政府信息公开是维护公民知情权,建设透明政府,促进依法行政的关键。随着《中华人民共和国政府信息公开条例》的实施,我国政府信息公开继续深入推进,但仍存在许多问题。确立科学的评价尺度,运用恰当的评价方法,完善政府信息公开评价,既可以准确反映我国政府信息公开的工作实绩和发展水平,又能对今后的工作起到积极导向作用。针对现有政府信息公开及其评价中的问题,借鉴电子政务测评EGAEI法,以期对改进现有政府信息公开评价有所裨益。  相似文献

For many firms, radio frequency identification (RFID) suggests not only a new alternative to existing tracking methods but also a means to a range of previously cost‐prohibitive internal control and supply chain coordination innovations. In any event, and even in light of possible external pressures to adopt, the full potential of RFID for an individual firm must ultimately be viewed in consideration with the infrastructural capabilities of that firm. Furthermore, because adoption decisions are fundamentally based on managerial perceptions, it is critical to consider how certain forms of infrastructure provide the necessary transparency into other infrastructural characteristics to augment such decisions. We use multisource survey data in this work to consider several elements that contribute to this infrastructure and subsequently to perceptions of RFID benefit and actual commitment to adoption. Results demonstrate that the complementary effects of these infrastructural capabilities significantly impact both perceptions of and commitments to RFID.  相似文献

We believe that partnering with industry can lead to research that is relevant, rigorous, and refreshing. Our experiences show that the potential benefits of partnering with industry are enormous, but that this is not an easy route for academics interested in operations research modeling or empirical methods. The need for grounded business research is greater now than ever, and, while academics have made great progress, there are still numerous opportunities to demonstrate the relevance of our research. We discuss how to establish industry contacts, identify fruitful academic—industry projects, and publish the resulting research.  相似文献

The current dominant conceptualization of consumer reactions to services is the SERVQUAL model. This article proposes the FAIRSERV model as an alternative or additional conceptualization of consumer reactions to services. FAIRSERV involves seeing service evaluation through the lens of organizational fairness (justice) theory applied to the relationship between the service consumer and the service provider. FAIRSERV is premised on the claim that, especially in relational service contexts, consumers are interested in service fairness as well as service quality (service favorableness) as represented by SERVQUAL. Service fairness or justice is a multidimensional construct based on equity theory. In this article, the FAIRSERV model is tested with the SERVQUAL model in the context of information system services. The two models are used to predict service satisfaction and repatronage intention. The FAIRSERV model appears to add a significant new set of predictors of service satisfaction and repatronage intention that should be considered in the future by service providers.  相似文献

Public sector organizations collect vast amounts of information that often goes unused. Information may serve a symbolic role to imply that decision makers are using rational decision processes, or it may be collected to rationalize a preconceived decision and develop or maintain public support. Over-collection of irrelevant information or under-analysis of existing information for decision implications leads to excessive public information costs with limited public benefit. The study discusses the role systematic information misalignment plays in the public sector and considers its implications for public agency performance. The concept is evaluated using examples from the National Aeronautics and Space Administration.

His research and teaching pursuits engage public policy, economic development, and public sector capacity and performance. His research appears in Public Administration Review Economic Development Quarterly and The Journal of Public Affairs Education. Dr. Hall earned the Ph.D. in Public Administration from the University of Kentucky Martin School of Public Policy and Administration. In this paper we explore strategic decision making in new technology adoption by using economic analysis. We show how asymmetric information affects firms' decisions to adopt the technology. We do so in a two‐stage game‐theoretic model where the first‐stage investment results in the acquisition of a new technology that, in the second stage, may give the firm a competitive advantage in the product market. We compare two information structures under which two competing firms have asymmetric information about the future performance (i.e., postadoption costs) of the new technology. We find that equilibrium strategies under asymmetric information are quite different from those under symmetric information. Information asymmetry leads to different incentives and strategic behaviors in the technology adoption game. In contrast to conventional wisdom, our model shows that market uncertainty may actually induce firms to act more aggressively under certain conditions. We also show that having better information is not always a good thing. These results illustrate a key departure from established decision theory.  相似文献

Over the past decade, organizations have made significant investments in enterprise resource planning (ERP) systems. The realization of benefits from these investments depends on supporting effective use of information technology (IT) and satisfying IT users. User satisfaction with information systems is one of the most important determinants of the success of those systems. Drawing upon a sample of 407 end users of ERP systems and working within the framework of confirmatory factor analysis (CFA), this study examines the structure and dimensionality, and reliability and validity of the end‐user computing satisfaction (EUCS) instrument posited by Doll and Torkzadeh (1988) . In response to Klenke's (1992) motion to cross‐validate management information system (MIS) instruments and to retest the end user computing satisfaction instrument using new data, this study's results, consistent with previous findings, confirm that the EUCS instrument maintains its psychometric stability when applied to users of enterprise resource planning application software. Implications of these results for practice and research are provided.  相似文献
