Doctors involved in child abuse proceedings may be subjected to much blame and pressure because of their role as ‘messenger’. They frequently need assistance with complaints procedures, disciplinary proceedings, public inquiries, litigation, media problems and other threats to their professional integrity and reputation. The medical model of support which may be offered by the defence organizations has much to commend it to other workers in the field. The author is a medico-legal adviser at the Medical Defence Union, and was extensively involved in assisting doctors at the Cleveland and Orkney Inquiries. From this privileged position he surveys the various procedures which may be used by parents and others to challenge paediatricians, and sets out possible ways in which practical support may be given.  相似文献

Current thinking suggests that little productive work can be undertaken with families where serious physical or sexual abuse of children has occurred in the absence of a clear acceptance of responsibility for that abuse. This means that children are often removed from their families because of the perceived risks, with the disadvantages that being looked after in local authority care often brings. Alternatively, children may be left in the same environment where serious abuse has taken place with little or no work being undertaken with the family. Either approach fails children, especially those who have made clear and believable allegations in the hope of bringing about a process of change and protection. This article describes the work of a pilot project at the Avon NSPCC in Bristol working with families where the alleged abuser disputes responsibility for maltreating the child. Key to this approach is the support of the non-abusing carer and the child/ren while the concerns of the professional agencies are addressed. The work has two main phases. The first looks for structural change in the organization of family life. The second part asks carers to role-play a ‘similar’ hypothetical family where child abuse has been established. This enables difficult issues raised by the abuse to be addressed and provides an opportunity for carers to express thoughts and feelings to their partner regarding abuse without the seriousness of the concerns being lost.  相似文献

While scholarly analysis of child protection and the media has grown substantially during the 1990s (Aldridge, 1994; Franklin and Parton, 1991; Kitzinger and Skidmore, 1995), studies have ignored a crucial dimension which forms the focus for discussion here. We wish to suggest that media reporting of children and child abuse may itself constitute an abusive activity. Media presentations of children and childhood, since press coverage of the Bulger case in 1993, have assumed a distinctive and sinister guise which, we argue, fundamentally revises the previously held perception of children and childhood. We suggest that this new understanding of childhood is damaging to children and, because of the impact of such media presentations on the public mood and policy climate, harms their interests. The discussion is in three parts. First, newspaper reporting of the Bulger case is analysed to reveal how coverage challenged the idea of childhood as a period of innocence and replaced it with a perception of childhood as essentially ‘evil’. Second, the characterization of Jake, the central figure in Alan Bleasdale's recent television dramaJake's Progress, is analysed to serve as an illustrative exemplar of this new construction of childhood. Finally, we consider the possible messages conveyed by such presentations to perpetrators and victims of abuse.  相似文献

The 1962–67 High/Scope Perry Preschool Program, a well-known experimental early childhood intervention study that provided quality preschool education to disadvantaged children, has been shown to have had positive impacts on early child development and on a variety of adulthood outcomes. However, most previous analyses have only examined average treatment effects across all program participants without exploring possible effect heterogeneity by children's background characteristics. We investigated this question by first using the 1964–65 Current Population Survey data in combination with the Perry data to construct a scale of child socioeconomic status based on the estimated propensity for inclusion in the Perry program, then analyzing effect heterogeneity within the Perry sample by strata of our socioeconomic scale. We found that the treatment effects of enrollment in the Perry preschool on cognitive and non-cognitive skills were much larger and more persistent among the most disadvantaged children than among others in the Perry program. Furthermore, among the most disadvantaged children, the treatment (i.e., preschool enrollment) affects later outcomes through a reinforcement mechanism of skill development (i.e., early cognitive gain leads to a non-cognitive gain, which in turn leads to later cognitive gain) and a sequential improvement of cognitive skills over time. These findings have important implications for the evaluation of policy interventions in early child development using experimental data.  相似文献

According to the UN Convention on the Rights of the Child and Swedish legislation, children have the right to participate in child protection proceedings. The aim of this paper is to describe and analyse the notion of age and maturity in child protection proceedings in order to elucidate how these aspects could influence children's rights to participate. We focus on the view of three groups of actors involved in child protection proceedings in Sweden—social workers, lawyers, and laypersons in social welfare boards and administrative courts—and on how children's age and maturity should be taken into consideration in decisions on their participation in court. The analysis is based on survey data. The study found that social workers, laypersons, and lawyers have different views on when children are old enough to have the right to litigate in court. Additionally, there is no consensus on how the maturity of the child can be assessed to inform the decision about participation. More discussion is needed about what competences a child needs to participate in court and to what extent this right should be limited by their age. Importantly, courts and decision‐making proceedings can be made more child friendly.  相似文献

Social workers within child protection services report that families marked by high levels of conflict between separated parents are among the most challenging cases to handle. Few studies however have focussed on how social workers themselves experience and meet with parents involved in hostile martial interactions. This article reports on a qualitative study involving 31 social workers and provides an analysis of their experiences and dilemmas in working with such families. Findings demonstrate that social workers struggle to find ways to help high‐conflict families and often find themselves at an impasse. Parents involved in such conflict are highly resistant to change, and social workers struggle to engage with them over concerns about their children. Furthermore, findings suggest that social workers lack organizationally allotted time to assist the parents. I conclude by discussing ways in which emotional support, empowering interventions, and strength‐based approaches enable social workers to manage relationships with high‐conflict families. More research on this topic is needed to support and promote better practices for social workers to be more effective in assisting high‐conflict families.  相似文献

Youth aging out of foster care are at high risk for homelessness. This research explains how and why homelessness occurs among youth with serious mental health struggles after aging out of residential and transitional living programmes. Using a longitudinal constructivist grounded theory design, we analyse 20 in‐depth interviews exploring youth's transition experiences and perceptions of transition success within 4 months of emancipation and at 6 and 12 months postemancipation. Monthly 15‐min check‐ins prevented attrition. A three‐phase transition process was observed driven by participant desires and actions to cultivate psychological home through establishing physical home alone away from social networks. Pre‐emancipation, the promise of home was privacy and opportunity for self‐redefinition. Shortly after emancipation, home became a physical and social space to be, a valuable resource to share and a demonstration of personal transition success. However, later in the year postemancipation, maintaining physical home proves nearly impossible given the risk context. Findings speak to how and why youth aging out appear overly self‐reliant upon emancipation. Cultivating a psychological sense of home has practice implications for child welfare providers who aim to prepare youth to live independently postemancipation.  相似文献

As the population of Chinese immigrants has been growing rapidly in the United States, it has been understudied on the parenting behaviours as well as the roles parental stress and social support playing in parenting in this group. This study investigated whether parental stress was associated with parenting and whether this relationship was mediated by social support in a sample of 255 Chinese immigrant parents from the Survey of Asian American Families in New York City. Regression analyses with a rich array of control variables found that a higher level of parental stress and the presence of one or more stressors such as unemployment, low income, and low education were positively associated with the use of harsh discipline and parent–child conflicts and negatively associated with positive parenting practices. Social support functioned as a significant mediator in the relationships between parental stress and positive parenting practices but not in the relationships of parental stress with parent–child conflict or the use of harsh discipline.  相似文献
