论高校学生政治辅导员队伍的统筹发展

高校学生政治辅导员队伍是培养社会主义事业建设者和接班人的一支重要力量,但当前这支队伍的发展现状还不能令人满意,存在诸多问题,因此文章提出必须按照统筹发展的方略,在发展理念、发展目标、发展模式等方面更新思路、创新对策,以实现高校学生政治辅导员队伍的长远发展.     

论信息系统——ERP项目监理

信息系统工程监理在我国目前还是一个新生事物,无论是在理论研究上,还是在社会实践中,都还处于一个探索和起步阶段.要真正发挥ERP工程监理的作用,解决ERP成功率不高的问题,必须按照ERP工程的特点,建立相应的监理机制和实施模式.文章力图从ERP项目的特点和存在的问题出发,探讨ERP项目监理的有关问题.     

Using logic model and visualization to conduct portfolio evaluation

Portfolio evaluation is the evaluation of multiple projects with a common purpose. While logic models have been used in many ways to support evaluation, and data visualization has been used widely to present and communicate evaluation findings, adopting logic models for portfolio evaluation and using data visualization to share findings simultaneously is surprisingly limited in the literature. With the data from a sample portfolio of 209 projects which aims to improve the system of early care and education (ECE), this study illustrated how to use logic model and data visualization techniques to conduct a portfolio evaluation by answering two evaluation questions: “To what extent are the elements of a logic model (strategies, sub-strategies, activities, outcomes, and impacts) reflected in the sample portfolio?” and “Which dominant paths through the logic model were illuminated by the data visualization technique?” For the first question, the visualization technique illuminated several dominant strategies, sub-strategies, activities, and outcomes. For the second question, our visualization techniques made it convenient to identify critical paths through the logic model. Implications for both program evaluation and program planning were discussed.     

The New Spatial Planning Act in Taiwan: A Messy Shift from Economic Development-Oriented Planning to Environmental Conservation-Oriented Planning?

On 18 December 2015, the spatial planning bill was finally passed by the Legislative Yuan in Taiwan. That was a special moment for planning community and authority since they had anticipated this moment for more than two decades. However, this is not the end of the story. On the contrary, the battle between the economic development promoters and environmental conservation supporters just starts. The Act introduces several new changes to secure its goal of nationwide sustainable development, but the introduction also raises some tensions. This article reviews the tensions and their socio-political context, and gives some suggestions to the Taiwanese government.     

Strategic Shared Leadership and Organizational Dynamic Capabilities

We propose that the purposeful sharing of strategic decisions and the process of making and taking those between the dominant coalition of an organization (Strategic Shared Leadership or SSL thereafter), initiated and supported by a focal strategic leader or small team, engenders Organizational Dynamic Capabilities (ODCs) though the transfer of individually-residing DCs within the SSL team, the transformation -co-creation of novel ones and their embeddedness-institutionalization within the organization. It also enhances organizational cognition which mediates the relationship by enriching co-created ODCs and their capacity to deliver reliably change through sensing, seizing and reconfiguring. Accordingly, SSL serves as a co-creator and key predictor of the emergence of ODCs. This helps address the challenges of DCs to marry stability with change, be predictable and to be capable of predicting.     

数字城市规划内涵及其共享平台构建

当前诸多学者对数字城市规划的研究成果,及信息时代城市规划的发展态势,认为数字城市规划是传统城市规划理论与方法和现代信息技术发展相结合的必然产物,它既是数字城市中的一个重要的组成部分,又是一种全新的规划理念和方法,其具体内涵表现在信息化、数字化、系统化三个方面。数字城市规划是信息时代城市规划发展的潮流和方向,它的建设是一项复杂的系统工程,针对其当前建设中所出现的一系列问题,认为共享平台的建设至关重要,是整个数字城市规划领域的基础。提出了从数据集成、模型集成、系统实现三个方面建设共享平台的理念,以期有效地提高数字城市规划的工作效率。     

印度战略文化及其变迁机制

自20世纪90年代战略文化成为备受关注的议题以来,从战略文化视角解释印度外交战略的研究不胜枚举.学术界对印度战略文化的研究普遍受到文化“稳定性”、“持久性”等基本特征的限制,主要从静止的视角围绕其起源、属性与形态等方面展开论述.本文试图从动态视角理解印度战略文化,构建战略文化生成与变迁理论框架.通过对战略文化的类型划分发现,印度在冷战时期形成了防御为主、进攻为辅的协调型战略文化,冷战后形成了强进攻性偏好的冲突型战略文化.作为印度战略文化变迁的首要条件,环境认知推动了印度国内政治程序的修正,从而影响了战略文化变迁.具体而言,国际体系环境的变化重塑了印度决策精英对国家安全的判断,并内化成新的观念体系.全新观念体系驱使决策精英行为偏好改变,且通过国内政治程序的修正上升为特定取向的国家战略偏好,最终生成全新的战略文化.     

一种考虑风险的项目活动持续时间的估算方法

在介绍PERT网络模型基础上 ,从影响项目工期的风险因素出发 ,分析风险因素对项目活动的影响 ,提出了一种新的项目活动持续时间的估算方法 ,通过多次模拟确定项目持续时间分布和期望工期 ,并可找出影响项目工期最大的因素。     

社会发展与"农业大省"的战略调整

“农业大省”的传统战略已经成为制约吉林省经济增长与社会发展的思想和政策障碍。在国内经济结构中,“农业大省”的自我定位实质上是自认落后;这一战略思路自然决定了农业文化的主流的地位,以小品、二人转等曲艺为主要形式的吉林地方文化成了东北文化的当下代表,并在接受者的意识里构成了单一乃至偏颇的理解;在城市建设中注重门百,忽视整体性和文化含量。     

建立中国特色的社区综合养老社会服务体系

支持老人就地养老是当前老年社会服务的一个核心实践。它不仅能够让老人在熟悉的社区环境里度过晚年,维系对身心健康具有重要意义的社会网络和社会支持,而且与机构照顾相比,能够显著降低社会成本。分析我国当前社区养老服务的有利条件和不利因素,总结梳理国际上的养老服务经验,提出在我国城市和农村建立社区综合养老社会服务体系的框架。这一框架试图将当前参与养老社会服务的多元主体纳入其中,包括社区养老服务、机构养老服务、居家养老服务、家庭(类似家庭或模拟家庭)养老、结伴(老年公寓)养老等方面。最后就政府的宏观战略规划、完善社会服务支持体系和构建良好的养老环境提出了政策建议,以期对社区综合养老服务体系的建立和完善提供必要支持。
