对失业人员采取预防和激励政策是欧盟共同就业策略的核心内容,1998年以来,欧盟成员国在实施积极的劳动力政策和改革预防与激励政策方面有很大的进展,特别是在加强公共就业部门的现代化改革方面成绩显著。这一策略的实施给各成员国在不同程度上带来了积极的影响。     

Personality and community prevention teams: Dimensions of team leader and member personality predicting team functioning

The predictors and correlates of positive functioning among community prevention teams have been examined in a number of research studies; however, the role of personality has been neglected. In this study, we examined whether team member and leader personality dimensions assessed at the time of team formation predicted local prevention team functioning 2.5–3.5 years later. Participants were 159 prevention team members in 14 communities participating in the PROSPER study of prevention program dissemination. Three aspects of personality, aggregated at the team level, were examined as predictors: Openness to Experience, Conscientiousness, and Agreeableness. A series of multivariate regression analyses were performed that accounted for the interdependency of five categories of team functioning. Results showed that average team member Openness was negatively, and Conscientiousness was positively linked to team functioning. The findings have implications for decisions about the level and nature of technical assistance support provided to community prevention teams.     

Life Skills,Mathematical Reasoning and Critical Thinking: A Curriculum for the Prevention of Problem Gambling

Previous studies have shown that youth are two to three times more likely than adults to report gambling related problems. This paper reports on the development and pilot evaluation of a school-based problem gambling prevention curriculum. The prevention program focused on problem gambling awareness and self-monitoring skills, coping skills, and knowledge of the nature of random events. The results of a controlled experiment evaluating the students learning from the program are reported. We found significant improvement in the students' knowledge of random events, knowledge of problem gambling awareness and self-monitoring, and knowledge of coping skills. The results suggest that knowledge based material on random events, problem gambling awareness and self-monitoring skills, and coping skills can be taught. Future development of the curriculum will focus on content to expand the students' coping skill options.

被征地农民社会保障方案研究—以水电工程移民为例

为保障被征地农民的基本权益,各地正在推广以土地换取社会保障的做法。通过对土地和社会保障的属性分析发现,两者不具有内在的一致性,土地不能换社会保障。被征地农民社会保障方案既不能代替土地补偿与安置补助的功能,也不能被初次分配的方式所替代,需要通过构建社会保障方案帮助被征地农民提高抵御风险的能力,为他们在合理补偿安置的基础上构建社会保障的“安全网”。构建被征地农民社会保障方案的合理路径是将其纳入现行的社会保障体系,通过对S省水电工程移民社会保障安置缺陷的反思,构建了具有实践价值的水电工程移民社会保障方案。     

项目教学法在“数控加工工艺与编程”课程中的应用

介绍了项目教学法在"数控加工工艺与编程"课程中项目的设定以及项目的教学组织和实施过程。通过实例阐述了项目教学法的应用方法,通过项目教学法不仅提高了学生的动手操作能力和创新能力;也进一步培养学生的自主学习能力,提高学生的学习兴趣。     

A Note on Fitting a Regression without an Intercept Term

By entering the data (y _i ,x _i ) followed by (–y _i ,–x _i ), one can obtain an intercept-free regression Y = Xβ + ε from a program package that normally uses an intercept term. There is no bias in the resultant regression coefficients, but a minor postanalysis adjustment is needed to the residual variance and standard errors.     

Building collaboration between school and parents: issues for school social workers and parents whose young children exhibit violent behaviour at school

This research explores the perceptions of 60 parents whose children, aged from three to nine, had been involved in bullying, as defined under the Safe Schools Act and the Code of Conduct. Some of these children had been suspended from school, while others were potential candidates for suspension. These parents were recruited from Ottawa's two French-language school boards to participate in qualitative interviews between June 2000 and June 2002. The aim of this research was to cast new light on the perceptions of parents and schools with regard to their relationships, and on the role of school social workers in maintaining and enhancing collaborative partnerships.

The desire of some parents to be involved in the decisions concerning remedial action taken to address their child's aggressive behaviour touched a raw nerve in some schools. Nonetheless, when schools and parents ultimately recognize the daily challenges that both parties face, and a shared plan of action develops therein, the path to effective collaboration becomes clear. Early intervention on the part of school social workers gives them an edge in their efforts as mediators. They seize every opportunity to initiate different collaborative approaches between schools and parents, so that the issue of bullying can be handled in a more respectful way for everyone.     

泛温室气体成因及对策分析

温室气体成因认知正在经历着由单一的高度经济活动成因向"泛温室气体成因"的转化,与此同时,《京都议定书》的二元机制也有向单一的减排机制转化的趋势。这两个趋势并行发展,对气候变化问题认知和对策路径提出了挑战。成因的多元化要求应对机制的多元化。实现的路径是以《联合国气候变化框架公约》为主导,在重视减排的同时,加强增汇机制的作用,并且应增加水循环改善这一新的机制要素,形成减排—增汇—治水的三元应对机制。减排的主要对象依然是发达国家,对于中国等碳汇潜力巨大、水循环影响力巨大的国家,则要通过生态保护建设增加碳汇,并加强水利建设改善水循环,加强和培育自然力碳循环和水循环对温室效应的修复功能。     

师专地理教育专业《世界地理》课的改革与构想

根据国家教委《高等师范专科教育二年制教学方案》的精神,必须对现行《世界地理》的研究核心、知识体系、内容结构进行改革。本文从目前《世界地理》课的现状和存在的问题入手提出:加强学科理论研究,注重自然与人文的渗透;加强区域研究,突出代表性国家;加强分析问题、解决问题方法的研究,设立主辅教材,培养学生能力。并依此拟定了《世界地理》改革的具体框架。
