新时期贯彻落实《民族区域自治法》的几点思考——纪念《民族区域自治法》颁布实施25周年

<民族区域自治法>作为宪法关于民族区域自治的原则规定与精神实质的具体化,集中体现了中国共产党的民族政策,反映了各族人民的共同意志,有力保证了民族区域自治制度的实施.作者认为:在全面建设小康社会的今天,贯彻落实<民族区域自治法>必须体现时代特征,把少数民族和民族地区发展作为第一要务;明确立法重点,进一步完善<民族区域自治法>的配套法律法规;解决突出问题,确保维护民族团结和社会稳定大局.     

From Separate Corners to Dialogue and Action

How can higher education programs engage students in building a shared commons to address inequalities and foster commitment to intergroup collaboration? Intergroup dialogue is one such possibility to provide forums for meaningful engagement among students from diverse backgrounds. Findings from field experiments at nine colleges and universities show that students in intergroup dialogues increased significantly more than counterparts in control groups and social science comparison groups in their critiques of inequality and their commitments to post-college action to redress inequalities. Further, students in intergroup dialogues rated the frequency of the core communication processes more highly than the social science comparison students. The communication processes help account for the greater increase in students’ critiques of inequality and commitment to post-college actions.

从女性主义角度出发,分析了莎剧《一报还一报》中女主角伊莎贝拉所处的困境,指出剧中存在着显性与隐性两个层面的性别对立,女性在其中都处于弱势地位。伊莎贝拉在与安哲罗的斗争中表现出的智慧勇敢在公爵面前便黯然失色,这现实地反映了男权社会中的妇女地位。     

From social protection to vulnerability: Argentina's neo‐liberal reforms of the 1990s

This article examines the neo‐liberal reforms introduced in Argentina in the 1990s, focusing on labour policies and their consequences for labour market dynamics and the welfare of households. To put this period in historical context, the authors first provide a brief summary of the strategies applied both during the preceding import‐substitution phase and in the aftermath of the political, economic and social crisis of 2001–02. The latter, in effect, served as the tipping point for the emergence of a new set of social and economic policies aimed at promoting social cohesion and inclusion through employment.     

Household Composition Among Elders in Sub‐Saharan Africa in the Context of HIV/AIDS

Cross‐sectional and repeated surveys from household components of Demographic and Health Surveys in sub‐Saharan Africa were examined to determine whether household composition indicators for older adults (N = 52,573), involving offspring and grandchildren, correlated with national levels of AIDS mortality. One in 4 was living with a grandchild whose own parents were absent. Absence was a result of residence elsewhere and parents being deceased. Older adults in countries with a high accumulation of AIDS mortality were more likely to live in a skip‐generation household and with a double‐orphaned grandchild and less likely to live in a 3‐generation household. Change in living arrangements toward skip generation and a double orphaned household was experienced in countries with high accumulation of AIDS mortality.     

Preconception Motivation and Pregnancy Wantedness: Pathways to Toddler Attachment Security

This research was designed to increase our understanding of how the motivational antecedents to childbearing and emotional responses to pregnancy affect the subsequent attachment bond of a toddler to his or her mother. Using a sample of 1,364 mothers and their newborns from the Study of Early Child Care, we tested a mother‐child influence framework hypothesized to mediate between the mother's preconception motivation and pregnancy wantedness and her child's security of attachment at 24 months. Almost all elements of the mediational sequence were confirmed in a structural equation model. We observed 2 unmediated pathways to attachment security, 1 from preconception motivation and 1 from parenting stress during infancy, and suggest interpretations of these unexpected pathways.     

Institutionalizing public relations: A case study of Chinese government crisis communication on the 2008 Sichuan earthquake

Research is needed on the “institutionalization” of public relations as a strategic-management function. How and why public relations ought to be institutionalized certainly remains highly debatable. This study, thus, engages the current debate on the necessity and advantages of the institutionalization of public relation by taking on Chinese government crisis communication in the 2008 Sichuan earthquake as a test case.This study employs both qualitative and quantitative methods, consisting largely of online and textual research, convenient and confidential telephone interviews, content analysis of government communication materials, and intercept surveys in Beijing (China's capital city) and Chengdu (the provincial capital of the Sichuan Province where the earthquake hits).The study finds that the institutionalization of government public relations in China has visible results, especially, in the areas of crisis communication and management, as well as stakeholder-relationship building. Within the Chinese context, it suggests, “institutionalization” of the government public relations tends to render legitimacy to public relations practice and empower the practitioners by according PR practice a strategic function toward the achievement of public-institution effectiveness. Although a preliminary analysis, this study supports the argument on the necessity and advantages for PR practice becoming institutionalized.     

State of public relations education in the United States: 2006 report on a national survey of executives and academics

A survey of 312 public relations executives and educators examined how well practitioners and instructors perceive public relations students to be prepared for the practice, the content and value of public relations curricula and, the future of public relations education in the United States. Results are largely consistent with those from a slightly smaller 1998 survey, suggesting that the views of both groups are consistent over time and providing the first two data points in what it is hoped will develop into a longitudinal line of research addressing public relations education. Judgments regarding the desired characteristics among job applicants and essential curriculum content were extremely similar between the practitioner and educator groups with both wanting more emphasis on research, ethics and strategic planning as the field moves from a low-paid technical emphasis toward a much better paid strategic planning and research emphasis.     

Public relations in Portugal. An analysis of the profession through the undergraduate curriculum

Higher education in public relations in Portugal has been expanding in recent years. The purpose of this research is to analyse undergraduate public relations programmes in Portugal within the Bologna Treaty reform. After having compared public relations curricula and defined the main features, an empirical research was applied in order to determine the opinion of public relations educators and practitioners about the ideal undergraduate plan of studies in public relations.     

Culture and Chinese public relations: A multi-method “inside out” approach

This study adopts an “inside out” approach to examine contemporary Chinese public relations and culture's effect on it, based on an analysis of the top 15 domestic Chinese public relations agencies’ Web sites and 17 in-depth interviews of public relations professionals from multinationals operating in mainland China. Results indicate an emerging trend of Chinese strategic management and a new understanding of guanxi as an ongoing process of one-on-one bonding.
