我国公共就业服务均等化问题的实证分析——基于2003—2008年全国统计数据面板 总被引:1,自引:0,他引:1
公共服务均等化是现代政府的一项基本职能。公共就业服务作为民生性公共服务,其均等化程度备受关注。本文以2003—2008年全国统计数据为面板。借助绝对值、标准差及变异系数等指标对我国公共就业服务进行实证研究。研究发现:我国公共就业服务在财政投入和基本建设方面存在严重的地区差异:城乡劳动者获得的公共就业服务严重不均:公共就业服务的总体效率和满意度不高。这些问题严重阻碍了我国公共就业服务均等化进程及社会的和谐发展。急需得到解决。本文从完善公共财政投入与转移支付制度、健全公共就业服务体系、创新公共就业服务供给模式等方面提出了具体的对策建议。 相似文献

To describe our experience setting up a Participatory Action Research team to mentor two young Indigenous women as research assistants on the Indigenous Birthing in an Urban Setting study.Methods
Case study reflecting on the first six months.Findings
Participatory Action Research was a very effective method to actively mentor and engage all team members in reflective, collaborative research practice, resulting in positive changes for the maternity care service. The research assistants describe learning to conduct interviews and infant assessments, as well as gaining confidence to build rapport with families in the study. Reflecting on the stories shared by the women participating in the study has opened up a whole new world and interest in studying midwifery and child health after learning the difficulties and strengths of families during pregnancy and beyond.Discussion
We encourage others to use Participatory Action Research to enable capacity building in the Aboriginal and Torres Strait Islander midwifery workforce and in health research more broadly. 相似文献243.

About 10% of Americans over the age of 60 experience elder abuse (EA), but EA is frequently under detected. As the primary responders for alleged EA cases, Adult Protective Service (APS) caseworkers are ideally positioned to improve detection and intervention. The Opening the Door (OTD) training was developed in a multidisciplinary setting and designed in collaboration with APS workers to enhance their engagement skills in potential EA cases and thus maximize the possibility of disclosure. Rooted in a relational approach and utilizing adult learning theory, it is divided into three main topics: Preparing for Engagement, Engagement Practice, and Processing Engagement. The eight-hour training was piloted with three groups of urban APS caseworkers with a wide range of work experience. Pre- and post-tests and case reflections indicate a positive impact on caseworkers' sense of self-efficacy, while focus groups indicate the necessity for ongoing provision of trainings and development of additional supports for APS caseworkers. Future work could further explore the efficacy of the training and expand its reach. 相似文献

The social construction of gender dictates the masculine and feminine roles deemed appropriate within a society. Society has traditionally socially constructed women to be mothers and the primary parent, leaving fathers much too often on the sidelines of parenthood. For example, if a parent is a man, they have fewer rights than a parent who is a woman. Gender biases in society are insidious problems. Such biases can lead to the development of adverse attitudes, beliefs and unfair treatment of members of these groups by both individuals and social institutions. This paper will demonstrate the need to investigate the possibility of a systemic male gender bias in CWS. The paper will include the statement of the problem, the rationale and the framework of how gender is socially constructed to help in the understanding of how it negatively impacts fathers. Next will be a discussion of avoiding fathers at all six principle phases of CWS, the lack of parent programs specific to fathers, direction for future research and potential research implications for fathers, children and child welfare workers. 相似文献

Learning about customers takes place through relevant dialogues with those customers, also known as customer relationship management (CRM). As relationships develop, information about the customer is gathered in the firm's customer information systems (CIS): the content, processes, and assets associated with gathering and moving customer information throughout the firm. This research develops a measure of CIS management capabilities based on learning organization theory and measured by the ability to get, store, move, and use information throughout the business unit. This measure is then used to analyze customer learning processes and associated performance in the context of marketing strategic decision making. This study of 209 business services firms finds that generic marketing strategy positioning (low‐cost and differentiation) and the marketing tactics of personalization and customization are related to CIS development. Customer information systems development in turn is associated with higher levels of customer‐based performance, which in turn is associated with increased business growth. Since the strongest association with customer‐based performance is strategy selection, the long‐term benefits of the knowledge gained from the CIS may be in the ability to assist in measuring customer‐based performance, rather than in the ability to immediately contribute to performance. Finally, for these firms, customization and personalization are not directly associated with performance and thus may not be necessary to support every firm's marketing strategy. 相似文献

This paper investigates how process variation reduction affects customer dissatisfaction in the context of the U.S. domestic airline industry. We use quarterly data on all major carriers, available since the introduction of required reporting of service indicators to the U.S. Department of Transportation (DOT). Specifically, we investigate how both average performance and variation performance (consistency) of certain processes affect customer dissatisfaction. Our empirical results show that the relationship between process variation and customer dissatisfaction is contingent upon a company's average performance with regard to each process. Consistency is at least as important as average performance for high performers, while it has limited impact for low performers. 相似文献

The organization of evaluation activities takes place within the already existing programs and power arrangements of complex organizations. In this context, evaluation is likely to develop along the lines of a licensed concession operating within a particular program area and as an expression of a concession made by complex organizations to the ideal of rational decision-making. In addition, the formation of professional career paths in evaluation may lead to career immobility.
