National identity and regional development: Cornwall and the campaign for Objective 1 funding

The politics of identity is important within regional and governance policy debates, becoming a mechanism for ‘filling in’ the democratic gaps left by the hollowing out of the state, with much discourse about constructing identities for governance purposes. This raises questions about the feasibility of processes of identity construction, and whether it starts from new, or builds on existing identities. We use the case study of the Cornish campaign for Objective 1 EU structural funding, engaging directly with modernist versus ethnosymbolist accounts of nationalism, to explore the binary between instrumental, constructed identities and more phenomenological accounts.     

更新信号的阶段性融资效应:基于众筹市场的跨类别实证研究

在众筹项目融资过程中,融资人面对两难选择：一是尽可能详细宣传项目以吸引投资者,同时又担心创意泄露,不会一次性把所有的信息公之于众。通常,融资人会选择合适的时间通过众筹平台将项目创意和进展分阶段地发布给投资者。为此,本文研究了众筹项目的阶段性文本更新对融资成功率的影响,采用来自Kickstarter上的243,730条更新文本作为研究数据。首先,对更新信息进行预处理,采用文本层次聚类对更新文本进行主题识别,得到6类信号更新主题：进度汇报、内容更新、回报有关、时间提醒、表示感谢、社会化推广。随后,针对三个不同的融资阶段（前期、中期和后期）,探究不同的信息更新主题在不同阶段对成功融资的影响。对于不同的项目类别,投资者关注的重点存在差异,为此研究了不同项目类别中的各个融资阶段应该突出的信号主题,同时还检验了内部信号主题与外部信号主题对融资影响的差异。总体而言,频繁的信号更新有助于项目融资成功,而且在中后期的更新可以更加有效的提高融资绩效。对于信号更新主题,表示感谢、进度汇报和时间提醒等外部信号更新的效果比另外三类效果好得多,不同项目类别之间的信号更新策略存在显著差异,生活类项目与体验类项目的信号更新策略基本一致,而艺术类项目则显著不同于其他类别的项目。本文丰富了我们对更新信号的阶段性融资效应的理解,为互联网金融研究以及用户行为模式研究提供新视角。     

中国政府科技投入对企业研发支出的影响

作者分析了近13年来我国政府科技投入对企业研发支出的影响,认为政府科技投入的杠杆作用要大于挤出效应;但政府向高校提供研发资助可能会挤出企业研发支出。分析了我国科技投入现存的问题,介绍了发达国家的一些值得借鉴的做法,并提出了相应的政策建议。     

基于SWOT—PEST模型分析的众筹融资模式研究

对影响众筹融资发展的因素进行了梳理,结合运用SWOT-PEST矩阵分析模型,综合考虑了政治、经济、社会和技术等因素,比较分析了众筹融资这一模式的优势、劣势、机遇和挑战,并提出了相应的发展策略建议。     

高校科研经费管理的现状、原因及对策

伴随着政府对高校科研经费投入的日益增加,如何科学而又合理地用好科研经费,是我国高校财务管理工作面临的新挑战。近年来,我国高校科研经费管理在立项、预算、使用和考核等方面都存在着诸多问题,在科研经费的使用过程中违规违纪现象尤其严重,这些现状背后的深层次动因有信息不对称、管理体制中存在矛盾等。对高校科研经费的管理应采取健全管理制度、合理预算、加强监管等改进措施,以提高高校科研经费的使用效益。     

System Transformation and Development Path on Medical Care

China's basic medical care system has achieved universal coverage, faced the system transformation with substance fair. Under the transformation background from universal coverage to integration on urban and rural areas, and the transformation direction from the "medical care" to "health for all", through the institutional transition path on system design, service delivery, fi nancial support, this paper points out that how to improve quality of medical care and optimizing the level of health care services, match sustainable funding system and improving payment system, which in public health, medical services, medical care and medicine supply, realize the transformation and the development from universal medical care to health care.     

《公司债发行试点办法》主要特征及资本市场效应

我国资本市场发展比例失调,债券市场发展滞后,上市公司融资结构不合理。为此,2007年中央明确提出要"加快发展债券市场,扩大企业债券发行规模,大力发展公司债券等固定收益类产品",并出台《公司债发行试点办法》。该文基于其特征分析,对公司债发行对我国资本市场与上市公司融资实践的影响进行初步探讨。     

The romance of leadership: Rekindling the fire through replication of Meindl and Ehrlich

Given changes in business and society, the romance of leadership theory, which describes a glorification of the perceived influence of leaders on organizational outcomes, is arguably more relevant than at its conception over thirty years ago. This paper presents four studies aimed to replicate Meindl and Ehrlich (1987) early experiment on the romance of leadership, specifically considering the effect of leadership attributions on company evaluations. Studies 1 and 2 are close replications, whereas Studies 3 and 4 provide a conceptual replication drawing from a broader sample in age and work experience and include additional experimental conditions. These conditions vary the gender of the leader and including both success and failure situations, as well as including additional outcomes variables of participants’ behavioral intentions to support, invest, seek employment, or purchase from the company. Taken together, these studies do not support Meindl and Ehrlich’s findings that organizations are viewed more favorably when such outcomes are attributed to leadership. We discuss implications for the romance of leadership theory.

本文分析了2010-2022年国家自然科学基金委员会管理科学与工程学科资助项目的发展趋势与项目特征等资助特点，探讨了科学基金资助体系中管理科学与工程学科的发展路径；进而论证了科学基金资助体系通过项目类型设置、学科规划要求、项目管理办法等规则主导了学科发展方向、同时学者智慧以多种方式对其发挥作用并产生影响这一基本运作逻辑，并提出了作为科学基金资助体系中重要主体的学科处与学者在这一运作逻辑下如何紧密合作以实现推动学科发展的共同目标。

生均经费预算制度下的地方高等教育财政拨款机制广受关注，也是当前学术界研究的一个热点。本文分析了我国高等教育财政拨款体制演变过程，揭示了目前地方高等教育财政拨款机制存在的问题，从投入机制、运行体制、分配方式、绩效管理、职责界定等方面提出了改进地方高等教育财政拨款机制的建议。
