Salamon argues that the nonprofit sector is the core or center of civil society. He correctly diagnoses the nonprofit sector's problems but his proposal to hold the center through sectoral renewal and a partnership model of state–nonprofit relations is problematic. This is the case in part because the effects of economic globalization are reducing nation-state autonomy. In addition, fragmentation of social identity in a postmodern era challenges sectoral legitimacy, while devolution and localization of social welfare responsibilities reduce nonprofit effectiveness. On the basis of U.S. evidence, I argue that, rather than trying to hold the center, we should decenter the nonprofit sector—away from dominant institutions, powerful groups, and privileged places—and join the margins in an effort to weave a new, more humane and inclusive social contract. 相似文献

Summary Although federal statutes and regulations establish the broad parameters within which state Medicaid programs operate, the federal government grants states substantial discretion over Medicaid and Medicaid-funded long-term care. An appreciation of resulting cross-state variation in Medicaid program characteristics, however, has been lacking in the ongoing debate over whether the federal government should further devolve responsibility for caring for the poor and disabled elderly to the states. To better inform this discussion, therefore, this article documents considerable variation, not only in terms of Medicaid program spending and recipients, but also in terms of strategies chosen to reform long-term care services and financing. Since there is little doubt that states take full advantage of current levels of discretion, advocates of devolution may want to reassess their views to consider whether existing variation has resulted in inequities addressable only through more, not less, federal involvement. 相似文献

Dickens J. The definition of social work in the United Kingdom, 2000–2010. This article reviews the approaches that the four countries of the United Kingdom – England, Scotland, Wales and Northern Ireland – have taken in recent years for organising, regulating and defining social work. Social work is one of the policy areas that have been devolved to the constituent countries. This has brought extensive organisational changes, multiple policy initiatives and a proliferation of regulatory and advisory agencies. The article focuses on the attempts by these official bodies to define social work, treating the United Kingdom as a case study of the tensions of specifying what social work is and what it should be. The various attempts expose the strains and overlaps between the different agencies, and a bigger struggle to contain and control social work. The article highlights four key dimensions in the enduring debates: values–roles, social–individual, care–control and public–professional. 相似文献

This study focuses on the current experience of Nanaimos nonprofit family and child service organizations (N = 29) providing services on behalf of government and their adaptation to this devolution. The effects and consequences of contracting on organizational practices, accountability, and services were explored through interviews and focus groups with executive directors, board members, line staff, government representatives, and the United Way. Results show that a significant proportion of funding comes from provincial government contracts. The funding climate is uncertain, and there is considerable confusion, stress, and time involved with the contracting process. Accountability requirements are demanding and nonprofit organizations (NPOs) express concern about a shift to a business management model. Recommendations include a need for increased collaboration between NPOs, a body that speaks for the voluntary sector, and improved relationships between NPOs and government funders. 相似文献

This article critically analyses the debates which have unfolded in the aftermath of the Scottish independence referendum of 18 September 2014 concerning the constitutional arrangements of the UK as a plurinational state and the internal governmental structure of England. The debates unfolding in the UK reflect and illustrate two central themes in planning, territorial development and public policy. First, they highlight the contested distribution of power across multiple layers of government in states with an inherited centralized pattern of governance that are now facing strengthening regionalist and nationalist claims. Second, they illustrate the linked growth in the demand for new governance and strategic planning arrangements in large metropolitan areas with fragmented administrative and institutional boundaries. The article first discusses what the outcome of the Scottish referendum (and its aftermath) means for planning in Scotland. It then turns to the debates on devolution in the rest of UK which were stoked in the wake of the referendum, looking at the planning implications of further devolution in Northern Ireland and Wales, and at the possible consequences of the various options currently being aired to solve the ‘English question’. Finally, ongoing debates on decentralization to regions and city-regions in England are briefly considered. 相似文献

A series of authors including ourselves have argued that there is a dominant, if contested, political tradition (the BPT), that is a particular conception of democracy, that underpins to institutions and processes of British politics. However, here we argue that the BPT has never been more contested or vulnerable, focusing upon three contemporary challenges, the Scottish question, the rise of anti-politics and the demands to leave the European Union (EU), culminating in BREXIT, although we recognise there are others. At the same time, we contend that the BPT still plays a key role in how the political elite reacts to these challenges; its first response remains to preserve as much of the BPT as possible in changing circumstances. As such, the key question we address here is whether we are witnessing the beginnings of a fundamental shift in the nature of British political democracy, or whether, as so often before, the BPT and its adherents will adapt to, and accommodate, these challenges. 相似文献

Agencies at all levels of government are facing strong ideological pressures to downsize, devolve, dispense, and empower both employees and recipients of services. These ideological pressures provide many performance advantages, but collectively they threaten historic notions of achieving economy, efficiency, and effectiveness, along with accountability. It has been widely assumed in recent years that advancements in information technology and performance measurement provide adequate replacements for the historic notion that accountability flows up-the-hierarchy to elected officials and the sovereignty. These technologies, however, are not yet able to ensure responsible administration or accountability in many areas of domestic government services. Today's public managers can play leading roles in developing alternative approaches for achieving accountability if they are supported by forward-looking human resources management (HRM) agencies. 相似文献
