The Myth of the Computer Hacker

The seriousness of computer hacking is not exaggerated, it is far worse than that. The computer hacker has attained the status of myth; society associates all computer crime with a mythical perpetrator that bears no resemblance to reality. This paper will argue that in the early stages of the myth the computer hacker was regarded as a highly skilled but mentally disturbed youth who has an unhealthy association with computers. The new reality of electronic commerce resulted in pressures that culminated in the computer hacker becoming regarded as a dangerous criminal. A thorough analysis of the statistics will demonstrate that the majority of computer intruders are neither dangerous nor highly skilled, and thus nothing like the mythical hacker.

高校师资队伍建设是一个至关重要的问题。在师资的引进、使用、考核和培养过程中,经常会遇到如何处理诸如比较优秀的关键性人才与基本群体、教学与科研、稳定与流动、专职与兼职等关系问题,这些矛盾的妥善解决,会较大地调动教师的积极性、主动性、创造性,有利于教学、科研水平的提升。

Many organizational change projects fail — despite a well thought out concept, professional project management and a binding implementation timetable. The reason why the expected success doesn’t materialize often lies with the missing maintenance. Once the project is officially completed and the client and project manager withdraw, the manner in which the organization will take up these changes is seldom systematically dealt with. Difficulties often arise when no discrete stabilizing measures are planned. We have derived four central action areas which will be clarified by way of practical examples. It will also be shown what is important to pay attention to in the stabilization phase so that a lasting success of the organizational change project can be ensured.

On calculating the fisher information in order statistics

This article gives a simple result for the expression of the Fisher information in order statistics. This result enables us to calculate easily the Fisher information in any set of order statistics whose details have been known to be messy and complicated. We consider here its application in the optimal spacing problem where the exact Fisher information in order statistics has been approximated with the asymptotic information or the reciprocal of the variance of a suitable estimator. 西部产业集群发展的制度分析

从制度上看,区域产业集群发展具有自发性或诱致性、以市场制度为基础密切联系而形成核心竞争力、根植性等制度特征。西部产业集群发展,具有优惠的区域政策和制度后发优势,但也面临一定的正式制度和非正式制度约束,如与市场经济相左的思想道德观念、偏重自然资源的路径依赖、地方政府职能的错位、中央投资体制分割,等等。针对这些约束,必须采取相应的制度创新。
