能促型国家的角色:事业单位的改革与非营利部门的转型

随着中国市场转型的深化,事业单位的全面改革已经提上议事日程。在市场经济中,民间非营利组织构成公共部门和营利部门之外的第三部门,在社会生活中扮演了重要角色。作为计划经济体系的遗产,事业单位在整个非营利部门中占据主导地位,但近年来出现了走向企业化和民营化的变革。在事业单位的改革过程中,国家扮演能力促进的角色至关重要。一方面,建立一个规范的非营利组织监管体系是当务之急;另一方面,国家也可以通过种种手段,培育民间非营利组织自主发展的能力。     

论潮人对百年泰华文学的贡献

泰华文学诞生于上世纪初,它伴随着中国国内革命战争和反侵略战争以及移居泰国的中国文化人的文化活动而发生发展,伴随着泰国本土政治经济形势的发展变化而演变。在泰华作家中,潮人作家不仅人数众多,而且一直起着中流砥柱的作用。无论是泰华报刊的创办和运作、文学社团的组织和活动、以及文学活动的组织和实施以及文学创作的实绩,潮人作家都起着举足轻重的作用。本文对潮人作家的文学活动和创作业绩进行总结梳理。     

城市社区自治研究综述

以往社区自治研究取得的理论成果主要集中在以下几个方面:体制改革及其带来的客观后果是社区自治的第一推力;社区自治存在有政府主导型、合作型和自治型等三种治理模式;居委会组织架构的制度设计主要采取“议行分离”体制;居委会和党支部之间是相互支持、合作协商关系;合理界定政府与社区的权力边界是社区自治的关键等。     

农民增收是"三个代表"的具体实践

增加农民收入是“三个代表”的必然要求 ,是实践“三个代表”最生动、最具体的体现 ,造成农民增收缓慢的原因是多方面的 ,但根本原因还是农村党的基层组织和干部队伍方面存在问题。要加强党的基层组织建设 ,提高农村干部队伍的素质 ;以结构调整为突破口 ;发展产业化经营 ,发挥企业家带动农户的作用 ;发育农村的市场体系 ;增加对农业基础设施的投入 ;尽快实施农村费改税 ,千方百计增加农民收入。     

试论加强社区党的建设

进入新世纪,我国城市化进程将大大加快,城市社区的功能和作用将越来越大.在新的世纪,如何开展和加强社区党建工作,充分发挥社区党组织在基层政权建设和社会管理中的政治核心作用,是一个重要课题.新世纪加强社区党建的基本途径应该是以"三个代表"的重要思想为指导,改革社区党组织的领导体制,创新社区党建的工作机制,把社区党的建设与社区管理结合起来抓,构筑社区党建新载体,办好社区服务事业.     

The Symbolic Dilemmas of Suburban Poverty: Challenges and Opportunities Posed by Variations in the Contours of Suburban Poverty1

Poverty has increased significantly in U.S. suburbs since the 1990s. What we know about suburban poverty is largely limited to demographic and economic information. Building off the organizational perspective approach, I use in‐depth interviews with nonprofit, antipoverty organizations in eight Pennsylvania suburbs to better understand the suburban poverty experience. My focus is on how organizations compete for external resources. By working directly with the poverty problem while also working in broader metropolitan political and economic fields of decision making, this “middleman” role ( Marwell, 2007 ) gives us insights into contemporary poverty dynamics for suburbs. I find that how suburban organizational leaders perceive the challenges they face, and what strategies they adopt to confront such difficulties, revolves around symbolic dilemmas posed by the history, distribution, and politics of poverty in the suburbs. Symbolic dilemmas cluster around three different situational contexts of poverty in the suburbs. I use this to develop a three‐part typology of suburban poverty: symbiotic suburbs, skeletal suburbs, and overshadowed suburbs. This typology has implications for future research and for policymakers interested in developing tools to appropriately address this pressing issue.     

An Evaluation of Behavioral Health Compliance and Microbial Risk Factors on Student Populations Within a High-Density Campus

Abstract

Objective: The aim of this Canadian study was to assess student behavioral response to disease transmission risk, while identifying high microbial deposition/transmission sites. Participants: A student survey was conducted during October 2009. Methods: The methods included a survey of students to assess use of health services, vaccination compliance, and hygiene along with a microbial analysis of potential transmission sites targeting specific residence buildings on campus. Results: Results indicated that most students maintained that they were worried about H1N1 and reported making changes in hygienic behavior, with the majority not planning to be vaccinated. The microbial analysis indicated contamination of fomites in co-ed residences to be higher than either male or female student residences. Conclusions: A consideration of physical space along with behavioral factors is required in order to properly assess risk pathways in the establishment of an evidence-based infection control plan for universities and their contiguous communities.
