‘I walk from trouble’: exploring safeguards with adults with intellectual disabilities – an Australian qualitative study

People living with intellectual disabilities have a right to be safe from abuse and neglect and have a right to be included in the decision-making process determining safeguards that will affect them. However, the research evidence that could underpin good professional practice in terms of co-producing safeguards against abuse and neglect directly involving people with intellectual disabilities is largely missing. This article, based on qualitative research involving semi-structured interviews conducted during the first half of 2014, seeks to strengthen this evidence base. It reports on the prevention strategies identified by 12 adults with intellectual disabilities about how to stay safe and compares these with the findings of similar research. The article suggests that a comprehensive safeguarding approach comprises both life course-focused safety training and access to assisted decision-making. The article argues that given the plethora of risk situations encountered by people living with intellectual disability, assisted decision-making should take the form of a co-creation process that is situation specific and grounded in everyday life.     

Assessing reporting patterns of child sexual abuse within the Catholic Church using discontinuities in model parameter timeseries

Prior to 2002, little was known about sexual abuse within the Catholic Church. After the Boston Globe broke the story about John Geoghan - a priest in the Boston Archdiocese who was accused of abusing numerous children, convicted of one count of indecent assault, and eventually murdered in prison - the Church had many questions to answer. To this end, the United States Conference of Catholic Bishops (USCCB) commissioned John Jay College of Criminal Justice to research the nature and scope, as well as the causes and context of child sexual abuse within the Catholic Church.This research analyzes the data from the John Jay studies using a new quantitative technique, capable of adjusting for distortions introduced by delays in abuse reporting. By isolating discontinuities in model parameter timeseries, we determine changes in reporting patterns occurred during the period 1982-1988. A posteriori to the analysis, we provide some possible explanations for the changes in abuse reporting associated with the change-point. While the scope of this paper is limited to presenting a new methodological approach within the frame of a particular case study, the techniques are more broadly applicable in settings where reporting lag is manifested.     

陈柱散文研究的理论体系构建及文学史价值

民国时期的国学大家陈柱,一生著述甚丰。他的散文研究述及中国散文史、散文分类、散文创作论等诸多方面,形成了自己独具特色的散文理论体系。出于矫治时弊的意图,陈柱以“学术”内质和“文学”外式的体用关系构建了散文理论的基石;以此为基础,他尝试以“文言”和“质言”划分散文体类,探索归纳出中国散文的内部类型;与他的散文理论相呼应,陈柱将六经视为后世文学的源头,提出“体尊质衰”的散文史观。他将后世散文之弊归因于“尊体”的结果,主张以先秦文学为散文范本。陈柱以融汇经史子集的广阔视野来审视中国散文的历史发展规律,推动了后来的中国散文研究和散文史书写。

ABSTRACT

This article provides an extended case example highlighting the value of a supportive approach to practice, in addition to the importance of holding a psychodynamic developmental frame of reference. Concepts of repetition compulsion, the holding environment, and object constancy are applied to the clinical material. The case is underscored for its value as a teaching tool.     

Improving outcomes for children in out‐of‐home care: the role of therapeutic foster care

How best to support children and young people in foster care remains a challenge for child welfare. There has been little Australian research on the outcomes for children and young people placed in therapeutic foster care (TFC). This article aims to address this knowledge gap, presenting the evaluation of a state‐wide model of TFC known as the Circle Program operating in Victoria, Australia. Data sources for the study were case assessment analysis; surveys of foster carers, program workers and other stakeholders in the sector; and both focus groups and individual interviews with foster care workers. The evaluation found that the Circle Program lessened the number of unplanned exits of children from foster placements compared with generalist foster care. Another important finding was that the Circle Program positively influenced foster carers' decisions to stay in the carer role. Key components perceived as contributing to outcomes of the Circle Program included enhanced training of foster carers, intensive carer support, specialist therapeutic support to the child and carer, therapeutic service to family members and a network of services to provide support to the child.

从法律适用层面解析滥用市场支配地位——采用经济指标与案例分析法

准确界定相关市场、市场支配地位及滥用行为对认定滥用市场支配地位尤显关键。然而,现有立法对此的相关规定尚存缺憾,从而造成法律实务中欠缺可操作性和统一性。因此,在界定“相关市场”时,可效仿欧盟、美国等做法,引入合理的可替代性和需求交叉弹性这两个经济指标,并效仿使用“SSNIP标准”;认定“市场支配地位”时,对直接性推定指标作出定义性界定,并可借鉴德国做法,在反垄断主管机构与国家统计局间建立与市场份额相关的数据信息的义务性联系;判定“滥用行为”时,借助一般性评判标准并明确采用合理原则,同时,对列举的六种常见表现形式加以细化解释。     

娱乐影响成长——兼论湖南电视娱乐节目对未成年人的消极影响

电视娱乐节目对青少年的影响非常大，在青少年成长中承担着重要的责任。湖南电视的诸多娱乐节目对未成年人的思想道德建设方面付诸了很大的努力，但客观上还是很多娱乐节目存在内容过度成人化、喜欢拿儿童“开涮”、不利于未成年人语言学习、节目价值导向模糊、助长未成年人的浮躁心态等消极影响。湖南电视娱乐节目对未成年人成长的消极影响是媒介道德缺失的一种表现。
