冷战结束以后 ,随着全球化的兴起 ,环境、人口、恐怖主义、毒品交易、疾病传播等原本属于“低级政治”领域的内容 ,日渐成为影响世界和平与发展的重要因素。以民族国家为“单元”的治理在这些日益严重的全球问题面前遇到了前所未有的挑战 ,借助国际政府组织等在全球范围进行超越国界的全球治理就成为必然。但有效的全球治理需要国际组织在克服民主赤字 ,加强与其他行为体的合作 ,同时 ,还要谨防一些大国借助全球治理理论 ,侵犯别国主权 ,干涉别国内政     

建国后第一代领导集体关于"三农"问题的理论与实践

建国后,以毛泽东为代表的第一代领导集体在寻求适合中国国情的社会主义建设道路过程中,对解决农村、农业和农民问题进行了长期的探索,提出了一系列思想和政策.在"三农"问题上的理论创新与失误、教训,为我们在新时期完成建设小康社会的艰巨任务,提供了重要的参考价值.     

知识产权民事诉讼中的既判力问题

既判力理论被称为民事诉讼理论的脊梁。在知识产权民事诉讼中,既判力理论的适用具有新的内容。只有在对即判力基本理论进行澄清的基础上,才可以正确认识知识产权民事诉讼中先决之诉判决、同类案件判决、法院调解以及相关的刑事判决和外国民事判决的既判力问题。     

Inoculation theory and public relations

Inoculation theory explains how an existing state (an attitude, a belief, a position) can be made more resistant to future influence, in much the same way a medical inoculation can make an existing state (a healthy body) more resistant to future viral influence: through pre-exposure to weakened forms of challenges. The theory has established efficacy as an effective messaging strategy in a number of contexts, including politics and health. Another area that has received attention in inoculation theory scholarship is public relations. A comprehensive review of this work, however, is long overdue. We outline existing work in inoculation theory and public relations, and then show how inoculation theory and public relations research can bring new applications and theoretical development to the public relations areas of (1) issues management; (2) crisis and risk communication; and (3) character assassination.

哈萨克斯坦独立十年来,在完成国家建设进程,促进杜会经济发展,维护社会及地区稳定,提升国际影响等方面已取得了举世瞩目的成就。尤其是“9·11”事件之后,其在中亚所处的战略地位更显突出。当然,作为一个新独立的国家,民主政治的建设、民族关系、以及失业、毒品、腐败等一系列社会问题将会成为其发展过程中必须认真面对的问题。     

当前“三农”工作存在的问题及对策

农业、农村、农民问题是中国经济的基本问题.重视并认真解决"三农"问题对于加快农村经济和社会发展具有重要意义.     

A COMPARISON OF WEIGHTING METHODS IN POWER PLANT SITING*

The insufficient attention that too often is paid to the characteristics required of attribute weights prevents multiattribute decision rules from accurately representing preferences. The weighting summation or linear model requires weights to be proportional to the relative value of unit changes in their attribute value functions. Only then will weights accurately reflect the trade-offs decision makers are willing to make. A number of methods of choosing weights are critiqued from this perspective. Applications of weighting methods in power plant siting are surveyed, and a siting study of western Maryland is presented. Two weighting methods were used, one deriving weights from trade-offs made by decision makers and the other asking decision makers to choose weights on a scale of 0 to 10. The locations picked by the two methods differ strikingly.

改革开放以来,中国共产党不断进行理论创新和实践创新,创造性地探索和回答了四个重大的理论和实际问题：什么是马克思主义、怎样对待马克思主义,什么是社会主义、怎样建设社会主义,建设什么样的党、怎样建设党,实现什么样的发展、怎样发展。这既是我们党对改革开放以来的全部理论和全部实践的高度概括和深刻总结,也是始终贯穿于中国特色社会主义理论体系的基本问题。它们之间一脉相承又层层递进,实现了党在理论突破和实践发展上的与时俱进。     

Missed opportunities to make PR great again: How public relations agencies responded to the Trump Presidency

This exploratory study examines approaches the world’s top public relations agencies used to respond to the risks posed by a new U.S. administration during President Trump’s first 100 days in office. Because the goal of this research was to analyze the public thought leadership of public relations agencies as displayed on their websites (not agency-client relationships), both quantitative and qualitative content analyses were carried out to examine their website content. The purpose was to identify whether agencies’ ethical counsel and leadership were demonstrated; and, if they were, through which approaches and themes.Public relations agencies discussed the Trump victory in a few ways. The most popular theme was the Columnist/Blogger/Critic approach, or a personalized reflection of agency staffers on the Trump victory. The second most popular--yet less frequent--approach was as PR Counsel, aimed at providing professional advice to prepare brands for Trump’s attacks and/or take advantages of new opportunities in the Trump era. The third most popular – the Expert approach – was an in-depth analysis of an issue (for example, health care) and a Trump presidency’s implications. This study addresses implications for risk management in the political sphere of public relations. The response of the public relations industry, as evidenced on agency websites, was less than strategic: We do not practice what we preach (or sell). Recommendations are offered for an improved response to future challenges based on issues management and ethical leadership.     

Outness among LGBTQ Social Work Students in North America: The Contribution of Environmental Supports and Perceptions of Comfort

This study examines various environmental factors that may impact a lesbian, gay, bisexual, transgender, or queer (LGBTQ) social work student's level of ‘outness’ (disclosure) with regard to their sexual orientation or gender identity. An internet-based survey was conducted, comprised of LGBTQ undergraduate and graduate students from social work programs across North America (n = 1,018). Utilizing Pearson's chi square analysis, significant associations correlated between outness and the following six areas: (1) LGBTQ student perception of other students' overall level of comfort with their sexual orientation or gender identity within the program; (2) the number of faculty that know about their sexual orientation or gender identity; (3) the number of students that know about their sexual orientation or gender identity; (4) how supported they felt with regard to their LGBTQ identity within the program; (5) the percent of faculty that are supportive of LGB and Q issues; and (6) awareness of openly LGBTQ administrators or staff members. Implications for social work education and practice are examined, as are suggestions for continued research.
