我国计划生育利益导向政策可大致分为早期主要控制人口数量的利益导向政策和当前倾向于综合治理的利益导向政策两个时期。本文在回顾计划生育利益导向政策的演变历程的基础上,利用1991-2010年我国29个省的面板数据实证分析了计划生育利益导向政策对家庭发展的影响,研究发现,相比较于以控制人口数量为主的计划生育利益导向政策,倾向于综合治理的计划生育利益导向政策对生育水平的影响效应更强,并且更有利于家庭经济状况的改善。在倾向于综合治理的计划生育利益导向政策的实施下,家庭会调整发展策略,通过风险外部转移和加强人力资本投资等多种方式,缓冲由于子女数量减少导致的不确定风险增加。 相似文献

The main objective of this article is to discuss the effectiveness of bottom‐up, community‐driven approaches in promoting community participation and building local capacity within the post‐Soviet social, institutional and political context of Armenia. In exploring this issue, the article examines the nature of local participation and social relations in rural communities in Armenia and the impact of the World Bank‐supported Armenia Social Investment Fund (ASIF) project on the existing forms of local social organization. One of the objectives of the ASIF project was to promote the participation of local communities in their own economic and social development. The research finds that the project did not change the existing patterns of local social organization and had no significant impact on the nature of participation in the beneficiary communities. Bottom‐up, capacity‐building interventions that mainly focus on changing patterns of interpersonal social relations may not be effective in fostering sustainable civic institutions without changes in the nature of a country's governance. 相似文献

The accountability movement in public policy hails a new programme for US foreign assistance – the Millennium Challenge Account established in 2004 with the aim of ‘picking winners’ for grants among developing countries based on their demonstrated quality of governance. This article uses the MCA's own rating system to dispute its claim to know in advance which countries are best positioned to meet major development goals. High governance scores alone bear little or no relationship to growth in national income or decline in poverty. Attempting to measure public‐policy performance limits the range of choice available to policy‐makers, and may inadvertently limit true performance. 相似文献

This paper identifies which benchmarking databases are available for small- to medium-sized enterprises and the best way to conduct a benchmarking project given the limiting factors which exist at the present time. First, the meaning of benchmarking and performance measures, and their importance to an enterprise are explained. Second, frameworks for the identification of critical performance measures are considered. Third, different types of industrial benchmarking are identified and defined. Fourth, publicly accessible databases are critically reviewed against the requirements of industrial benchmarking. Fifth, the results of the critical review are presented in tabular form. Sixth, conclusions are drawn as how best to proceed with a benchmarking project at the present time. Empirically estimated demand systems frequently fail to satisfy the appropriate theoretical curvature conditions. We propose and estimate two demand systems for which these conditions can be imposed globally; the first is derived from a normalized quadratic reciprocal indirect utility function and the second is derived from a normalized quadratic expenditure function. The former is flexible if there are no restrictions on its free parameters, but loses flexibility if the curvature conditions need to be imposed. This article examines the involvement of ministries of health in making health service coverage decisions in Denmark, England, France and Germany. The study aims to inform debate in England about the feasibility of reducing perceived ministerial and bureaucratic ‘interference’ in decisions affecting the National Health Service, based on interviews with senior government officials and other health system stakeholders. Ministries of health differ in their involvement in health system governance and coverage decisions (‘the benefits package’), reflecting differences in institutional arrangements. In all four countries, organizations at arm's length or independent from government are either involved in providing technical advice to the ministry of health or have been mandated to take these decisions themselves. However, ministries of health occasionally intervene in the decision‐making process or ignore the advice of these organizations. The Department of Health in England is not an aberrant case, at least in relation to coverage decisions. Indeed, ministries of health in Denmark and France play a larger role in making these decisions. Public pressure, often amplified by the media, is a shared reason for ministerial and ministry involvement in all four countries. This dynamic may thus limit the feasibility of attempts to further separate the NHS from both the Department of Health and wider political pressures. 相似文献
