贾谊和西汉政治、经济

贾谊提出众建诸侯的建议为文帝所采纳,并对后来晁错和主父偃很有启发。消除边患是贾谊治国方略之一。对于匈奴侵扰,文帝和景帝采取和、战结合,武帝则是先和后战,不同做法与贾谊方案是一致的。重视经济是贾谊思想的重要内容。由于这样思想主张得到实行,文景之治带来经济的发展。武帝时币制改革,事实上也是贾谊思想在政策方面的实现。     

超越自在:论阿伦特的自由观

阿伦特的自由观是阿伦特政治思想的重要组成部分,其最重要特色或许就是对政治自由的强调。在阿伦特看来,自由并非是人天然存在的某种本质,而是、也只能是政治自由,离开政治以及政治实践得以展开的公共空间,自由就不可能存在,而离开自由的政治也不是真正的政治。从生活必需品和物质必然性的束缚中解脱出来的过程只是解放,而非自由。自由作为政治概念不仅不能停留在物质解放的层次,而且必须以实践的方式进入公共空间;也就是说,自由只存在于行动和言说领域,而不存在于思想王国或哲学王国,所谓主观自由、内在自由等等,都不是真正的自由。自由也并不意味着安全、舒适、富足,恰恰相反,它需要付出勇气、代价,收获的则是尊严和光荣。     

首都营造与民国政治:南京《首都计划》研究

作为复兴民族和重新建国的象征,国民政府对首都南京的城市建设极为重视,为此专事成立相关机构制订首都发展规划。然而,受政治因素影响,首都规划的制定过程异常复杂。不仅负责首都设计的政府主体发生改变,就连承揽具体规划设计工作的政府机关亦受党国高层权力倾轧影响而发生更迭。在首都计划的最终文本中,国家亦大量植入党化意识形态和民族主义的政治理念。事实证明,国民政府的城市现代化努力,不仅是技术层面的革新,实际上也是封建时代加强统治和区分异己这一古老政治传统的现代延续。     

走向一种绿色意识形态

与价值观不同，意识形态既是规范性的又是描述性的，或者说，既是价值评估性的也是知识追求性的。事实与价值之间的关系，被传统地以“二分法”的方式加以构建，实际上二者是一种互补关系，但这也并不意味着对矛盾关系的否认。一种建立在摆脱教条主义的唯物主义基础上的绿色理论，更有利于开展一种行之有效的实践，而这或许是绿色运动可以从马克思主义那里继承的最为重要的遗产。如果生态主义要想成为一种有影响的意识形态，就必须发展一种“绿色实践观”，创建“理论-实践”的统一体，并借助包含着价值考量在内的“中介”来跨越二者之间的鸿沟。     

Economics,psychotherapy and politics

The paper explores the application of ideas derived from psychotherapy to questions of economic and social policy. It is argued that disputes concerning human nature underlie many debates on economic theory. Class is reviewed from internal and emotional perspectives. Psychological obstacles to the achievement of economic inequality are explored and ways of overcoming them critically discussed. Particular attention is paid to the operation of economic sadism in the behaviour of individuals and societies. A range of possible gender differences in relation to money is reviewed. Inherited wealth is explored from the perspective of ‘therapy thinking’. The paper proposes that we reconsider what is deemed to be realistic and what is deemed to be (hopelessly) idealistic in thinking about economics. The paper concludes by proposing a deeper discussion of the problematic of sacrifice in connection with sustainable economics.     

Domestic Credit and Diversification of Manufactured Exports from Developing Countries

This article uses panel data to analyse the effect of domestic credit on the diversification of manufactured exports from developing countries. Given the evidence that export variety of manufactured goods affects productivity positively, the results imply that policy reforms that improve access to domestic credit for firms can raise productivity and hence economic growth in many poor countries. In addition, the results also show that building infrastructure and implementing reforms in governance that improve the quality of government regulations are important for encouraging diversification of manufactured export products in developing countries.

Media in conflict or conflict in media: examining media coverage of conflict in Northeast India

The paper looks at how media engages with the issue of framing movements in the northeastern state of Manipur. The focus of the paper is on the demand for Inner Line Permit in Manipur that landed the state into conflict between the communities of the state. The passing of the three bills, as discussed in the paper, by the state government has snowballed into ethnic tensions and re-opened the hill–valley divide in this northeastern state. By using frame analysis, the paper intends to explicate the issue of media framing within the socio-political context of the state. The paper then engages with the process in which local media frames movements that are diametrically opposed to one another. The study further reveals that the local media in Manipur are greatly influenced by the local politics and remain integral to it.     

自由的性质

尽管自由的关系和意义错综复杂,但个人自由构成所有其他自由的基础,也是理解它们的前提。在政治哲学里,个人自由始终就具有政治的意义。而在现代政治共同体之中,个人自由本身就是目的,而不是任何其他目的的手段。因此,现代社会的基本结构和制度的宗旨乃是为个人自由提供最大限度的可靠的空间。法治、民主以及共和的原则是支持和保障自由的方式。不过,随着社会的变迁,个人自由在其个人关系和活动空间的方面也会发生变化。积极自由和消极自由并不是两个问题的,而是同一个问题的不同层面;在政治哲学里,该理论是人们认识个人自由的一种方式。     

The Importance of Domestic Violence-Sensitive Language

Abstract

It is important for judges to accurately convey what they intend when speaking to litigants involved in domestic violence. Language has idiosyncratic meaning to perpetrators and to victims. Therefore, it is imperative that judges know and understand the language of domestic violence and use it properly. This editorial comments on some of the pitfalls of improper use of language, its impact, and suggests some solutions.
