青海厄鲁特蒙古与清朝之早期关系述略

清定鼎之初 ,因忙于镇压中原地区的各种反抗势力 ,对于西陲各地只能采取安抚稳定的策略 ,即羁縻政策。清康熙帝之时 ,则逐步加强了对青海地区的统治和管辖 ,将青海诸部纳入中央势力范围之内。     

清末放垦蒙地的实质及其对蒙古经济社会发展的影响

20世纪初,清政府面临内忧外患、财政拮据的严重危机,这一背景决定了清末放垦蒙地的实质就是聚敛蒙财,以充帑银。放垦蒙地虽然使蒙古地区的农耕业有了空前的扩展,丰富了蒙古地区的经济生活,但从总体上来说,导致了严重的农牧冲突,激化了民族和阶级矛盾,造成了影响深远的生态环境破坏。因此,清末放垦蒙地对蒙古经济社会的发展所带来的主要是负面效应。     

《新蒙古》月刊中所记之“外蒙古”

《新蒙古》月刊是面对日本侵略、民族危难，蒙、汉学人于1933年“百灵庙大会”之后，筹备创办的月刊杂志，宗旨是：剖析蒙古问题之实情，介绍国内外对于蒙古问题之研究，宣达中央处理蒙政之方案，揭露帝国主义侵略蒙古之真相，促成汉蒙民族之团结，以共致力于解放运动。《新蒙古》月刊以刊登有关内蒙古问题的文章为主，间或也刊载了不少与外蒙古相关的文章，这些文章是研究20世纪二三十年代外蒙古问题的重要史料。

本文以我国加入WTO作为企业发展的环境变化背景,通过解析和应用企业核心竞争能力的思想内涵,探索我国企业发展战略内核的演化过程.文章首先分析指出,企业核心竞争能力的思想为企业揭示出企业在市场中的竞争优势并不是简单的产品市场竞争优势,而是包括制度、组织形式以及技术等层次在内的多种竞争优势的整合.根据回顾文献,并结合20多年的中国经济改革,文章将我国企业在宏观经济改革背景中的发展路径,折射到核心竞争能力的思想框架中,进行记录和分析,归纳整理出企业的发展路径是在政府主导型的制度变迁作用下,逐渐打破封闭体系,走向开放体系的过程;战略内核经历了从简单的重视规模到突出机制,再到加强灵活性,面对"入世"的制度现实,正日益注重发展和规范的互动效应演进过程.     

论明代蒙古族进入河套与明代北部边防

明代北部边防形势的演变与蒙古族进入河套地区有着直接的关系。朱元璋在建立北边防线时对河套问题重视不够 ,朱棣即位后将大宁都司和东胜、兴和撤向内地 ,使明朝防御蒙古族的北边防线出现两大缺口 ,导致宣德年间开平卫撤向内地 ,土木之变后北边险要尽失 ,河套问题遂凸显出来。关于蒙古族各部进入河套的时间 ,诸史记载颇多不同 ,其实蒙古族早在宣德年间即已进入河套 ,正统初年开始扰掠明边 ,到景泰、天顺年间已有比较著名的部落在河套活动 ,成化以后河套成为蒙古族永久的根据地。蒙古族进入河套之后 ,给明朝的北边地区造成了极大的压力 ,形成明代中叶延续百余年之久的北部边防危机。     

Does trust increase willingness to pay higher taxes to help the needy?

The article studies the causal effect of trust on the willingness to pay higher taxes to help the needy in a sample of 29 countries of Eastern and Southern Europe, and the former Soviet Union and Mongolia. It is hypothesized that interpersonal trust leads to a greater willingness to pay taxes to help the needy since (i) trust increases the likelihood of helping strangers; (ii) trust fosters solidarity and cooperation when working to solve common problems in society; and (iii) trust reduces suspicion with respect to the perceived misuse of redistributed money. Three key findings are that the more people trust each other, the more they are ready to support the welfare state; the effect of trust on welfare state support holds even in a contextual environment characterized by rather lower levels of trust and relatively underdeveloped systems of redistribution; and higher individual‐level trust fosters tax morale and helps deter tax evasion.     

蒙古留学生的汉语教学研究

随着中蒙两国在经贸、科技、文化等各个领域合作的进一步扩大,两国人民之间的往来不断增多。蒙古国也掀起了学习汉语的热潮。因此针对蒙古国留学生的教学研究,成为留学生教育的一个不容忽视的课题。从第二语言教学活动的四大环节即总体设计、教材编写(或选择)、课堂教学和成绩测试这4个方面来研究对蒙古留学生的汉语教学,以期在较短的时间内使蒙古留学生更好地掌握汉语听、说、读、写的能力。     

Redirecting the Lives of Urban Black Males:

Midnight Basketball is one example of a new generation of social resource programs which are designed to mend the social fabric of inner city communities. In this paper, we present the results of an evaluation of Milwaukee's Midnight Basketball League, In the Paint at One Two, which indicates that the ''returns'' on the money invested in the program are far greater than the returns on the enormously popular punitive and paternalistic policies and programs currently advocated at all levels of government. During the first year, the Midnight Basketball program (1) reduced crime rates by 30% in the target area, (2) created a safe haven in which participants (and the fans) could engage in positive social activities, (3) channeled the energy of gang members in a positive direction, and (4) significantly improved the educational and career aspirations of program participants. Nearly all of the participants indicate that such leagues should be developed throughout the city of Milwaukee.
