Parents' Perceptions of Services for Children and Youth with Emotional and Behavioral Disorders

Increased concern about the pervasive problems children and youth with emotional or behavioral disorders (EBD) experience has led to the planning and development of alternative approaches to serving these individuals and their families. One alternative approach includes the development of a comprehensive, community- based system of care. This study encouraged parent participation in a county-wide needs assessment designed to facilitate the development of a system of care. Parents were surveyed to gather their views regarding their experiences with various service agencies as well as their input into how comprehensive services could best be developed and implemented. The survey focused on (a) family needs, (b) existing barriers to comprehensive individualized care, and (c) specific service priorities for system development. Suggestions for future research and implications for developing such services are discussed.

This research explores the parental relationship (or lack thereof) between young adults in long-term care facilities and their children. The study explores not only the ecological impediments presented by the medical disposition of the parent but the psychosocial schism between parent and child, notwithstanding the redefinition of their role as parent and acceptance of the concept of interdependence. The article qualitatively addresses how such breaches are bridged through external parental substitutes and how the structural obstructions might be logistically addressed in the face of a parental inclination and desire to remain involved. Implications for practice, policy development, and future research are discussed.     

An Analysis of the Patient Self-Determination Act of 1990

Advance directives (ADs) provide a way to express medical care preferences at the end of life, yet they are underutilized. This article analyzes the effect of the Patient Self-Determination Act and presents recommendations for the improvement of AD legislation. Although the Patient Self-Determination Act was intended to educate patients, clinicians, and the public about ADs, more work is needed to improve involvement in end-of-life care decision making for individuals who may be disenfranchised in this process.     

Historical Analysis of the Adoption and Safe Families Act of 1997

Congress enacted the Adoption and Safe Families Act (ASFA) in 1997 in an attempt to provide safety, stability, and permanency for maltreated children. To help provide a historical context, child welfare legislation preceding ASFA is reviewed. In this historical analysis, the precipitating events that led to the creation of ASFA are assessed. In addition, a detailed review of congressional hearings related to this Act is given. The key components and goals of this policy are outlined. Finally, revisions made to ASFA are discussed, and its influence on proceeding legislation is presented.     

Chapter 10. Care Needs of Older Adults Following a Traumatic or Disastrous Event

SUMMARY

This chapter addresses biopsychosocial and spiritual needs of older adults following a traumatic or disastrous event. It assumes that most older adults have established a pattern of positive adaptation over the life course as they encountered acute stress or chronic adversities. The importance of social supports and mutual aid is also described.     

Happily Ever After? The Journey From Foster Care to Adoption

Providing the foster child with a forever family through adoption is often seen as a happy ending to the long and painful journey through foster care. This qualitative study explores this complex journey from foster care to adoption from the perspective of 30 young adults aged 18 to 25 who were adopted from the foster care system after the age of 8. The results indicate that the foster and adoption experience for these youth cannot be compartmentalized when trying to understand the impact adoption has had on their overall sense of self. Implications for future research to explore the emerging concept of foster/adoptive identity for older youth adopted through the foster care system are provided.     

Making Policymakers More Gender Aware: Experiences and Reflections from the Women's Budget Group in the United Kingdom

SUMMARY

The UK Women's Budget Group (WBG) is a think tank focusing on the gender implications of economic policy that attempts to influence UK government policy to be more gender aware and adopt policies that decrease gender inequality. The WBG has had the overarching aim of encouraging the government to take account of gender in policy formation and to monitor and hold itself accountable for the gender effects of its policies. At the same time the WBG has advised the government on the gender effects of particular policies and proposed modifications to make policies more supportive of (or less harmful to) women, and poor women in particular. Such advice has covered a number of areas, including fiscal policy, tax credits, income support, financial support for children, childcare policy, maternity and parental leave, work-life balance policies, pensions, pay equity, training and productivity, the use of indicators and the collection of government statistics. While the government has been keen to acknowledge the WBG's influence on certain policies, in other areas the WBG has had no discernible effect on policy. This analysis focuses on several common gender issues, including taking account of gendered life-courses, intra- as well as inter-household gender inequalities, valuing and remunerating care and accounting for unpaid work, to assess the WBG's impact and possible reasons for success or failure.
