Assessing the Effect of Welfare Reforms on Public Assistance Caseloads in Four Ohio Counties

Abstract

The implementation of welfare reform at the local level is critical to assessing the effects of structural reforms initiated since the passage of the Personal Responsibility and Work Opportunities Reconciliation Act of 1996. Wide variations in the activities undertaken in response to national welfare reform have hindered efforts to understand the factors that have contributed to the success of welfare reform apparent in caseload reductions. This paper reviews Community Human Service Plans in four Ohio counties and examines their trends in caseloads. Two strategies emerge: “job attachment” and “human capital development.” These differences in local implementation can be related to caseload trends.     

Inside Out: An ‘English’ Dispersal into North-West Wales

This article is based on an empirical baseline study undertaken in 2005 which examined the experience of ‘the English’ who have moved and settled into north-west Wales. The movement of the British/white groups and their experiences have been less of a subject for examination and yet a dispersal of ‘the English’/British as both immigrants and colonisers has occurred and is ongoing. Migration between the constituent countries of the UK and the movement of English people into Wales has been a long-standing and accepted practice; it has been resisted by some in the more Welsh parts of Wales as a continuing ‘colonisation’. The rise of devolution within the UK and the burgeoning Welsh Assembly Government (WAG) with its increasing powers for self governance is leading to a decline of English dominance in Wales. This essay explores the experiences of ‘the English’ in Wales as England's influence over Wales becomes diluted, the role of leader and led reversed, and as the ‘empire begins to bite back’ (with apologies to Paul Gilroy).     

Who Contributes to the Provision of Public Goods at the Community Level? The Case of Potable Water in Ghana

This article offers an analytical framework to explain participation in the provision of drinking water in communities in Ghana along with empirical evidence of the individual factors that influence this provision. Framed in the context of the debate about the devolution of responsibilities from the government to the users of public goods to increase management efficiency and sustainability, the study analyzes how individuals respond to potable water participation activities. Distinguishing activities by the type of participation incentives they offer, the study finds that social exclusion is more likely in activities that lack effort complementarities and which have larger impacts on output allocation. Appropriation of social benefits is found to determine participation more strongly than the appropriation of the natural resource itself.     

A comparative overview of social enterprise ‘ecosystems’ in Scotland and England: an evolutionary perspective

Social enterprise has been identified as a culturally and socially constructed phenomenon; over recent years there has been increasing focus on how social enterprise ‘ecosystems’ differ across countries. There has been less focus on the differences in social enterprise ecosystems within countries, where regional differences in the cultural, political and social environment can lead to variations in the environment for support. Recent devolution within the United Kingdom has led to all four countries developing fairly diverse political and policy environments. This paper explores these differences through the lens of evolutionary theory which posits that within an ecosystem all organisms are a product of the evolution of that ecosystem and that socio-political and regulatory differences can lead to the rapid divergence of social enterprise ecosystems.     

The Conservative Party and devolved national identities: Scotland and Wales compared

This article focuses on the role of national identity in the behaviour and performance of the Scottish Conservative Party – the main voice of opposition to devolution in the 1990s. In particular, it will address the apparent flat-lining of its popular vote, arguing that this is a direct consequence of the party doggedly adhering to a more traditional form of ‘unionist nationalism’. This can be contrasted with Wales, where the party has adapted well to devolution, and enjoyed a steady improvement in its electoral performances.     

The Relationship Between the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 and Innovative Welfare Practices on a Local Level

SUMMARY

Part of the intention of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) was to encourage the development of innovative welfare programs on a state and local level. The Act removed stringent federal regulations regarding the design and implementation of cash welfare programs. The freer programmatic environment was to assist local offices in addressing the unique needs of their particular clients as they moved from welfare to work within a time limited setting. In an attempt to examine if this intended piece of the policy was implemented, qualitative data were collected from a statewide sample of local Division of Family and Children Services (DFCS) offices in Georgia. The findings indicate that a minority of local offices engaged in innovative behaviors that were significantly different from their pre-PRWORA behaviors. Implications for welfare policy implementation and program development are discussed.     

Scottish devolution and the Scottish diaspora

This paper describes the relationship that exists between Scotland and its diaspora and the ways in which this has changed since the advent of devolution. Based on interviews carried out primarily in the United States, it explores how members of the diaspora have adopted a less historical and sentimental approach to their ‘homeland’ and are increasingly knowledgeable about Scottish constitutional change. In part this has resulted from the growth of the internet and the ease of finding out about developments in Scotland itself, as well as the greater ease and affordability of travel back to Scotland. But, most importantly, the existence of a government in Edinburgh has allowed Scottish politicians and organizations to engage with the diaspora in events such as Tartan Day, in a way in which London-based politicians were never likely to do. Tourist developments promoted by the Scottish government, such as the Year of Homecoming in 2009, have also been highly significant. Thus links between Scotland and its diaspora have been changed and strengthened in various ways.

Direct Payments and Disabled People in the UK: Supply, Demand and Devolution

Direct payments have brought new opportunities for self-determinationand independent living to disabled people in the UK, featuringprominently in government strategy and the 2006 White Paper,‘Our Health, Our Care, Our Say’. However, ten yearsafter direct payments legislation, take-up remains low and implementationvaries greatly. Rates of take-up in England remain more thandouble those in other parts of the UK, raising questions aboutdevolution and equity. This paper presents data from a nationalstudy to examine some of the mechanisms underlying uneven outcomesfor disabled people in different parts of the United Kingdom,with particular reference to the politics of devolved governance.The analysis focuses on scope for interpretations of policy;resources for information and training; the impact of mandatoryduties and targets; extensions to new user groups; and the roleof support organizations and disability activism. The evidencesuggests that local variations have been produced not only by‘local’ factors, but also by different opportunitystructures for policy development in England, Scotland, Walesand Northern Ireland. This raises questions about the impactof devolution on equity and opportunity for disabled peoplein the UK.     

Leadership and culture in the Welsh Assembly: investigating path-dependency

This study of the developing Welsh Assembly (WA) provides a unique opportunity to comprehend how the values and public statements of a democratic institution's initial and ongoing leadership develop its structure and culture. We track the evolution of a new democratic institution and investigate relationships between leadership, path-dependency and cultural development. In this paper, Welsh Assembly Member (AM) leadership is analysed in relation to sources of path-dependency in the WA. Two sets of interviews and surveys provide AM perspectives of the Assembly in relation to the evolving leadership capability and institutional culture.
