从大学产生时起,学校就有了贫困生。由于贫困观念的变迁,资助贫困学生的方法也就有了很大变化。这种变化主要分为三个阶段:慈善阶段、教育公平阶段、成本分担阶段。

Policy Imperatives for the International Economy and for Financial Markets in the Emerging World Order

The world economy today is swept by unprecedented rates of change, complexity, interconnectedness, and uncertainty. For the first time since the 1930s, issues of the international economy and financial markets are playing a pivotal role in discussions of foreign and domestic policy. However, even as the revolutionary trends in the international economy and in world finance are in the offing, it is important to realize that the problems of mankind are primarily economic and social, not financial or political. While the trends towards liberalization of economic policies and integration of financial markets might seem to point toward the ultimate triumph of the magic of the market and free enterprise, a little reflection will reveal a number of undercurrents, dilemmas, and difficult choices waiting to be resolved. This article identifies the structural and human dimensions of these challenges in the form of thirteen Policy Imperatives aimed at the creation of modified versions of financial markets to make them more humane and less vulnerable to failure.     

西部经济重建和破解三农问题中强化财政职能的一个新途径

从西部开发及其三农问题解决中存在的资金不足问题入手,提出西部开发中强化地方政府财政职能的一个新途径一发行地方政府公债。分析了发行地方政府公债的必要性、理论上的可行性、社会各界对其认购的可能性及其偿还的可行性。并就由其产生的“挤出效应”;资金的匮乏使得农业技术的开发和运用受到严重制约,抑制了农业生产力的发展;地方财政入不敷出,支农政策难以落实等相关问题做了进一步的讨论。     

灰色动态预测模型在货币供应量预测中的应用

在对金融系统中货币供应量的预测进行相关研究的基础上,介绍了符合金融系统预测规律的灰色系统动态预测法,并根据中国货币供应量的实际数据进行了实证的预测检验。结果显示,这种方法简单,不需要借助于其他任何时间序列数据,需要数据量少,预测精确度高,对于近期预测尤其准确,也可进行中长期预测;实证预测结果也符合我国金融系统中货币供应量预测的实际。     

中国农村金融发展与经济增长（1978～2001）实证分析

基于VAR模型,利用Granger因果检验法,对中国农村1978～2001年间金融发展与经济增长的关系作出实证研究。发现中国农村正规金融的发展对农村经济增长并没有起到"供给主导"作用,而是处于一个严重滞后的"需求遵从"地位。实证研究表明,农村正规金融相对于农村经济增长是缺乏效率的,而农村非正规金融值得关注。     

制约民间投资增长的问题及对策

我国投资运行的实践证明,民间投资在推动经济发展,促进产业结构调整,吸纳劳动力,缓解就业压力等方面,对国民经济和社会发展的作用非同一般。然而,由于投融资体制和政策环境的不完善,近年来民间投资的增长出现了一系列的结构失衡,投资增长速度相对趋缓。通过增强政府投资的"带动效应",加速金融创新,推广先进合理的融资模式等举措可以有效拉动民间投资的增长。     

Financial Penalties Under the Temporary Assistance for Needy Families Program: Policy Discourse and Strategies for Reform

Many families did not leave welfare of their own accord but instead were forced off, sanctioned, for failure to conform to new, strict requirements (Bloom & Winstead, 2002). Studies of leavers indicate that many of these leavers are among the families that do not receive needed health insurance, food stamps, and child care assistance for which they remain eligible (Loprest, 2001; Zedlewski & Gruber, 2001). Sanctioned families are less likely to do well after leaving welfare compared to other leavers (Goldberg & Schott, 2000). As part of TANF reauthorization, Congress should prohibit states from sanctioning if they have not met certain requirements: conducted an assessment, made accommodations for people with physical/mental impairments or other barriers, and instituted strong pre-sanction and post-sanction procedures.     

拉动需求+推动改革:继续实施的积极财政政策要有新思路

已经连续实施5年的积极财政政策始终未能在拉动消费需求方面取得令人满意的成效。要延续以往成效并克服上述缺憾,继续实施的积极财政政策应当引入"以改革促增长"的新思路。在拉动需求和推动改革并重的旗帜下,通过一系列举措的相应安排或调整,放大继续实施的积极财政政策的功效。     

全球化与东亚金融危机

全球化是当今世界不可阻挡的潮流和趋势 ,也是国际学术界关注的热点题域。从全球化的视野出发来观照东亚金融危机 ,可以看出东亚金融危机实质上既是全球化所产生的负面影响的危机、全球化带来的国际分工体系的危机、是全球化过程中世界经济潜在危机的大爆发 ;也是东亚模式本身缺陷的危机、有关国家政策失误的危机、是一种发展危机。东亚金融危机使东亚国家遭受沉重打击 ,但不能借此否定“东亚发展模式”和“东亚奇迹”的存在
