高校信息公开背景下档案管理新论

高校信息公开,是政府信息公开在教育领域中的延伸.高校信息公开工作给高校档案管理带来了机遇,也带来了挑战.目前高校档案管理中存在:归档意识差,材料收集不全;资金不足,设备落后;处理保密和开放的矛盾上认识模糊;档案工作人员专业知识匮乏等问题,这些问题已成为影响高校信息公开工作开展的桎梏.为了高校信息公开工作顺利进行,各高校档案馆必须采取加强档案材料收集归档工作,加快信息化建设步伐,处理好档案信息公开与保密的关系,采取多种形式增强档案管理人员素质等应对策略.     

Policing the image: the Breakwater prison albums,Cape Town,in the late nineteenth and early twentieth centuries

This article is concerned with photographic albums produced at the Breakwater Convict Station in Cape Town in the late nineteenth and early twentieth centuries. While examining the extent to which this photographic project resonated with the global proliferation of Bertillonage and was part of an attempt to professionalize the penal system at the Cape, it argues that the photographs were the product of a distinct local and historically contingent negotiation of how photography would help constitute a particular subject of rule: the modern category of the prisoner. The article offers an analysis of the albums’ complicated position in the archive that circumvents a facile blending of these images/objects into the narrative of a colonial disciplinary regime of vision. Instead, it pays attention to the archival, semantic and aesthetic ambiguity of the photographs – and the ways in which colonial prison and police institutions attempted to contain these ambiguities – in order to reveal the intricacy of the imprisoned subjects’ growing exposure to an environment marked by the technological regulation of time, space and the body.     

Witnessing absences: social media as archives and public spheres

The study inquires on the ways content-specific social media pages can function as alternative public spheres, by examining the photography-orientated Facebook and YouTube pages entitled ‘old photographs of Thessaloniki’. The study focuses on the online encountering of absences, notably events of socio-political importance with a traumatic impact, which were marginalized by historiography and erased from the city’s material form. In particular, it looks at the ways these absences are witnessed, remembered and negotiated online, through their formal and informal traces. Departing from Benjamin’s and Agamben’s theorizations of memory, media and witnessing, and Derrida’s work on specters, the study concludes that the pages form a highly informed digital archive in constant development that fosters narratives enhancing cultural toleration and understanding, while challenging official master frames. A class-orientated understanding of the city’s ‘ruinification’ and oblivion is, however, undermined, although it remains in a ‘spectral’ form.     

The aftermath of oppression: in search of resolution through family photographs of the forcibly removed of District Six,Cape Town

Reflecting on a body of family photographs from forcibly removed ex-residents of Roger Street, District Six, Cape Town, I shift frames, from aesthetics to restorative justice, to open a set of questions around trauma, memory and freedom in the aftermath of oppression. Intimate documents of family life, the photographs speak of the destruction of community and of the multiple valencies of place and home. They also speak of historical catastrophe and of the unfinished business of apartheid. Approaching the notion of archive as being open-ended, and not bound in time and space, I suggest a principled and forceful space for engaging a set of debates that lie at the centre of post-apartheid society, even as they are generally disavowed.
