再议规模经营中的粮食安全问题:争议回应与政策启示

在既定资源约束下实现粮食产出最大化是粮食生产安全的核心。而今旨在提升粮食竞争力的农业规模经营虽得到政府力推,却并非保障国家粮食安全的充分条件。在梳理规模经营与粮食安全保障相关争论的基础上,结合调研资料,依次回应了规模经营后农地是否大概率用于种粮、规模经营是否可持续以及规模经营能否保障粮食产量三个焦点问题。研究发现,与小农经营相比,规模经营与种植结构“非粮化”虽无必然联系,却存在规模经济不显著及单产提升乏力等问题。对此,一方面应强化小农扶持力度,巩固维系小农群体的粮食保障功能;另一方面应调整规模经营主体的政策干预结构,除非在规模经济与土地产出率不一致的情形下,应最大化避免对规模经营主体的直接干预,降低政策的扭曲效应,推动规模经济实现。     

Government Intervention in Public Sector Industrial Relations: Lessons from the Alberta Teachers’ Association

In the public sector, Canadian governments intervene frequently in labor disputes by suspending collective bargaining and curtailing legal strikes. Previous research has focused on the contours of government intervention, such as its overall effects on collective bargaining and strikes. The discussion highlights one actor, a government, restricting the behavior of another actor, a union, using legislation and policy making. As a result, we know less about more micro-level elements and implications of the process of government intervention. I address these themes using a detailed case study of the Alberta Teachers’ Association and the strikes it coordinated in 2002.

Effective elements of care-physical activity initiatives for adults with a low socioeconomic status: A concept mapping study with health promotion experts

In care-physical activity (care-PA) initiatives, primary care and sports are combined to stimulate PA among adults at risk of lifestyle related diseases. Preliminary results from Dutch care-PA initiatives for adults with a low socioeconomic status (SES) indicate a decrease in participants’ body weight and an improved quality of life, however, the elements that make these initiatives successful are yet to be identified. In total, 19 Dutch health promotion experts participated in our concept mapping (CM) of the effective elements of care-PA initiatives for adults with a low SES. The experts identified 111 effective elements of these initiatives, which were grouped into 11 clusters, focusing on: 1) approaching participants within the care-PA initiative, 2) barriers experienced throughout the initiative, 3) long-term implementation, 4) customizing the care-PA initiative to the target population, 5) social support, 6) structure and guidance, 7) the professionals within the care-PA initiative, 8) the accessibility of the care-PA initiative, 9) targeted behaviour and progression, 10) recruitment and administration, and 11) intersectoral collaboration. CM was useful for creating a valuable overview of these effective elements. Our results could be used to improve the development and implementation of future care-PA initiatives for adults with a low SES.

Lighting Effects on Older Adults’ Visual and Nonvisual Performance: A Systematic Review

Lighting plays an important role in daily life: It helps people perform daily activities independently and safely, and also benefits their health. This study assesses the research evidence of lighting’s impacts on older adults in four domains: (a) performance of activities of daily living and instrumental activities of daily living; (b) circadian rhythm; (c) fall prevention and postural stability; and (d) sleep quality. A comprehensive review of lighting studies on older adults’ visual and nonvisual performance was conducted using a modified PRISMA systematic review process. For the first domain, some older adults had difficulty in using the toilet, preparing meals, and doing laundry under lower illuminance. For the second domain, brighter and bluish lighting improved older adults’ circadian rhythm. For the third domain, low-intensity LED lighting affixed on door frames can help older adults maintain postural stability and prevent falling during nighttime movement. Finally, some studies concluded that receiving outdoor daylight during exercise was beneficial to older adults’ sleep quality. This study provides several methodological, theoretical, and collaborative suggestions for developing a more conclusive evidence base for lighting standards and strategies for older adults.     

Distributed intervention: networked content moderation in anonymous mobile spaces

Given recent public focus on the use of digital tools to engage in discrimination and harassment, online platforms have come under increasing scrutiny to address online incivility. Many of these efforts have been critiqued for relying too heavily on technical tools or burdening individuals with the responsibility for reporting inappropriate actions. This research examines practices of digital bystander intervention on the anonymous localized mobile app Yik Yak. Through an analysis of the firsthand experiences of college students in the United States, this research identifies and investigates practices of networked intervention—that is, strategies of content moderation where success relies on collective action. Rooted in a general uncertainty and skepticism regarding reporting tools provided by the platform, findings suggest a preference for intervention practices that depend on distributed responsibility and networked activity. Taking inspiration from research on college bathroom graffiti—a parallel discursive environment—this paper employs the feminist theory of relational autonomy to explore the possibilities and limitations of networked intervention to cultivate individual and collective empowerment.     

Bioecological Implications of Narrative Exposure Therapy in Low‐Resource Settings: Individual,Family, Community,and Socio‐Political Contexts

Traumatic stress can have detrimental effects on individuals, families, and communities. Narrative exposure therapy (NET) is an evidence‐based intervention for decreasing individuals’ post‐traumatic stress disorder (PTSD) symptoms and has been tested in some of the most challenging contexts, such as in post‐conflict refugee camps. Although the focus of NET is on reducing individual PTSD symptoms, the impact of NET can be seen beyond the individual level. The purpose of this paper is to examine some of the ecological implications of using NET with trauma‐affected populations in low‐resource settings. We describe the implications of NET at the family, community, and sociopolitical levels using several case examples. Finally, we outline limitations and future directions for improving the delivery of NET in settings with limited resources.     

The Career Decision‐Making Difficulties Questionnaire: A Case for Item‐Level Interpretation

The Career Decision‐Making Difficulties Questionnaire (CDDQ; Gati, Krausz, & Osipow, 1996) has long been demonstrated as a useful instrument for career counseling practice. Several case studies have demonstrated how and why using the CDDQ facilitates the career counseling process (e.g., Amir, Gati, & Kleiman, 2008; Gati & Levin, 2014; Levin & Gati, 2014). This study explores how an in‐depth analysis of a case study conducted at the item level can provide career counselors with a richer understanding of their clients’ needs. The case study also emphasizes how administering and providing feedback on the CDDQ in career counseling sessions is likely to foster working alliances. The study concludes by presenting an intervention map based on the CDDQ taxonomy.
