数字时代学术期刊的“把关人”

数字时代信息手段和信息内容的革命给学术期刊编辑带来了机遇与挑战。对他们的“把关”能力提出了新的要求。学术编辑要充分认识到自己的历史责任,不断优化自己的知识结构,增强自身素质,主动组稿、策划选题,树立精品意识,精心校雠,面对挑战,迎难而上,如此,才能编审出高质量的文稿,使学术期刊在数字时代的激烈竞争中得以立足、发展。     

跨越“经济转型拐点”——我国职业教育肩负的使命及面临的挑战

我国经济已经进入“经济转型拐点”关键时期,而职业教育是实现经济可持续发展的“万能钥匙”.我国职业教育肩负着重要的历史使命：加强农村剩余劳动力培训,进而实现农村转移农民有序市民化;提高全要素生产率,进而推动产业结构转型升级;推动绿色发展,进而增强我国经济可持续发展能力;促进产业梯度转移,进而实现我国东中西部整体经济转型;增加技能型人力资本积累,进而节约企业生产成本.与此同时,我国职业教育面临前所未有的挑战：劳动力市场工资趋同导致职业教育缺乏吸引力,工业化进程加速给职业教育带来巨大的冲击.为此,应实行全国统一的国家资格制度、重视职业生涯教育和建立相对完整的职业教育体系等.     

Romanian social workers facing the challenges of neo-liberalism

ABSTRACT

With a history of almost 90 years, professional social work in Romania once flourished up until World War II. The Communist Party disbanded the profession in 1968 and it was reinstated after the fall of the Iron Curtain in 1989. Within the context of the socio-economic transition from a centralised to a free-market economy, Romanian social policy and social work have evolved from a Marxist/socialist-type ideology, one that advocates for state intervention, to a libertarian/neo-liberal-type ideology, which promotes both state withdrawal from welfare provision and individuals taking responsibility for their own welfare. These two trends continue to co-exist subject to sometimes divergent forces such as international institutions and internal Romanian social pressures. Using a qualitative approach, we explore how Romanian social workers are adapting to the neo-liberal realities and identify three types of perceived challenges: 1. those related to regulation, 2. linked with collaboration in social work activity and 3. those related to the social worker-client relationship. Under neo-liberal pressures, the social worker's role of agent of social change becomes marginalised in daily practice, leaving little power to influence agency policies that negatively impact clients.     

教育时空拓展:教师专业成长的机遇与挑战

随着人类文明的进步、社会的发展以及信息技术的普及，教育时间和空间得到迅速拓展。教育时空拓展正如一把双刃剑，给教育活动的实施带来机遇的同时也带来了挑战。教师作为教育活动的主要组织者和实施者，在享受机遇的同时也要迎接教育时空拓展所带来的挑战。通过分析教育时空拓展的内涵与表征，发现教师专业成长正处在社会化、终身化与数字化的发展大潮中，因此教师要充分利用好教育时空拓展带来的机遇，同时慎重应对由此面临的挑战，不断提高应变能力，以促进教师专业成长和教育事业的发展。     

The Leveraging Effect of Supervisory Competencies Towards the Performance in Indian Manufacturing Group: A Structural Equation Modelling Approach

The quick pace of technological changes, market and industry changes, demographic composition change and society changes requires that human resource managers should revitalize their proficiencies to go with these new challenges. The manager who is a liaison in the organizational hierarchy does a very important job in the organization to direct and channel the employee cluster towards its organization goal, and ensure that each member of the team should be dynamic and prolific. The study on supervisory competency analysis is a crucial and fundamental requirement for any organization. The current study ‘The leveraging effect of Supervisory competencies towards the performance in Indian manufacturing group’ is based on primary data collected from one hundred and fifty employees working in a paper manufacturing industry. The data collected were analysed using SPSS and SMART PLS software. The results of the study revealed that the impact of supervisory competencies towards his performance is huge which accounts to 81% (R²?=?0.810) and towards the growth of whole organization is 35% (R²?=?0.356). This implies that if the supervisory level employees are competent enough by possessing certain competencies, his individual performance will do extreme wonders and will create a strong bond between him and the organization and also create an impact on organization growth by clear strategy formulation, creating committed workforce, developing the organization as learning organization and stimulating individual and group productivity.     

Grandparents as Caregivers: Emerging Issues for the Profession

Over the last two decades, the number of grandparents caring for their grandchildren has grown exponentially. The 2010 census revealed that 7.5 million children lived with a grandparent. This article is based on a study to find out from grandparents in the southwest region of the United States the circumstances that led to caring for their grandchild, needs and challenges in their role, and finally, to examine the level of stress they experience as a result of the parenting role. Based on the findings, recommendations related to social work practice and policy are provided. Additionally, the need to educate social workers in competency-based education is highlighted.     

“It's Really a Roller Coaster”: Experience of Parenting Children with Developmental Disabilities

The aim of this research was to explore the experience of parenting a child diagnosed with a developmental disability. The in-depth interviews were semistructured and open-ended, covering topics such as positive and negative experiences and time demand in raising a child with a developmental disability, their effects on family relationship and on physical and mental health of the parents, and the strategies for managing the negative experiences. Overall, the participants indicated that parenting a child with a developmental disability is both challenging and rewarding, depending on the circumstances facing parents in a particular day. The findings are interpreted in five thematic structures: (1) negotiating joys and sorrows, (2) physical and mental exhaustion, (3) negotiating with family matters, (4) social stigma, and (5) hope in the midst of despair, each of which comprised several subthemes/categories. The discussion includes implications of the findings.     

Ethnic Minority Families and Minority Gays and Lesbians

Attitudes toward sexuality differ within the diverse ethnic and racial communities that exist in the U.S., and the cultural values and beliefs surrounding sexuality play a major role in determining how individuals behave within their sociological context. The family unit is the domain where such values and beliefs are nurtured and developed. An individual's value system is shaped and reinforced within the family context which usually reflects the broader community norms. Disclosure of a gay or lesbian sexual preference and lifestyle by a family member presents challenges to ethnic minority families who tend not to discuss sexuality issues and presume a heterosexual orientation. For ethnic minority gays and lesbians the "coming out" process presents challenges in their identity formation processes and in their loyalties to one community over another. Ethnic gay men and lesbians need to live within three rigidly defined and strongly independent communities: the gay and lesbian community, the ethnic minority community, and the society at large. While each community provides fundamental needs, serious consequences emerge if such communities were to be visibly integrated and merged. It requires a constant effort to maintain oneself in three different worlds, each of which fails to support significant aspects of a person's life. The complications that arise may inhibit one's ability to adapt and to maximize personal potentials. The purpose of this paper is to examine the interaction and processes between ethnic minority communities and their gay and lesbian family members. A framework for understanding the process of change, that occurs for the gay or lesbian person as they attempt to resolve conflicts of dual minority membership, is presented. Implications for the practitioner is also discussed.

珠三角地区必须改变过去依靠要素投入和资本驱动的增长方式,转向依靠创新驱动的经济发展方式,构建现代服务业和先进制造业双轮驱动的产业群．随着产业、城市、管理的转型升级取得显著成效,在认识自身发展服务业的基础条件、比较优势、正确评估即将遇到的严峻挑战基础上,大沥加快发展服务业特别生产性服务业,对于推进大沥产业结构调整、转变经济增长方式,增强城市功能、提升城市竞争力具有重要战略意义．     

晚清政府在新疆治理面临的危机与挑战

由于晚清政府在新疆治理措施的日趋腐败,出现经费紧缺、民众起义、沙俄入侵等情形,使新疆自清朝统一之后出现的六、七十年的稳定局面产生了严重的危机,使清朝政府在新疆的统治面临严峻的挑战。后虽经爱国官兵的努力平复新疆,但原先治理新疆的军府制度难以为继,进而调整为与内地治理方式一致的行省制度,为国家的统一作出了贡献。
