中国粮食安全问题的理性思考

在我国农业和农村发展的新阶段 ,保障粮食安全的重点 ,应由生产安全转为流通安全、物流安全 ;由产量安全转向能力安全和主产区农民的就业和收入安全 ;由供给数量安全转为兼顾供给价格安全。近期中国粮价小幅度上涨 ,是市场经济运行规律的周期性表现 ,不应把它看成是对我国粮食安全的严重威胁。粮食购销体制的市场化改革 ,有利于发挥比较优势 ,提高农民收入和粮食生产能力 ,与实现粮食安全的目标是一致的。     

地方政府购买国土空间规划技术服务价格及效仿特征

地方政府以合同、委托等方式向社会购买空间规划技术服务已成常态,却鲜少有研究关注其价格。根据2017年1月-2020年3月全国市县层级的国土空间规划技术项目政府采购信息,分析地方政府购买国土空间规划技术服务中标价格,辨识价格形成的影响因素及效仿特征,为提高公共财政资金的使用绩效提供参考。结果表明:(1)市级和县级国土空间总体规划的采购均价分别为1928万元/项和847万元/项。经济欠发达西部地区的市级国土空间总体规划采购均价最高,达到2325.27万元/项,远高于东部和中部地区;而东部地区的县级国土空间总体规划采购价格较高,为949万元/项。(2)规划区域的国土面积、人口密度、经济水平、规划内容、城市发展定位等直接影响空间规划技术服务的采购价格。同时,因缺乏计费参考标准及成本核算办法,中标价格与已招标的同群地区趋近,这种仿效行为可能导致市级和县级地方政府的采购溢价分别达347.42万元和153.65万元,约占技术项目采购均价的18%。建议加强国土空间规划技术服务计费标准或成本核算研究,尤其经济落后市县空间规划政府采购的社会监督,重视地方规划研究机构及其人才队伍建设。     

政府采购的国际经验与我国的政府采购管理

综观世界其它国家对政府采购的管理实践,借鉴国际经验,应从以下几个方面对我国政府采购进行管理(1)制定和完善政府采购法律和政策;(2)建立我国政府采购的管理体系;(3)确定我国政府采购模式;(4)建立仲裁机构;(5)建立高效政府采购信息系统;(6)有序开放我国政府采购市场以保护民族产业.     

反向购买相关会计处理问题研究

反向购买是近年来资本市场的热门话题之一。2006年2月15日,财政部颁布新的《企业会计准则》和《企业会计准则讲解2006》,结束了我国企业并购重组业务在实务操作中一直无准则可依的历史;而随后推出的《企业会计准则讲解2008》使反向购买完全浮出水面,使得自2006年以来在我国沪深A股市场上发展迅速的反向购买业务有了明确的会计规定。反向购买中企业合并会计方法的选择也就自然成了一个非常热门的话题。选择不同的企业合并方法,对借壳上市企业必将产生不同的会计后果,所以会计监管部门应加大监管力度,以规范企业借壳上市的会计处理方法。     

中国可再生能源立法的完善

针对2009年哥本哈根会议之后,世界各主要国家注意到中国在能源领域的承诺,对中国使用可再生能源十分关注的情况。运用对比分析法,对国内现有状况以及国外相应立法进行研究,并对完善中国能源立法提出相应的研究建议,以构建与完善可再生能源的立法,使可再生能源具有完善的法律依据。分析认为,2010年中国国家能源委员会成立后,中国应从细化分工、国家合作、能源政策协调、定价机制法制化等方面来落实其在能源领域所做的承诺。     

Teaching Communication in a Statistical Collaboration Course: A Feasible,Project-Based,Multimodal Curriculum

Many schools offer a statistical collaboration curriculum using standard instructional methods such as lectures whereby students are taught to successfully apply their training. The process of building statisticians' collaborative skills and characteristics can be challenging due to logistical issues, time constraints, unstructured research problems, and resources. Instructors vary in their pedagogy and topics taught, and students' experiences vary. There is a dearth of literature describing how to implement a course integrating communication skills, critical thinking, collaboration, and the integration of team members in a learner-centered format. Few courses integrate behavior-based learning using role-playing, video demonstration and feedback, case-based teaching activities, and presentation of basic statistical concepts. We have developed and implemented a two-semester biostatistics collaboration course, of which the purpose is to develop the students' knowledge, skills, attitudes, and behaviors necessary to interact effectively with investigators. Our innovative curriculum uses a multimodal, project-based, experiential process to address real-world problems provided by real and/or simulated collaborators while minimizing usual challenges. Rubrics and peer evaluation forms are offered as online supplementary materials. This article describes how a collaboration curriculum focusing on communication and team practice is feasible, how it enhances skill and professionalism, and how it can be implemented at other institutions.

高校图书馆中文图书采购招标分析

随着高等院校的合并及扩招,很多高校图书馆的生均藏书量及生均年递增图书量都不能达到教育部本科院校教学评估的指标,因此各图书馆的采购经费得到了空前的增加,为使图书馆采购资金得到更好的利用,规范图书采购渠道,避免采购过程中不合理现象的发生,图书馆中文图书采购招标应运而生。已有越来越多的高校图书馆采用这种模式来确定图书供应商。笔者结合本馆的招标实践,就中文图书采购招标这一方式的意义、存在的问题以及招标中应采取的对策进行探讨。     

The potential of design-driven foresight to support strategy articulation through experiential learning

The turn of the 21st century has seen the burst of research on how design can support strategy formation and execution; however, little attention has been placed on the emerging field of design-driven foresight, that is the combined adoption of design and foresight methods to generate more immersive, experiential, and engaging representations of the future and inform strategy-making. This paper further unpacks this domain by examining the mechanisms that connect design-driven foresight with strategy articulation through relying on experiential learning. By drawing on a three-year research and innovation project, we illustrate how the relevant stakeholders make use of design-driven foresight processes while co-creating some interactive technologies needed to support crowdsourced curatorial processes in cultural heritage. The empirical evidence suggests how design-driven foresight, through co-creation workshops, can support experiential learning in the form of three distinct processes: favouring knowledge translation mechanisms, creating a safe space for learning-by-doing, and facilitating a multi-stakeholder conversation anchored to material and tangible work embedded in design artefacts. In turn, experiential learning can support processes of strategy articulation that emerge while stakeholders tinker with multiple exploitation pathways and progress through alternating phases of convergent and divergent thinking. Finally, it is argued that the plasticity and openness of design artefacts adopted in the context of foresight support forms of learning that will eventually foster processes of strategy articulation.
