大数据在重大行政决策领域的应用,属于技术理性与决策规则的有机融合。凭借信息来源与技术革新,大数据可赋予传统决策向数字化转型的新动能。大数据的应用贯穿于重大行政决策始终,在市场监管、环境保护等多类事项中所发挥的实践优势较为明显,能够推动决策的高效化、提升决策的精准度、增强决策机关之间的联动。然而,大数据应用可能会引发决策安全的隐忧、个人数据存在的空间被挤压以及决策失误的责任承担等难题。对前述问题提出对策的过程,实乃数据治理向治理数据的转变,此阶段不能欠缺法律法规的引导,应尝试从决策数据安全体系的法治保障、个人数据的法律保护、决策责任追究机制的科学建构等层面去推动大数据应用的法治化。 相似文献

Studies on media and politics generally find an effect of the media on the symbolic policy agenda. Analysing data from the Hungarian Comparative Agendas Project, we demonstrate that this effect is extremely weak in the Hungarian policy-making process. We identified those issues that received greater than average coverage in the media. However, we found that in the majority of cases governmental initiatives or decisions preceded the media coverage – that is, instead of the media agenda pulling the policy agenda, the general logic is the opposite: the media are talking about the policy initiatives of the government. The ambition of the paper is twofold. First, our findings reinforce those claims in the literature that point to the many institutional and political factors affecting the media-politics nexus. This suggests that policy-making might be very different in new(er) democracies. Second, our research analyses the policy-making side of Viktor Orbán’s governance. Changes in the polity, democratic backlash and illiberal tendencies are usually the focus concerning the political changes in Hungary since 2010, but no attention has been devoted to how this type of governance is reflected in policy-making. This paper examines the impact of husbands’ migration on the lives of women left behind. Using data from the India Human Development
Survey 2005, we focus on two dimensions of women’s lives: women’s autonomy and control over their lives; and women’s labour
force participation. Results suggest that household structure forms the key mediating factor through which husbands’ absence
affects women. Women not residing in extended families are faced with both higher levels of responsibilities and greater autonomy,

This paper presents a problem structuring methodology to assess real option decisions in the face of unpredictability. Based on principles of robustness analysis and scenario planning, we demonstrate how decision-aiding can facilitate participation in projects setting and achieve effective decision making through the use of real options reasoning. We argue that robustness heuristics developed in earlier studies can be practical proxies for real options performance, hence indicators of efficient flexible planning. The developed framework also highlights how to integrate real options solutions in firms’ strategic plans and operating actions. The use of the methodology in a location decision application is provided for illustration. 相似文献

Abstract Objective: This study assessed the process of leaving an abusive dating relationship utilizing a qualitative design. Methods: Participants included 123 college women in abusive dating relationships who participated at the beginning and end of a 10-week academic quarter. Results: Qualitative content analyses were used to analyze the transcribed responses to an open-ended question about women's leaving processes over the interim period. A variety of categories and themes emerged for women in different stages of the leaving process, consistent with the Transtheoretical Model of Change and Investment Model. Data also underscored women's lack of acknowledgment, minimization, and normalization of abuse. Conclusions: These data demonstrate the importance of dating violence intervention and prevention programming on college campuses and offer information that may be useful to college health providers who assist women in abusive dating relationships. 相似文献

Austin Turk theorizes that places in stratification hierarchies affect police–citizen encounters by reinforcing or reversing the positional authority of police officers. To this point, however, there have been only three direct tests of the stratification portions of Turk's theory. Two examined overt conflict and all represented Turk's concepts using aggregated measures. The results are mixed. The present research adds a fourth test to the stratification and policing literatures by examining the effects of aggregated as well as disaggregated measures of stratification reinforcers and reversals on traffic ticket decisions by Boston police officers during April and May of 2001. Net of important control measures, there is no support for Turk's theory using the aggregated stratification measures employed in previous research. However, support for Turk's theory is clearly visible when viewed through the lens of some of the disaggregated stratification measures advanced for the first time in present research. We conclude that more research is needed to determine whether stratification reinforcers and reversals are among the factors affecting people in police blue and the people they police, with a sustained focus on both aggregated and disaggregated measures. 相似文献

Through surveys of students and junior professionals and interviews with business and government executives, we studied Chinese choices and fairness perceptions in risky health and safety decisions. The survey responses were compared with American responses from an earlier study by Keller and Sarin.The survey results show that the American and Chinese respondents had similar fairness perceptions, but the Chinese did not make decisions that were consistent with their fairness perceptions, whereas the Americans did. We found that the middle-age Chinese professionals tended to make choices that were more different from the Americans than were the choices of the young Chinese management students. It is likely that these discrepancies were caused by cultural differences, with the younger Chinese tending to face a stronger Western influence.The insights from the survey results were enriched by interviews that revealed fairness perceptions of Chinese business and government executives. A framework to interpret cultural influences on decision making was also proposed. 相似文献

This paper reviews a variety of studies in which multi-attribute utility theory (MAU) has been used successfully to aid group decision processes and discusses the incorporation of MAU in Group Decision Support Systems (GDSS). GDSS of various levels of automation have been proposed to aid group decision making. A number of commercial GDSSs are available which are capable of aiding generation of alternatives, their evaluation, and selection. Many authors have promoted the incorporation of quantitative decision making models in GDSS. The most appropriate quantitative tool for GDSS is MAU, but MAU has rarely been utilized.
