Organizing evaluation to serve the needs of program planners and managers

Evaluation is often both conceptually and functionally separate from program planning and operations management. Though program managers may not see themselves as served well by the work of evaluation staffs, there are a number of potentially beneficial side effects to be realized from close collaboration between program administrators and evaluators. These flow only when the evaluation task is broadly defined and when both administrators and evaluators recognize their interdependence. Particular functional benefits to management from evaluation are described. Characteristics of interorganizational relations which might increase the probability of their attainment are then outlined and discussed.

社会实践与行动者网络理论相结合的 社会翻译学新视角

基于布迪厄社会实践理论的翻译研究虽然突破了以往翻译研究中的一些局限,但其自身也存在一定缺陷,如其“场域”概念界限模糊,“惯习”概念具有“决定论”倾向,“场域-资本-惯习”分析框架无法解释非译者行为产生的结果等。如仅借鉴社会实践理论来研究翻译现象,会导致译者行为研究出现片面性。将布迪厄的社会实践理论与拉图尔的行动者网络理论相结合的社会翻译学新视角,能使中观“翻译网络”与宏观“翻译场域”相互补充,以“译者能动性”弥补“译者惯习”之“决定论”局限,使翻译研究采用行动者与过程相结合的研究模式,从而为译者行为研究提供更科学、更系统的理论视角。

本文从藏、汉、英三个方面介绍了昌珠寺钟铭文、叶尔巴寺钟铭文、洛扎摩崖石刻以及敦煌石窟的情况,并进行注释。     

文化研究语境下的性别研究和怪异研究

女权主义早已从初期仅仅对妇女社会地位和权益的追求发展到对女性与男性之差异的认同以及对女性自身独特身份的建构。在全球化的时代,民族的迁徙和文化身份的模糊更加为性别研究的多元发展提供了条件,当代性别研究的前沿课题就在于对女性同性恋现象以及由此而来的怪异现象的研究。这两个理论课题的研究目前已经开始引起国内学者的注意,并有可能结合国内的现状而开展相应的比较研究。     

Child Poverty in Northern Ireland: The Limits of Welfare-to-Work Policies

Levels of child poverty in Northern Ireland are high; 32 per cent of children live in households whose only income derives from benefits, compared with 19 per cent of children in Britain living in families totally dependent on benefits. Unemployment, low pay, a higher cost of living, low levels of public services, including childcare and support services for people with disabilities, slightly larger families and a lack of access by poorer women to the means of limiting their family size, together with even greater levels of inequality than in Britain, all contribute to the high levels of child poverty in Northern Ireland. This paper argues that even the less ambitious child poverty targets announced by the Department of Work and Pensions at the end of 2003 will not be met unless there is a fundamental change in the government's approach. In particular, evidence from Northern Ireland suggests that its insistence on work as the primary—if not only—route out of poverty will not lead to a radical reduction in levels of child poverty.

“Her Mouth is Medicine”: Beth Brant and Paula Gunn Allen's Decolonizing Queer Erotics

This article asserts the need to recognize the complexity of the theoretical work of more lesbian Native American writers, focusing specifically Beth Brant (Bay of Quinte Mohawk) and Paula Gunn Allen (Laguna Pueblo). Their poetry and short stories provide a theoretically nuanced analysis of how heteronormativity is intertwined in and dependent on colonialism, and thus a methodology for Queer Theory that requires an understanding of it in relation to colonialism. They reject heteronormative Pocahontas fantasies about Native women, offering a lesbian-based tactic for decolonization through the expression of erotic desire. This article demonstrates the endless possibilities for fierce queer resistance, revolutionary change, and healing from the trauma of genocide and the accompanying colonialist heteropatriarchal disciplining of Native women's bodies.     

Applications of a Capability Approach to Disability and the International Classification of Functioning,Disability and Health (ICF) in Social Work Practice

Abstract

As disability rates increase more social workers will require greater preparation to practice effectively with individuals with disabilities. The Capability approach and the International Classification of Functioning, Disability and Health provide helpful tools for social worker training. The capability approach emphasizes the need to assess what individuals are able to do in their real-life environments (capabilities) rather than capacity or functional status. The ICF provides helpful disability-related terminology and an actual classification to assist social workers to develop appropriate interventions that facilitate capability development among individuals with disabilities. Using the capability framework with the ICF will contribute to improved understanding of disability among social work students and practitioners.     

Disability Through the Lens of Culture

ABSTRACT

Effective social work requires cultural sensitivity and competency. Until recently, there was little discussion of culture outside of the contexts of race or ethnicity. This article is an exploration of the key components of culture with application to the community of people with disabilities. The language, history, stigmatization, economic concerns, common behaviors, and practices of people with disabilities are highlighted. A literature review of sensitivity and competency in cross-cultural practice is provided. The article furnishes insights into the lived experience of disability. Suggestions to help practitioners reduce the risks of harm and improve service to this population are presented. Content on disability culture is proposed for social work educators to infuse into core curriculum or add to diversity electives.
