and considers particular challenges in ensuring equal access to the benefits of new technologies, for all.
