国际议程设置与中国的能源安全实现路径探析

能源安全是左右国家命运的关键。当前,我国能源安全面临的困境和挑战、国家实力的增长和国际影响力的 提升、国际责任意识的提升、融入国际社会的进程和参与全球治理的实践、积极主办重要国际会议等均让中国有了投 入到能源安全国际议程设置的可行性。中国在设置能源安全议程时,应坚持“兼顾国家利益与全球利益”的原则,清晰 明确地界定议题,制定操作性强的备选方案,最终推动议题的去安全化。当然,在设置能源安全国际议程的实践中,中 国将不可避免地面临议程设置本身及议程设置之外因素的制约和影响。因此,在能源安全国际议程设置中,中国不仅 应在议题的界定、备选方案的选择以及推动主体间性建构方面精心准备,还应考虑到国际议程设置过程中的竞争,界 定和强化议题的属性,提高议题的显著性和关联性,建立议题联盟,出台操作性强且被普遍接受的备选方案,推动主体 间性的建构,从而有效保障我国的能源安全。     

Non Null Asymptotic Distributions of Some Criteria in Censored Exponential Regression

In this article, we consider the class of censored exponential regression models which is very useful for modeling lifetime data. Under a sequence of Pitman alternatives, the asymptotic expansions up to order n^{? 1/2} of the non null distribution functions of the likelihood ratio, Wald, Rao score, and gradient statistics are derive in this class of models. The non null asymptotic distribution functions of these statistics are obtained for testing a composite null hypothesis in the presence of nuisance parameters. The power of all four tests, which are equivalent to first order, are compared based on these non null asymptotic expansions. Furthermore, in order to compare the finite-sample performance of these tests in this class of models, we consider Monte Carlo simulations. We also present an empirical application for illustrative purposes.     

Local Influence Analysis for The Ridge Regression Under Stochastic Linear Restrictions

In this article, we assess the local influence for the ridge regression of linear models with stochastic linear restrictions in the spirit of Cook by using the log-likelihood of the stochastic restricted ridge regression estimator. The diagnostics under the perturbations of constant variance, responses and individual explanatory variables are derived. We also assess the local influence of the stochastic restricted ridge regression estimator under the approach suggested by Billor and Loynes. At the end, a numerical example on the Longley data is given to illustrate the theoretic results.     

21世纪中国成人高等教育发展探索

我国的高等教育,在新旧世纪交替之际的短短几年内,就成功地实现了大众化的历史性跨越发展,成人高等教育扮演着相当重要的角色。展望21世纪,成人高等教育依然是充分实现我国高等教育大众化的主要途径、特别是实现终身发展战略的最重要途径、更能直接服务于经济建设;我国的成人高等教育更需要突出服务意识、加快国际化进程、发挥网络教学优势;以全面实现成人高等教育的现代化,为我国高等教育从大众化向普及化方向的迈进做出新贡献。     

Estimating and testing effect size from an arbitrary population

In this article, we develop inference tools for an effect size parameter in a paired experiment. A class of estimators is defined that includes natural, shrinkage and shrinkage preliminary test estimators. The shrinkage and preliminary test methods incorporate uncertain prior information on the parameter. This information may be available in the form of a realistic guess on the basis of the experimenter’s knowledge and experience, which can be incorporated into the estimation process to increase the efficiency of the estimator. Asymptotic properties of the proposed estimators are investigated both analytically and computationally. A simulation study is also conducted to assess the performance of the estimators for moderate and large samples. For illustration purposes, the method is applied to a data set.     

ON FRAGILE GROUNDS: A REPLICATION OF “ARE MUSLIM IMMIGRANTS DIFFERENT IN TERMS OF CULTURAL INTEGRATION?”

This study is a replication of “Are Muslim Immigrants Different in terms of Cultural Integration?” by Alberto Bisin, Eleonora Patacchini, Thierry Verdier and Yves Zenou, published in the Journal of the European Economic Association, 6, 445–456, 2008. Bisin et al. (2008) report that they have 5,963 observations in their study. Using their empirical setup, we can only identify 1,901 relevant observations in the original data. After removing missing values we are left with 818 observations. We cannot replicate any of their results and our estimations yield no support for their claims.     

湖湘本土文化的多维探源

2002年联合国粮农组织(FAO)发起的全球重要农业文化遗产(GIAHS)保护项目,旨在保护生物多样性和文化多样性的前提下,促进地区发展和农民生活水平的提高。文章以全球重要农业文化遗产的中国实践为线索,梳理了保护试点的推动进程与研究进展,并在全球农业文明的相互观照中,重申了传统农业知识对可持续发展的重要意义。对反思高科技农业的危机而言,农业文化遗产保护不仅是对世界各民族传统农耕智慧的刻意存留,更是对农业与农村发展的哲学考量,其深层的价值则是对现代化知识系统的超越,是对"后现代农业"思想的启蒙。     

近代客家乡村地方精英的结构与素质探析 ———以毛泽东“赣南农村调查”为中心的讨论

长期以来,在乡村社会的近代转型研究中,学术界向来认为城乡二元格局下乡村文化资源的流失难以避免.通过对毛泽东20世纪30年代在赣南农村调查等相关文献材料分析,发现在清末民初以来的赣南客家乡村,当地乡村文化人的居留去向未有明显趋城离乡之势,基层社区的文化人在量上不是减少,反而多有增加,其地位虽较传统社会时期有所下降,但拥有知识资源的文化精英仍是赣南客家地区社会精英的主体.近代乡村精英素质的“劣化”,与精英个体的文化程度和知识素养无关或者说没有直接的内在关系,这一群体的变化,主要是源于清末持续于民国的政治、文化上的制度性变迁.

教育公平是一个社会实现全面公平和正义的前提条件及重要的文化基础,面对近年来日益严重的教育腐败问题,以教师礼品控制为例,从主体角度入题,将对教师礼品控制的分析以及公共政策设立的必备要素作为切入点,论证了教师礼品控制问题可以从政策层面进行引导和治理,进入政府的政策议程.
