Summary Any social action plan, scheme, or program for welfare or intervention can be formulated only on the basis of data generated by research findings. Empirical data forms the backbone of the formulation of policy. This paper outlines the summary of the Indian research effort in the area of aging. An examination of the research trends shows both strengths and weaknesses. The generation of large and varied pieces of data across disciplines is a strength, while the absence of methodological rigor, integration of research effort, and the building of theory are the lacunae. The needs of the elderly, elder-care issues, State vs. family care, elder abuse, interventional and action plan research are some areas that need accentuation. Documentation of data, creation of databases, and a national body for overseeing research are requirements that cannot be delayed any longer. 相似文献

This article provides an evaluation of the extent to which science is addressing worldwide poverty and hunger. It is based on the literature contained in the Thomson Reuters' Web of Science Citation Index (1980 to 2008) and focuses on the WOTRO Strategy Plan 2007–2010 of the Netherlands Foundation for the Advancement of Tropical Research, although similar policies from other countries might also be assessed. The data show that poverty/hunger research has grown steadily over time in many disciplines, most significantly in Environmental Sciences and Technology. Much of this research is hidden; hence the construction of an internationally recognised open‐access database is recommended so that scientists can easily identify critical gaps related to scientific capacity‐building. 相似文献

The 2008 spike in world grain prices is widely recognised to have had serious impacts on food security and poverty, but these high grain prices are commonly described as low in historical terms – an inconsistency resulting from the use of advanced‐ and global‐economy price indices in calculating real prices. This ignores the high share of food in poor people's expenditures and the indirect effects of income growth on expenditure patterns of rich consumers. Poor consumers have not experienced the same falls in real food prices and are more vulnerable to price shocks. In this article we analyse the evolution of the Czech welfare state and we examine the factors explaining its path. We show that although the Czech welfare regime exhibits a 'mixed profile' that includes conservative and universalist elements, it is increasingly moving in a more liberal, residualist direction – not because of conscious steps but rather through decay. Governments have often zig-zagged in their policies and resorted to symbolic reforms at times rather than implementing ideologically based, consistent policies. We argue that historical and sociological institutionalism combined with a social-capital approach can explain this decay better than the more common arguments about economic pressures combined with ideological hegemony or the protest-avoidance strategy. In particular, the social capital approach adds to our institutional framework by explaining why cutbacks in welfare programmes have not met much opposition, even though public opinion surveys consistently show support for more generous welfare policies, and why policies have deviated so much from political rhetoric. 相似文献

Abstract This study explored the perceptions of one state's policy stakeholders toward the implementation of the Protection and Advocacy for Individuals with Mental Illness Act (PAIMI Act). This congressional act established state programs authorized to investigate abuse, neglect, and civil rights violations against individuals with mental illness in residential facilities. A qualitative case study approach was selected to study the perceptions of the impact of this law. Participants were chosen using a maximum variation sampling of four diverse stakeholder groups. Titmuss's Social Division of Welfare (SDW) thesis is a vitally important but much neglected element of social policy analysis. This article seeks to explore the SDW, with a particular focus on fiscal welfare. Fiscal welfare has been described as forming a hidden welfare state, and while taxation is one of the main ways in which governments affect the lives of citizens, studies of welfare pay remarkably little attention to its impact. Fiscal welfare is examined by using, as an exemplar, local taxation in England, a subject that itself is neglected within social policy. Local taxation in England is of interest because it illustrates the impact of a system of taxation on different groups of citizens, and how this can operate to the benefit of rich over poor citizens. This is because the current system is highly regressive, meaning that those on low and middle incomes spend proportionately more of their income paying the tax than do those on high incomes. What is of further interest is how within the debate about reform of local taxation, concern with regressivity becomes obscured and ceases to be the focus of attention. We are thus provided with an example of how fiscal welfare remains a hidden issue. The article concludes by arguing that social policy analysis needs to move beyond the narrow confines of social welfare and develop a broader understanding of welfare, based on the SDW. 相似文献
