Social Work Registration: Another Opportunity for Discussion

ABSTRACT

The Social Workers Registration Bill 2018 is before the Parliament of South Australia. It makes provision to establish a social worker registration board with powers to investigate complaints and enforce penalties for breach of competency and ethical standards. This paper presents an argument for the national registration of social workers; and in addition, outlines key considerations for thinking about risk, protection, safeguarding, and implementation that comes with registration.

IMPLICATIONS

• Risk and protection need to be assessed as part of a more comprehensive regulatory framework in the debates of registration.

• If registration is to become part of the regulation of social work, a national approach to social worker registration is indicated, so that a person deregistered in one state cannot be employed as a social worker in another.

• Social worker registration is a potentially useful formal mechanism that offers both a protective safeguard (social worker status) and a corrective safeguard (limiting or de-registering).

A penalized likelihood approach to image warping

A warping is a function that deforms images by mapping between image domains. The choice of function is formulated statistically as maximum penalized likelihood, where the likelihood measures the similarity between images after warping and the penalty is a measure of distortion of a warping. The paper addresses two issues simultaneously, of how to choose the warping function and how to assess the alignment. A new, Fourier–von Mises image model is identified, with phase differences between Fourier-transformed images having von Mises distributions. Also, new, null set distortion criteria are proposed, with each criterion uniquely minimized by a particular set of polynomial functions. A conjugate gradient algorithm is used to estimate the warping function, which is numerically approximated by a piecewise bilinear function. The method is motivated by, and used to solve, three applied problems: to register a remotely sensed image with a map, to align microscope images obtained by using different optics and to discriminate between species of fish from photographic images.

麓川平缅宣慰司之乱关涉西南边疆的稳定和国家的安危,对西南边疆的政治和明朝国势产生了重大影响。云南卫所职役在麓川战役中系本省参战,肩负着护国捍边的重任,其获功依据主要为阵亡功、奇功和头功。“冲入敌阵”“深入敌境”的奇功以及“当先破敌”“出哨杀敌”的头功,均需莫大的勇气,尤其是内陆移入云南的职役群体,面对麓川地区复杂的环境和边境危机,军功升赏的激励机制可以增加职役群体的战斗力,更有利于麓川叛乱的平定。军功授予依参战地点环境的险恶程度、战阵的难易情况区别升赏,是为明朝廷“以靖边境”“护国捍边”的实际举措。由于麓川战役持续时间长,大小战役众多,过程复杂,嘉靖、万历年间,明廷对麓川战役获功者子孙应袭、应革功次作清理时,规定:奇功、头功袭职仍循旧例,仅对麓川战役中越升职级者和查无头功、奇功字样者减革,折射出西南边疆地区制度、文化与内地的差异,使得中央对其实施不同的治理策略。     

基于新兴古典经济学的农村移民经济发展分析

将新兴古典经济学的理论和模型应用于农村移民经济发展问题的研究,分析了通过分工专业化来提高移民人均真实收入的机理,其关键在于交易效率的提高。而要实现交易效率的提高,必须考虑现行户籍制度和土地产权制度对于交易效率的消极作用。最后得出了只有取消户籍制度、实现土地私有化的前提下。农村移民的交易效率才能提高。交易效率改进能够提高分工专业化水平,实现农村移民的收入水平的提高,最终破解农村移民经济发展的难题。     

完善我国人口信息管理的思考

人口管理既是国家行政制度的必要组成部分,也是其他制度有效运行的支持性制度.综观各国人口管理制度的发展变革,要从推进整体政府建设的高度来改革人口管理,要通过构建合理的机制,运用先进的手段来提高人口管理的精细化水平.一要完善与实有人口信息采集相关的法规和制度,二要建立完备的个人身份登记信息系统,三要发挥综合管理机构权威作用,四要强化流动人口的信息采集、维护和实时动态更新.     

论宋代科举户籍制

宋代科举中有一不为人注意的辅助制度———科举户籍制。宋代科举强调应举者须有户籍并自本贯应举 ,对户籍的审查、认证、确定有一整套规定 ,贯穿于科举的全过程。作为科举制的重要组成部分 ,科举户籍制维护着科举质量和选拔程序 ,并在制止种种冒贯应举弊病中不断完善。科举户籍制也是宋代户籍制的重要组成部分 ,在实施过程中促进了户籍制的发展 ,并从一个侧面充分展示了宋代户籍制的奥秘。     

Child Protection Social Workers' Engagement in Continuing Professional Development: An Exploratory Study

This paper reports the findings of an exploratory study into the nature of child protection social workers' engagement in, and understanding of, continuing professional development (CPD) in Ireland. Qualitative methods were used given the exploratory nature of the research. Semi-structured interviews were conducted with eight child protection social workers from a community-based child protection department in Ireland. Interviews were analysed using thematic analysis. A review of the literature is provided and key findings are outlined and discussed. These findings relate to the nature and frequency of participation in CPD, perceived motivators and barriers to participation in CPD, and social workers' views on the potential impact of statutory registration of Irish social workers (which was implemented in the months after this study was carried out) on CPD participation. Research limitations and suggestions for future research are considered, along with the implications of this study for social work practice.     

Change,Complexity, and Challenge in Social Work Education in Aotearoa,New Zealand

Abstract

Social work education in New Zealand is undergoing considerable change as new registration and education policies take effect. Within a complex environment, the major force is the implementation of registration since the passing of legislation in 2003. Parallel to this is considerable change in tertiary education policy. Both the Social Workers Registration Act (2003) and the New Zealand Tertiary Education Strategy (2002) will have considerable impact on social work education. The present article explores the challenges of this environment and briefly considers strategies to ensure that the perspectives of key stakeholders are sought in the development of responses to this complex situation. Students, practitioners, social work educators and researchers, agencies, and the communities we ultimately serve all have a stake in what we do in schools of social work, but have different roles. A review of the system and nature of social work education may be timely.
