新农村建设是一项以农民为主体的长期而复杂的系统工程,农民处于利益的核心层。要确实推进新农村建设,首先要准确把握农民对农村公共产品的真实需求,才能在满足农村公共产品需求时做到目标明确、有的放矢;才能把新农村建设政策与当地实际情况结合起来,与农民的真实需求对接起来,并把政策落实好,让农民切实感受到新农村建设带来的实惠。解决这一问题,当前应从农村急需的公共产品入手,对农村公共产品需求层次和类型进行分析,使政府确定相应的政策。

Reviewing Implications of Urban Growth Management and Spatial Governance in the Global South

ABSTRACT

Urban containment policies have been applied in the global north as a strategy towards creating compact urban development. In the south the urban growth management discourse have been part of planning practice for the past three decades. There are however several reasons, both structural and political that have contributed to its limited success. The purpose of the research is to review practices of growth management in the south in an attempt to find lessons from the implementation of different mechanisms. The study focuses on the challenges of growth management mechanisms and its associated spatial governance approaches.

试论地方高校教育质量保障体系的建构

Parametrically Guided Non-parametric Regression

We present a new approach to regression function estimation in which a non-parametric regression estimator is guided by a parametric pilot estimate with the aim of reducing the bias. New classes of parametrically guided kernel weighted local polynomial estimators are introduced and formulae for asymptotic expectation and variance, hence approximated mean squared error and mean integrated squared error, are derived. It is shown that the new classes of estimators have the very same large sample variance as the estimators in the standard non-parametric setting, while there is substantial room for reducing the bias if the chosen parametric pilot function belongs to a wide neighbourhood around the true regression line. Bias reduction is discussed in light of examples and simulations.     

A Simulated Annealing Approach to Communication Network Design

This paper explores the use of the meta-heuristic search algorithm Simulated Annealing for solving a minimum cost network synthesis problem. This problem is a common one in the design of telecommunication networks. The formulation we use models a number of practical problems with hop-limit, degree and capacity constraints. Emphasis is placed on a new approach that uses a knapsack polytope to select amongst a number of pre-computed traffic routes in order to synthesise the network. The advantage of this approach is that a subset of the best routes can be used instead of the whole set, thereby making the process of designing large networks practicable. Using simulated annealing, we solve moderately large networks (up to 30 nodes) efficiently.
