Participatory shaping of community futures in e‐waste processing hubs: Complexity,conflict and stewarded convergence in a Palestinian context

This article describes an unconventional participatory development approach carried out in an informal e‐waste hub in South‐West Hebron, an area that has collected and processed the bulk of Israeli e‐waste for over a decade. Our approach contributes to the critique and recovery of community representation in participatory development and the search for ways to facilitate representative community engagement. Specifically, we describe our use of a novel Delphi‐like method that allowed us to facilitate a broadly endorsed development trajectory within a heterogeneous and conflicted community. We show how the results yielded by this approach diverged from those that were likely to emerge from more facile forms of participation in ways that are important for other similar e‐waste hubs internationally, which face a destructive status quo on the one hand, or the economically ruinous international policies that ban e‐waste trade from “developed” to “developing” countries on the other. Despite real tensions and cleavages within the affected communities, the process described facilitated a shift from deadlocked environmental versus livelihood positions towards building capacity and regulating existing informal e‐waste trades to preserve livelihoods dependent on these.

论嫦娥工程专利保护制度的完善

目前,中国关于嫦娥工程专利保护的法律规定主要涉及权属制度、激励机制、管理机制以及专利申请程序等方面的内容,但随着中国国防科研体制的改革和嫦娥工程的市场化运作,现有专利保护制度忽视了科研单位专利权的保护,对职务发明人权益保障乏力,且存在管理机构协调性差、专利申请程序不合理等问题。因此,完善嫦娥工程专利保护制度需从明确专利权属方面入手,激励项目承担者的创新积极性,同时健全专利管理和转化机制,发挥航天专利对国民经济和社会的带动作用,并通过完善国际合作中知识产权保护配套法律,提高嫦娥工程专利的国际保护水平。     

偏微分方程的非线性变换和精确解

利用截属的Painlev'e展开式、非线性变换和可积的微分方程，可以求出一类非线性偏微分方程的自Backlund变换和它的精确解，孤立波解。波动方程、Hirota-Satsuma方程组和非线性色散与耗散方程作为例子来说明这一方法。     

Ségrégation professionnelle selon la durée du travail en Europe

L'auteur évalue la ségrégation professionnelle selon la durée du travail dans quinze pays européens, à partir de données de l'Enquěte européenne sur les forces de travail. Il recherche les déterminants de cette ségrégation par une analyse de régression reposant sur trois groupes d'indicateurs (quantité d'emploi, qualité de l'emploi et institutions). De façon générale, la ségrégation observée est plus forte chez les hommes que chez les femmes, et chez les jeunes que chez les adultes. Elle est plutôt corrélée avec la quantité d'emploi chez les hommes, alors que des variables des trois groupes d'indicateurs interviennent chez les jeunes et les femmes adultes.     

Nonparametric control charts based on runs and Wilcoxon-type rank-sum statistics

In this article, we introduce three new distribution-free Shewhart-type control charts that exploit run and Wilcoxon-type rank-sum statistics to detect possible shifts of a monitored process. Exact formulae for the alarm rate, the run length distribution, and the average run length (ARL) are all derived. A key advantage of these charts is that, due to their nonparametric nature, the false alarm rate (FAR) and in-control run length distribution is the same for all continuous process distributions. Tables are provided for the implementation of the charts for some typical FAR values. Furthermore, a numerical study carried out reveals that the new charts are quite flexible and efficient in detecting shifts to Lehmann-type out-of-control situations.     

Crying for Food: The Mexican Myths of ‘La Llorona’ and ‘The Hungry Woman’ in Cherríe L. Moraga

The Mexican legend of ‘La Llorona’ (‘The Weeping Woman’), who drowned her children out of revenge for being abandoned by her lover, and the Aztec creation myth of ‘The Hungry Woman’ — crying constantly for food, with mouths all around her body — have inspired Chicana writers in the symbolic representation of their own yearning, be it sexual, identity-building, or anti-patriarchal. This essay seeks to lay the mythical groundwork within this topic, as well as to illustrate with some particular examples the different reappropriations of these myths in Cherríe L. Moraga, mainly in her play The Hungry Woman: A Mexican Medea (2001). With a view to opening up a past ‘that can provide a kind of road map to our future’ (: ix), these examples of transgressive women will be deprived of the feminine colonial passivity imbued by the dominant male discourse, and analysed as a complex, active, polyvalent mythological female corpus that integrates both life and death, womb and grave. This hybrid approach is inherent to the Aztec mythology on which Moraga relies in order to transcend Manichaeistic resolutions and probe the social, political, and gender reasons leading a hungry mother to commit infanticide.     

Récession,austérité et genre: étude comparative sur huit marchés du travail européens

Si l'effondrement du PIB consécutif à la crise économique mondiale de 2008 a nui avant tout à l'emploi des hommes, les politiques d'austérité auraient davantage affecté celui des femmes. L'auteure cherche à vérifier ce scénario dans huit pays européens, en décomposant la variation trimestrielle du taux d'activité et du taux d'emploi des femmes et des hommes à l'échelon sectoriel. Elle montre que l'association entre he‐cession et she‐austerity ne se confirme pas toujours, mais que les politiques d'austérité peuvent nuire à l'égalité des sexes et aux droits de la femme par d'autres mécanismes d'action, qu'elle répertorie et commente.     

Structuration d’un champ d’action publique : l’intervention publique sur les copropriétés dégradées

This article focuses on the social construction of the problem, which emerged in France during the 1980s, of dilapidated condominium apartment buildings and on the public policy instruments that have been used. A sociology of organized action serves to analyze this twofold process, which has resulted from the formation of networks of persons unfamiliar with the legal aspects of condominium ownership. Linking the periphery to the center, these networks have crystallized around norms ensuing from housing policy. The concept of “field” in the Weberian sense explains this crystallization, and also applies to the symmetrical process of conserving civil law on joint ownership. Parties attached to this normative system denied the problem of dilapidated condominiums, when it was presented to them. By pursuing a social activity based on applying and producing rules, individuals in the networks related to housing policy and persons concerned by condominium ownership contributed to maintaining and, too, revitalizing rules and norms.     

自适应的Ad hoc MAC协议

为Adhoc网络提出了一种基于模糊逻辑的媒体接入控制层协议。该协议通过在MAC层采用模糊逻辑协调各个相互影响的数据流,为低优先级数据流选择附加退避窗口以减少其自身接入信道概率。通过这种方法,使得高优先级数据流在各种背景流量的条件下,均能够维持较高的端到端吞吐量和较低的端到端接入时延。仿真结果表明,该协议较802.11e协议更好地保护高优先级数据流的端到端时延和吞吐量。
