Midnight regulations and the Cinderella effect

Recent studies have shown preliminary evidence of a tendency for outgoing administrations to generate a flurry of last-minute regulatory activity. This so-called Cinderella effect is described as resulting from the combination of an administration being in power yet, because it is out-going, not being subject to political ramifications from its actions. In this paper, we look at monthly regulatory activity over the past 30 years and compare the baseline growth in regulations (measured using the proxy of pages in the Federal Register) to the growth immediately following a Presidential election when the sitting President is re-elected, not re-elected, and when the party in control of the White House changes. We find significant evidence supporting the existence of a Cinderella effect.

《国家中长期教育改革和发展规划纲要（2010--2020年）》颁布后,石家庄铁道大学正在制定《石家庄铁道大学“十二五”及中长期改革和发展规划纲要》（以下简称“发展规划纲要”）。2011年6月16日,本刊与石家庄铁道大学党委书记、校长王岳森教授就制定“发展规划纲要”的重要意义、面临的发展机遇与挑战、发展战略、办学指导思想、办学理念、人才培养、治学经验等方面进行访谈,整理成文,以飨读者。     

对《宪法》第84条的两点商榷

“职位”是执行一定职务的工作岗位,不能继任、不能代理;能够继任、代理的是基于职位所产生的职务。中华人民共和国主席缺位的时候,应当是由副主席继任(不是继任职位);中华人民共和国主席、副主席都缺位的时候,由全国人大常委会委员长暂时代理主席职务。根据宪法第84条的规定,从中华人民共和国主席、副主席补选开始,到新选出的中华人民共和国主席、副主席就职时这段时间,国家主席的职务无人执行。应当将“在补选以前”改为“在补选出的中华人民共和国主席、副主席就职以前”,使全国人大常委会委员长代理主席职务的终止时间与中华人民共和国新的主席执行职务的时间相衔接。     

Marxism and Feminism in the USSR:

This paper examines recent efforts to introduce a feminist movement in the USSR in the context of the historic interpretations of Marxist-Leninism on "the women's question." The author argues that the USSR has focused on some parts of Marxism and ignored others in defining its position on women's issues. Recent movements, both feminist and protofeminist, are described and analyzed in this study.     

Turf disputes within federal systems: Leadership amidst enforceable checks and balances

Organizational leadership is a complex set of interdependent processes that occur within specific contexts. This article explores the case of leadership within a federal system where the members have legally enforceable powers, they operate within a system of checks and balances, there is no single “boss,” and the goal is not solely efficiency. Federal systems provide alternative mechanisms for managing change and organizational leadership. Terms are defined to derive a model of turf disputes. This model is applied to the historical case of the “turf war” between a U.S. President, Franklin D. Roosevelt, and the U.S. Senate over his 1937 attempt to “pack” the U.S. Supreme Court. This leads to a more general discussion of turf disputes and their occurrence. They are manifestations of underlying, unresolved authority-task gaps which become virtual-like organizational arrangements. The LAMPE (Leadership, Authority, Management, Power, and Environments) theory of organizational leadership appears to be appropriate for analyzing organizational leadership in federal systems.     

特朗普总统就职演讲的批评话语分析

以Halliday的系统功能语法为理论依据,以及物性、情态、人称代词及转换为框架,选取美国新任总统唐纳德·特朗普就职演讲为语料,对该语篇进行批评话语分析。通过定性与定量相结合的研究方法,试图探讨及物性过程、情态、语篇中人称代词的使用以及名词化、被动化的转换对其就职演讲所起的作用。分析得出：特朗普总统演讲较多地使用物质过程、存在过程、被动化以及第一人称来拉拢人心,树立良好的政府形象,以期为未来的执政赢得更多支持。     

中国与埃及友好关系六十年

埃及是首个与新中国建交的非洲阿拉伯国家。纳赛尔时代,两国关系总体良好;萨达特时代,两国关系有进一步发展;穆巴拉克时代正值我国改革开放时期,两国关系有了全面发展并于1999年建立面向21世纪的战略合作关系。两国间的经贸、文化合作也得到相应的发展,中埃友好合作关系前景良好。

TQM管理技术和管理模式案例研究

全面质量管理（Total Quality Management, 简称TQM）是企业管理的重要内容,但很多企业在运用时流于形式。TQM是一项系统工程,不仅需要强烈的“问题”、“改善”意识,更需要的是要“改革”、“实践”、“应用”。随着新经济时代的到来,企业管理对其高效性、竞争力将有更高的要求,而TQM作为企业管理的重要内容,越来越成为管理界的共识,越来越发挥出重要的作用。本论文研究了美国总统轮船公司（American President Lines Co.,Ltd. 简称ＡＰＬ）南京分公司全面质量管理的情况,从理论和实践的结合上深入研究了TQM及其应用。论文首先介绍了APL高效、合理的质量管理体系和公司组织结构,它为实施TQM提供了有效的组织保证。多年实践证明,TQM在APL和顾客中取得了双赢绩效。论文进一步研究了TQM中的质量改进(Quality Improvement, 简称QI)小组的组织形式、组织原则、小组成员、具体任务以及工作阶段和步骤,这是一种合乎逻辑的、极其有效的工作程序,说明实施TQM有规律可循。最后根据QI七个工作步骤,对QI工作过程进行了深入的分析,说明QI是实施TQM,改进、提高工作质量的一个非常重要的环节,不但清晰地找出了TQM过程中的问题,而且分析了产生问题的各种原因,明确提出了解决问题的措施及实施方案     

Pandemic in the Time of Trump: Digital Media Logic and Deadly Politics

This paper examines the power of a mediatized President to use reflexive propaganda—the rules and assumptions of digital media—to define a public health crisis. During the 2020 coronavirus pandemic, President Trump engaged in attention-based politics, or the use of media to draw attention of the largest audience to himself, at the expense of an efficient response to a major public health crisis. The repetitive tweets, with a common form—vulgar and combative language, usually against journalists—converted Donald Trump into a digital meme and enabled the President to dwell on his distorted accomplishments and TV ratings, to downplay health risks, and initially define the lethal virus as a benign hoax.
