浅析我国货币政策独立性与通货膨胀的关系——兼论2011年通胀

本轮自2008年底开始的经济衰退,在"适度宽松的货币政策"及积极财政政策的配合作用下,经济增长很快走出了低谷,效果明显。但自2010年下半年尤其是2011年却出现了较高的通货膨胀。本文从货币政策独立性的角度分析了通胀形成的原因。认为中央银行缺乏足够的独立性、财政政策货币化、缺乏弹性的汇率制度导致货币政策缺乏独立性,使得货币供应量失控并导致了通货膨胀。     

Using Community-Based Participatory Research to Develop a Series of Core Competency Trainings Within a Developmental Disability Program

ABSTRACT

The New York State Talent Development Consortium at the Office for People with Developmental Disabilities (OPWDD) mandated developmental disability programs to train and evaluate direct service providers (DSPs) on seven core competencies. Utilizing community-based participatory research (CPBR) – an approach where clients, providers, and researchers share their knowledge and experience to identify study areas, formulate research questions, and use results to improve practice – a needs assessment was conducted by a New York-based developmental disability program to inform a training curriculum. Six focus groups were conducted from a purposive sample of 14 DSPs, and 19 managers/supervisors. Staff identified skills that corresponded with six out of seven competencies. Staff recommended hands-on training on: appropriate communication to deal with individuals with severe disabilities; professionalism; person-centered care; and education on terminology in behavioral health plans, medication, and mental health illnesses. Empowering DSPs through CBPR allows for a training curriculum catered toward staff needs, which may be well-received and utilized. The CBPR process employed may be beneficial to other agencies within the intellectual and developmental disabilities field, particularly at a time when the demand for nonlicensure providers such as DSPs is increasing, and there is a need to train them to render quality and effective services.     

Keynote 3. Living in the Valley of Death

Abstract

In 2003 alone, HIV/AIDS killed more than three million people, of which between 2.2 and 2.4 million were from Sub-Saharan Africa. This disease is having a devastating effect on the previously firm foundations of intergenerational relationships in affected countries. For many nations in Africa, Asia and South America, life has become a mirage, a paradox in which almost everything is overshadowed by the pangs of death. Poverty, HIV/AIDS and, surprisingly, compassion are the combined common causes of death. Consequently, social, ecological, economic, political and educational systems are almost entirely dislocated. Traditions demand that the young ones should outlive their elders. So there is a deliberate effort on the part of the elderly to embrace death in attempting to be compassionate. This paper is an attempt to explore this scenario with the aim of articulating the linkage between poverty and HIV/AIDS, and proposing ways of reducing their impact through intergenerational programming.     

Where We Are Now with Intergenerational Developments

ABSTRACT

Intergenerational programs are beginning to burgeon in England. They are relatively recent in their development. The systemic absence of connectiveness between policy developments and services relating to older people and those relating to children and young people is identified. The key strategic players are described. Questions about future developments and research are discussed.

By the end of 1990, 156,024 cases of AIDS had been reported throughout the United States (CDC, 1991). Perhaps even more devastating is that 100,813 individuals, 64.6% of the reported AIDS cases have died (CDC, 1991). The AIDS crisis has now found its way into most segments of our society. Women are now the fastest growing category of people with acquired immune deficiency syndrome (Stuntzner-Gibson, 1991). HIV disease is increasingly being identified with poor people, intravenous drug users and ethnic minorities (Honey, 1988; Macks, 1988).     

中国和东盟国家的最优货币区指数分析

按照蒙代尔等提出的建立最优货币区的标准,影响建立货币联盟的因素很多,而每一个标准都只是从某一个方面分析建立货币联盟应达到的条件,没有将各个因素综合起来,从总体上分析一个地区是否应建立货币联盟,或者一个国家是否应该加入货币联盟。最优货币区(OCA)指数将汇率波动和反映最优货币区标准的指标的波动进行回归,通过模型将这些标准结合起来,可以综合分析各个因素对中国和东盟国家建立单一货币区的影响,为建立货币联盟提供一个综合的标准,并且可以分析各国在建立货币联盟时,可供选择的锚货币和建立货币联盟的步骤。     

社会交换视角下佛教慈善组织发展动力机制研究——以台湾佛教慈济基金会为例

本文以当代华人社会最为成功的慈善团体之一的台湾佛教慈济基金会以下简称：慈济为研究案例,运用社会交换理论研究慈济的发展动力机制,发现社会交换所产生的“合法性机制”和社会需求的变迁是其发展动力机制的核心,“合法性机制”和需求变迁促使慈济不断根据变迁的制度环境进行自我调适以适应社会发展的要求,进而成为台湾民间慈善组织的翘楚。慈济成功的运作模式可以为大陆地区慈善团体的发展提供经验参考。     

Gay,Lesbian, Bisexual,and Transgender (GLBT) Elders

Abstract

Current gay, lesbian, bisexual, and transgender (GLBT) individuals age 65 years and older grew up before the Gay Rights movement. They have learned over many years to hide their identities in order to avoid discrimination and ridicule. Unfortunately, this secrecy has led to the near invisibility of the elder GLBT population and to poor health and service access. This paper reviews what we know about GLBT elders, describes some of the unique strengths they bring to the aging process, and outlines some of the challenges they face. Micro, mezzo, and macro practice implications are suggested.

Into the Lion's Den:

The need to "couple," to have that special person with whom we share not only sexual intimacy but a past, present, and future, is not limited to the "straight" world. Raised by heterosexual parents, gays (male homosexuals) desire that same type of intimacy. Given that intimate relationships provide a very necessary function for the larger community of heterosexuals, those relationships should provide the same function for gays. This paper examines the differences and similarities between long-term gay and heterosexual intimate relationships, and the support each of those types of relationships receives from the community in which they exist.
