April 2008 saw the introduction of a new Public Law Outline (PLO) that aims to improve judicial case management of Public Law Children Act cases. The PLO is a response to concerns about the rising number of care proceedings, associated costs, and the difficulties of achieving case resolution given this volume. Based on an ethos that care proceedings should be avoided wherever possible, the new approach to case management, which places significant emphasis on pre-proceedings work and the effective engagement of parents, can be seen to reinforce the 'no order principle' enshrined in the Children Act (CA) 1989. Focusing specifically on relationships between parents and professionals, this paper provides a critical discussion of the potential of the PLO to further promote consensual practices with parents. Discussion traces the introduction of the concept of partnership within the CA 1989, provides a review of the evidence to-date of effective partnership working, before considering the prospects for the PLO with respect to parental engagement. A number of key contextual obstacles are highlighted that will inevitably undermine the aspirations of the new outline, and a more general observation is drawn about the limits of procedure in effecting change in complex social issues.  相似文献

The purpose of this cross-sectional study was to examine the relationship of parents’ level of cultural competence with several factors. Exploratory regression analysis was utilized with a sample of transracial adoptive (TRA) parents of children born in Korea and China (n = 912). Results indicated that 16.2% of variance in a measure of TRA parents’ cultural competence was explained by families’ participation in postadoption support groups; parent's sex, that is, female; traveling to the child's country of origin for adoption; postadoption contact with adoption professionals; absence of biological children in the family; and families’ annual income over $75,000. Conclusions and implications for practice and research are discussed.  相似文献

African American grandparents serve important roles as surrogate parents. Historically they are honored and recognized for their extraordinary service in augmenting the child welfare system. This article provides a contemporary view of the significant number of African American grandparents who serve as surrogate parents. Their assets and challenges are discussed. Following on the work by Dr. Linda Burton and collaborators in 1995, this article addresses the relationship between temporal context, developmental context, and ethnic/racial context of the life course as it relates to grandparenthood in the twenty-first century. In addition to the discussion of African American grand-parenting trends, challenges and benefits in the twenty-first century, the article presents implications of these contexts for the surrogate parenting by older African Americans relative to social work education, research, and policy.  相似文献

This paper analyses the relationship between young people's time use and maternal employment in the United Kingdom (UK). Two dimensions of young people's time use are important for understanding the impact of maternal employment. The first of these is family context. This concerns the time young people are near their parents or not. The second relates to young people's activity patterns. Combining information from both dimensions is necessary to provide a comprehensive overview of the impact of maternal employment on young people's time use. The paper demonstrates that young people's time use is associated with maternal employment both in terms of activity patterns and family context. Young people with employed mothers spend more time alone with a father, and more time with neither parent. More specifically, young people with mothers employed fulltime (FT) spend significantly more time watching TV than those whose mothers are not employed, especially when they are not near any parents. There is a negative association between FT maternal employment and the time young people spend in achievement‐related activities, concentrated in time when alone with a mother. Unlike time in leisure activities or time watching TV, time in achievement‐related activities when in the presence of a father does not increase to compensate for the loss in time spent in achievement‐related activities when alone with a mother.  相似文献

教育即是要帮助和支持儿童与外界建立起一定的关系,但对儿童来说,他们最早对世界产生的不是探索的兴趣,而是尽一切进化的手段建立起与成人照顾者之间的良好关系,从而满足以成人为中介的自我生存的需要。亲子交往与关系是家庭教育经验的核心,是儿童与外界建立联系的开端、原点与基础;师生交往与关系是机构教育经验的核心,教师与儿童关系的建立及其质量决定了儿童接受机构教育的基本态度与程度。成人照顾者和教育者在与儿童关系的建立中应放弃主体际性的视角,对这种关系的建立及其质量承担起绝对的首要的责任。从这种意义而言,家庭教育具有更为奠基性的价值,不能被机构教育所取代;教师应以自身为媒介促进儿童的全面发展,并对儿童身体与生活方面给予同样的关心与照顾。  相似文献

Disability research is conducted within a highly politicised 'hotbed' of competing paradigms and principles. New researchers, who want to work within the social model, are soon faced with complex and challenging methodological and philosophical dilemmas. The social model advocates research agendas that are focused on the emancipation and empowerment of disabled people but, in reality, these are rarely achieved. To be successful researchers need to engage with innovative and creative methodologies and to share their experiences of these within environments that welcome challenge and debate. This paper focuses on Lifeworld and assesses its value as a tool for emancipatory research. Using examples from a study with parents, whose children were in the process of being labelled as having autism, the paper illustrates how the principles that 'underpin' the methodology offered a supportive framework for a novice researcher.  相似文献

Using data from the Fragile Families and Child Wellbeing Study, we examined patterns of nonresident father involvement 1 and 3 years after a nonmarital birth (N = 893). Cluster analyses were used to determine patterns of involvement across different father behaviors. About half of fathers displayed low involvement when children were 1 and 3 years old, one fourth of fathers maintained high involvement, and equal remaining proportions increased or decreased involvement over time. Multinomial logistic analyses indicated that better relationships between parents were associated with consistently high versus low involvement. Better relationships with each others’ extended family also predicted remaining highly involved and increasing involvement over time. Parents’ romantic relationship status was closely associated with patterns of involvement.  相似文献

Eighty-three female and 24 male teachers responded to an anonymous questionnaire exploring four aspects of teachers' views of students who have gay or lesbian parents: (1) exposure to and general knowledge about homosexuality, (2) attitudes towards gays and lesbians, (3) interactions with gay or lesbian parents, including school practices and policies, and (4) beliefs about problems experienced by students with gay and lesbian parents. Most teachers knew some gay males and lesbians, had limited education and knowledge about homosexuality, and possessed moderately tolerant attitudes towards gays and lesbians. They believed that students with gay or lesbian parents had more problems in social interaction but were more mature, tolerant, and self-reliant than other students. Open-ended questions about gay and lesbian parents and their children revealed a wide range of answers, ranging from very supportive to noticeably hostile.  相似文献
