美国政府董事制度的缘起、发展及其启示

政府董事制度自1833年发端于美国第二银行以来在美国一直延续至今。政府董事系政府依据国会特别立法授权委派到政府公司及政府支持企业履行公务职责的董事,其具公私法上双重法律地位,对实现政府的目标具有重要意义。我国各级政府国资委代表政府向公司制国有企业委派的国有股权董事以及外部董事,同样承担着企业国资经营监督之公务职责,事实上为我国的政府董事。但我国的政府董事仅具公司法上董事的私法身份,这使得其可能在公司私法人地位的保护下逃避公法性义务。对此,我们可借鉴美国的有益经验并结合我国国情,将政府董事定位为公职董事,以发挥其作为政府董事的应有功能,为当前国企混合所有制改革提供制度保障。     

论川渝政府合作助推统筹城乡发展——科学发展、和谐社会新视角

在科学发展、构建和谐社会的背景下,重庆和成都同时被国家批准成为全国统筹城乡综合配套改革试验区,是在新的历史条件下中国深化改革的战略谋划.在城乡二元结构突出的区域统筹城乡发展,是川渝面临的难题.破解这道难题的大手笔就是加强川渝合作共建成渝经济区,成渝两试验区携手共筑经济高地,将重庆"1小时经济圈"和成都"1小时经济圈"构建起成渝城市连绵带,打造中国第四增长极.加大城乡统筹发展的力度,在统筹中推进城乡互动,在两西部试验区互动中实现城乡共繁荣,尽快形成统筹城乡发展的体制机制,为推动全国深化改革、实现科学发展与和谐发展发挥示范和带头作用.     

Toxics,Toyotas, and Terrorism: The Behavioral Economics of Fear and Stigma

Economists have traditionally viewed the behavioral response to risk as continuous and proportional. In contrast, psychologists have often contended that people have little control over their response to risk that is dichotomous, nonproportional, visceral, and fear based. In extreme cases, this automatic response results in the stigmatization of a product, technology, or choice, which seemingly cannot be eliminated or reduced. In resolving these contrasting perspectives, we review four recent studies that blend behavioral economics and psychology. Together, they provide evidence for a dual‐process decision model for risk that incorporates both reason and fear. They show consumers’ responses to perceived risk as a mix of proportional and dichotomous (safe/unsafe) responses that are relatively more continuous in situations where deliberation is possible, and more dichotomous in emotional or stressful circumstances. These findings reconcile mixed results in past studies, and, more importantly, the dual‐process model allows a clear definition of stigma, and suggests new ways to mitigate stigma and to help manage potentially damaging overreactions to it.     

Duality and local sensitivity analysis in least squares,minimax, and least absolute values regressions

Abstract

This paper deals with the problem of local sensitivity analysis in regression, i.e., how sensitive the results of a regression model (objective function, parameters, and dual variables) are to changes in the data. We use a general formula for local sensitivities in optimization problems to calculate the sensitivities in three standard regression problems (least squares, minimax, and least absolute values). Closed formulas for all sensitivities are derived. Sensitivity contours are presented to help in assessing the sensitivity of each observation in the sample. The dual problems of the minimax and least absolute values are obtained and interpreted. The proposed sensitivity measures are shown to deal more effectively with the masking problem than the existing methods. The methods are illustrated by their application to some examples and graphical illustrations are given.

对康蒂.卡伦最为有名的诗作《传统》做诗歌技巧与主题的分析,指出该诗不仅反映了诗人本人有关美国非洲裔黑人双重身份的认知与思考,也代表性的揭示了这个群体在了美国无名、无形的尴尬境况。     

Response surface methodology in quality improvement

Recent work has lead to development of robust parameter design which alleviates criticisms of the Taguchi approach. A dual response surface approach is discussed and illustrated.

Ethical Beliefs of Social Work Researchers

Abstract

The purpose of this study is to examine the beliefs of social work researchers about ethical practices. Surveys were mailed to a random sample of 240 members of the Society for Social Work and Research (SSWR) to elicit their views about ethical practices in social work research. Responses from 160 members (67% response rate) yielded information regarding the appropriateness of dual relationships, authorship practices, informed consent procedures, and other conduct in social work research. Age, gender, educational level, years of social work research experience, and current teaching of social work research were related to respondents' ethical views about practices with students and sexual relationships with research subjects. The need for additional resources on ethics in social work research is highlighted.     

浅析施特劳斯学派对卢梭政治哲学的解读

施特劳斯试图以诸多＂双重倾向＂来阐释卢梭的政治哲学,解开卢梭梭作品中那些表面的龃龉。然而,施特劳斯在卢梭所展示出的诸多双重倾向之间选定哲学或准自然状态一极,却是出于其自身的隐微写作。施特劳斯的多数弟子遵循了施特劳斯的阐释策略：卢梭以一种回归古典的姿态,进一步推进了现代性,引发了现代性的危机。但他最杰出的弟子布鲁姆却通过对《爱弥儿》的重新解读,试图在卢梭这里发现堪与古典哲学匹敌的新的政治哲学根基,从而对施特劳斯构成了挑战。
