Comparing surveys of victims with police statistics illustrates the differences between lay and professional views of crime. Victims’expectations and the police handling of cases do not always match. The determinants of victims’ decisions to report incidents to the police are briefly summarised; and the ways the police classify victims’account and handle their complaints, examined. This analysis is based on two sets of data: a victimisation survey of a sample of 10?504 persons aged 15 and older, drawn from the Île-de-France Region; the police statistics corresponding to the same area.

Various trajectories in the way organizations use new information and communication technology can be compared; and the role, examined that specific mediators play in the appropriation process. This approach provides stimulating input in discussions about the impact of new technology on organizational change.

Agricultural policies and development: A socioeconomic investigation applied to Sri Lanka

This paper explores the interrelationship between agricultural policies and development by means of a dynamically recursive, computable general equilibrium model applied to Sri Lanka. The agricultural policies investigated include elimination of the food subsidy, land reform, and technical change in agriculture. The goals considered are the levels and growth rates of GNP and employment, the distribution of income, and the real income level of the lowest income group. The study provides a quantitative assessment of the association between policies and goals and identifies the key economic mechanisms in this association.     

How Unique Are the Price–Anderson Limitations on Nuclear Accident Liability?

In this paper we extend the work reported in prior studies. The conclusion drawn from the aggregate of those studies was that the limitation on liability imposed by the Price–Anderson Act for a catastrophic accident at a nuclear power plant ($560 million) is comparable to de facto limitations on recovery following catastrophic events in many other industries. The analysis in those reports was at a high level of abstraction, comparing almost exclusively the potential loss from high consequence accidents with the current assets of major firms in relevant industries. We found that potential loss exceeded assets.

Applications of schur theory to reliability inference for k of n systems

The results of Hoeffding (1956), Pledger and Proschan (1971), Gleser (1975) and Boland and Proschan (1983) are used to obtain Buehler (1957) 1-α lower confidence limits for the reliability of k of n systems of independent components when the subsystem data have equal sample sizes and the observed failures satisfy certain conditions. To the best of our knowledge, for k ≠ 1 or n, this is the first time the exact optimal lower confidence limits for system reliability have been given. The observed failure vectors are a generalization of key test results for k of n systems, k ≠ n (Soms (1984) and Winterbottom (1974)). Two examples applying the above theory are also given.     

Smoothing Splines with Boundary Correction

Regular smoothing splines are known to have a type of boundary bias problem that can reduce their estimation efficiency. In this paper, a boundary corrected smoothing spline with general order is designed in a way that the risk will decay at an optimal rate. An O(n) algorithm is also developed to compute the resultant estimator efficiently.     

Mortality analysis of persons with disabilities in Argentina by age,sex and duration of benefit, 2015–16

This article describes the differential mortality of Argentina’s disability pension beneficiaries during the 2015–16 period, based on National Social Security Administration (Administración Nacional de la Seguridad Social – ANSES) payment records. It compares data for those with an assessed disability with overall population data, as well as with available international data (from Canada, Chile, Mexico, and the United States of America). In addition to breaking down mortality rates for people with disabilities by age and sex, it also factors in duration of benefit, establishing an inverse correlation between benefit duration and mortality.     

Pension scheme fees and charge ratios in 44 countries: A comparative study

Based on data received from pension supervisory authorities, the article reviews 85 different pension schemes in 44 jurisdictions by looking at fees and charges as well as their legal ceilings and their development since 2014. A key finding is the observed decrease in fees and caps. The article presents jurisdictions according to clusters, i.e. by groups of countries with identical or very similar items already covered by pension fees, and analyses the extent to which various cost and fee elements are covered by fees charged to members. Finally, we calculate charge ratios for each cluster to quantify the impact of fees and charges on pension savings. Occupational defined contribution pension schemes and personal plans linked to employment tend to be much more cost effective than personal schemes that have no direct employment link.
