Empirical Bayes vs. fully Bayes variable selection

For the problem of variable selection for the normal linear model, fixed penalty selection criteria such as AIC, _Cp${\mathrm{C}}_p$, BIC and RIC correspond to the posterior modes of a hierarchical Bayes model for various fixed hyperparameter settings. Adaptive selection criteria obtained by empirical Bayes estimation of the hyperparameters have been shown by George and Foster [2000. Calibration and Empirical Bayes variable selection. Biometrika 87(4), 731–747] to improve on these fixed selection criteria. In this paper, we study the potential of alternative fully Bayes methods, which instead margin out the hyperparameters with respect to prior distributions. Several structured prior formulations are considered for which fully Bayes selection and estimation methods are obtained. Analytical and simulation comparisons with empirical Bayes counterparts are studied.

La tournée des facteurs Normes gestionnaires, régulation collective et stratégies d’activité

The work of mailmen is mainly defined by the delivery routes to which they are assigned. Since this special organization of work grants them broad autonomy, the processes for delimiting, defining, and conducting routes must be analyzed by taking into account observations from three levels. The first one focuses on the French Post Office’s managerial standards, which, though increasingly determined by objectives for making a profit, have little impact on mail deliverers’ activities. The second centers around this occupational group’s own regulations, which stem from a hierarchy based on seniority and control over mail delivery and routes. The third level of observation takes into view the strategies for delivering mail that postmen adopt on their routes. These strategies reflect different relations to managerial objectives and to customers; and they reveal contrasting conceptions of the job of delivering mail. Emphasis is laid on the fact that the situations for working at lower levels in the service sector cannot be separated from the factors defining and organizing these situations.

The impact of trade policies on income distribution in a planning model for Colombia

This paper develops a multisector Computable General Equilibrium (CGE) model to simulate the effects of trade on the distribution of income among socioeconomic groups defined both by the factors of production they own and the sector in which they work. The categorization of recipients includes landless rural labor, land owners, workers in the urban traditional sector, and workers in the organized sector and capitalists. Experiments are conducted with an application to Columbia, a primary-exporting economy. The results indicate that, for such an economy, outward-looking policies with increased primary exports are likely to be more detrimental for the distribution of income in the medium term than inward-looking ones.

Mesurer les difficultés d'absorption de la force de travail dans les pays en développement: les limites du concept de taux de chômage

Le concept de chômage «standard» est souvent critiqué parce qu'il omet de nombreuses personnes classées comme travaillant ou inactives, alors qu'elles sont de fait dans une situation équivalant au chômage. L'auteur examine les limites de ce concept dans les pays en développement. Il commence par les problèmes méthodologiques et statistiques associés à la définition type du taux de chômage, puis s'interroge sur sa signification lorsque l'emploi est très hétérogène. Il montre ensuite que ce taux tend à sous‐estimer l'excès d'offre de travail et qu'il est un mauvais indicateur du déficit de travail décent. Il conclut sur les limites de ce taux en tant que guide de la politique économique.     

Droit aux congés et conciliation entre travail et vie familiale dans les pays développés: pourquoi les travailleurs des Etats‐Unis sont perdants

A partir d'un indice synthétique des dispositions réglementaires sur les congés annuels et familiaux en Europe occidentale, aux Etats‐Unis, au Canada, en Australie, au Japon et en Corée, les auteurs classent ces pays quant au soutien à l'équilibre entre travail et famille. Les Etats‐Unis arrivent derniers: les employeurs ne sont pas tenus d'accorder des congés annuels, et les salariés ne peuvent prendre plus de douze semaines de congés par an pour raisons familiales. Ces normes comparativement basses s'expliqueraient par une conception fondée sur le libre marché et un postulat d'égalité de rapport de forces entre employeur et salarié. Vision qui n'est pleinement partagée par aucune des autres démocraties examinées.
