欧共体竞争法适用共同利益服务原则的实践

《欧共体条约》的目标是实现在共同体内货物、人员、服务和资本的无障碍流动,必然要求肃清市场内外的限制性做法,包括迫使经济性公共服务引入竞争机制。“共同利益服务”原则已成为共同体意义上重要的公共服务原则,同时也是欧洲模式社会的一个主要组成部分。如今,某些共同经济利益服务已经通过适用欧盟竞争政策而属于市场开放的领域,但是它并没有包含所有的共同利益服务,特别是非经济服务是被排除的。这一点体现在欧共体委员会和欧共体法院的司法实践中。     

面向服务组合的服务语义匹配机制

为提高服务组合中服务匹配速度和正确率,提出了基于服务索引的服务语义匹配机制。在面向独立服务匹配算法基础上,引入服务索引机制,提出面向服务组合的语义匹配算法,并在算法中加入了对服务输入/输出匹配的可用性分析。为进一步提高服务匹配的精确性,引入了语义匹配度概念,以实现具有多种匹配值的服务类别语义匹配,继而给出综合语义匹配值的计算方法。实验分析表明基于服务索引的语义匹配能有效地提高服务匹配效率。     

Like parent,like child? Exploring the association between early maladaptive schemas of adolescents involved with Child Protective Services and their parents

Although early maladaptive schemas (EMS) have been successfully identified in a variety of adult samples and increasing evidence suggests that core maladaptive schemas can also be retrieved in children and adolescents, there is a dearth of research examining the association between maladaptive schemas of parents and their children. We designed the current exploratory study as a first step to investigate similarities and differences in EMS of adolescents (n = 20) involved with Child Protective Services and their parents (n = 20). Results demonstrated that there were some similarities in the specific EMS endorsed by both groups and that most of the significant correlations that were found between parents' and youths' EMS involved parent schemas of the Impaired limits and Disconnection/rejection domains and youths' schemas of the Disconnection/rejection and Impaired autonomy and performance domains. We also found significant positive correlations between several children's EMS and perceived parental rearing styles (i.e., rejection, control/overprotection, anxious rearing) and attachment anxiety.     

关于高职图书馆读者服务工作的几点思考

高职院校图书馆要更好地为读者提供服务,必须树立"读者第一、服务至上"的理念,改善馆藏布局,开展读者活动,加强图书馆队伍建设,提升图书馆读者服务水平,加快图书馆资源的数字化建设,提供个性化服务。     

An Information‐Processing Approach for Evaluating In‐Store Retail Operational Design Strategies

We develop a model to evaluate retail store operational design strategies using an information‐processing perspective of organizational design. We propose that three model constructs pertaining to in‐store shopper task uncertainty—the product mix complexity, the service production complexity, and the product mix changeover—create shopper encounter information requirements (IR). These requirements can be met using specific retail service operational design choices for managing shopper encounters, namely, designing layouts for self‐service (SS) and providing employees with task empowerment (TE). The model is then operationalized using a two‐stage approach to develop new multi‐item, measurement scales. The psychometric properties and predictive validity of the scales and model are then confirmed by using structural equation modeling with survey data from 175 merchandise retail store managers. We find that our model can be generically applied across the retail industry to understand how shopper encounter IR motivate retailer store design choices and can be used to determine whether to design stores for SS or to provide store employees with TE. We then evaluate the efficacy of the studied store design choices on customer delivery satisfaction, and offer some suggestions for future research.     

The role of corporate image and extension similarity in service brand extensions

In this article we examine the role of corporate image in extending service brands to new and traditional markets in the telecommunications sector. With regards to corporate image, service brand extensions are primarily associated with innovation-related attributes, such as order of entry (i.e., pioneers versus followers). Increasingly, firms are extending their services to markets that are beyond the markets that they traditionally have been active in. The results of an experimental study show that consumers evaluate service extensions by providers with an innovative late mover image more favourably that service extensions by companies with a pioneer image in terms of perceived corporate credibility and expected service quality. With regards to these evaluation criteria, it was also found that consumers prefer service brand extensions to related rather than unrelated markets. In addition we find that the relative distance between service providers with an innovative late mover image and pioneers is larger in related markets.     

我国专业社会工作在提供服务过程中的本土化特性

依据社会工作实务通用过程模式,结合一线社工的实务经验和相关理论研究,从接案、预估、计划、实施、评估和结案等六个方面,探讨我国专业社会工作在服务介入过程中,异于西方社会工作理论的独特工作方式及内容。以期深化我国社会工作本土化研究的领域,并为一线社工的实际工作提供经验借鉴。     

一种基于Web Services的电子政务模式

电子政务极大的提高了政府管理的效率,但是条块分割的电子政务局面却限制了电子政务发挥更大的作用.基于Web Services的电子政务模式是将Web Services的体系结构应用于电子政务系统中,利用基于XML技术的Web Services和UDDI有效解决这一问题.     

吉林省“计划生育服务车”基层服务研究

吉林省榆树市自2003年开展"计划生育服务车"基层服务以来,市计生局发挥服务车机动、便捷的特点,采取"直接进屯,服务到人,逐村推进,一年一回"的服务方式,有效地提高了避孕节育措施的落实率,稳定了农村育龄人群的生殖健康水平。在各方面综合因素作用下,服务车的发展运行健康、有序、规范,拓宽了人口计划生育事业的发展空间,提升了新时期人口计划生育工作的水平和品质,提高了农村计划生育人群和家庭的生育、生活和生命质量。表现了人口计生部门转变工作思路、改进工作方法,推进基层基础工作,乃至推进计划生育的整体工作力度。     

From Children's Departments to Family Departments

Drawing upon his own experience as a child care officer, the author draws attention to the local authority Children's Departments which were established 50 years ago in 1948. To mark the anniversary, interviews were held with 20 former children's officers. From these, it was possible to identify three major achievements of the Children's Departments, namely the restoration of natural parents to child care, the promotion of child care skills, and the formation of a highly committed staff force. The Children's Departments were abolished over a quarter of a century ago and amalgamated into the Social Services Departments (Social Work Departments in Scotland). Despite some notable advances, it is argued that, under these departments, preventative work with children, child care skills and staff morale have declined. As a way forward, the author proposes the formation of a local authority Family Department which would consist of family workers equipped with child care skills, a facility approach which offers open services, and backing for locally run neighbourhood groups. It is contended that this service would be acceptable to and particularly helpful to parents and children living in conditions of social deprivation.
