“乡政村治”管理体制是适应村民自治的要求而产生的,也发挥了积极的作用。但是,“乡政村治”在运行中暴露了其在治理架构上的缺憾,导致在实践上的矛盾和管理中的偏差。矫正“乡政村治”管理体制,要明确界定各级的职能定位,理顺各组织之间的工作关系,创造村民自治的良好环境;探索卓有实效的方法,在真实、全面落实村民自治“四民主”上下功夫;从根本上转变农村社会治理的宗旨和理念;以政策调整为主线,加大中央和地方财政对农村的支持与反哺的力度,实现农村社会治理的和谐与村民自治的良性运转。  相似文献

Abstract

Objectives: Examining Psychological Distress (PD) among older Portuguese gay and bisexual men (GBM), and the mediator role of LGBT community connectedness (LGBTCC) of minority stress variables on PD. Methods: We performed a mediation analysis with LGBTCC as mediator between minority stress variables and PD with a sample of 110 elderly GBM. Results: We found moderate PD levels; LGBTCC was a significant mediator between concealment of sexual orientation and PD, but not between internalized stigma and expectations of rejection and PD. Conclusions: More attention is needed to Older Portuguese GBM’s mental health. LGBTCC is an important ameliorating factor for older GBM.  相似文献

This article compares the efforts of movement activists in three dissimilar groups to replace a stigmatized status with a valued one by portraying their groups as resembling established minorities (claims of contiguity in cultural space) and as differing from groups stigmatized as deviant (claims of distance). The most common claims assert similarity to African Americans, and frequently incorporate civil rights themes (exemplifying frame diffusion). Tactically, these minority status claims exploit both the resonance of cultural pluralism and state recognition of minorities. Strategically, minority status framing enables stigmatized groups to claim legitimacy without changing — simultaneously asserting both normality and difference.  相似文献

Drawing upon a narrative study investigating the personal experience of 20 non‐resident mothers in the UK, the paper discusses how the atypical nature of their situation poses a potential threat to women's identity at both the personal and the social level. It is argued that more constructive adjustment is linked to women's ability to maintain a positive view of themselves as a ‘good’ mother in spite of their non‐resident status and that providing opportunities for women to ‘tell their story’ may be helpful in this respect. In addition to the cathartic effect of openly sharing an atypical mothering experience and defending against negative social judgements, exploring narratives can open up space, creating opportunities for new meanings and possibilities to emerge.  相似文献

HIV/AIDS stigma and homophobia are associated with significant negative health and social outcomes among people living with HIV/AIDS (PLWHA) and those at risk of infection. Interventions to decrease HIV stigma have focused on providing information and education, changing attitudes and values, and increasing contact with people living with HIV/AIDS (PLWHA), activities that act to reduce stereotyped beliefs and prejudice, as well as acts of discrimination. Most anti-homophobia interventions have focused on bullying reduction and have been implemented at the secondary and post-secondary education levels. Few interventions address HIV stigma and homophobia and operate at the community level. Project CHHANGE, Challenge HIV Stigma and Homophobia and Gain Empowerment, was a community-level, multi-component anti-HIV/AIDS stigma and homophobia intervention designed to reduce HIV stigma and homophobia thus increasing access to HIV prevention and treatment access. The theory-based intervention included three primary components: workshops and trainings with local residents, businesses and community-based organizations (CBO); space-based events at a CBO-partner drop-in storefront and “pop-up” street-based events and outreach; and a bus shelter ad campaign. This paper describes the intervention design process, resultant intervention and the study team’s experiences working with the community. We conclude that CHHANGE was feasible and acceptable to the community. Promoting the labeling of gay and/or HIV-related “space” as a non-stigmatized, community resource, as well as providing opportunities for residents to have contact with targeted groups and to understand how HIV stigma and homophobia relate to HIV/AIDS prevalence in their neighborhood may be crucial components of successful anti-stigma and discrimination programming.  相似文献

Rehabilitation policies are becoming increasingly popular in eldercare as a means to ensure dignity and reduce costs. This paper examines the implications of rehabilitation within Danish homecare work, a type of work that is often stigmatized due to its associations with low‐status ‘dirty’ body work in old people's homes. The paper combines two research traditions: studies of dirty work and studies of body work. It draws on observations and focus groups in Denmark to explore how the introduction of rehabilitation changes the work of care workers, and how such changes are associated with a potential reshaping of stigma. In contrast to previous research, this paper shows that although rehabilitation was partly introduced to reduce stigma of this type of work, the practice of rehabilitation paradoxically reinforces the stigma that it attempts to manage. Thus, the analysis helps to improve our understanding of the ambiguous and varying ways rehabilitative eldercare reshapes and reinforces stigma and gender stereotypes among women who do ‘dirty’ body work.  相似文献

An art therapy-informed community arts project to reduce stigma towards people living with mental illness in Hong Kong included three phases: 1) a public exhibition to raise awareness; 2) a workshop for viewers to create response art and generate approaches to alleviate stigma; and 3) a forum for people living with mental illness and viewers to create art and discuss programmatic recommendations. Results suggested that: 1) art exhibits paired with reflection fostered empathy; 2) creating art promoted a wider perspective and initiated dialogue; and 3) collaborative art making facilitated meaningful interaction. These findings offer promising strategies for art and social change.  相似文献

This research describes strategies that immigrants deploy in face‐to‐face interactions with indigenous locals and links these strategies to their relational frames and networks. By focusing on interconnections between identity management and network management, the author further explores some of the key trends already documented in the contemporary literature on ethnicity. The article also adds new insight to the analysis of stigma and identity by showing how self‐friend and self‐stranger relationships present different opportunities and limitations for self‐presentation. Network fragmentation—commonly associated with a weak degree of social integration—is not necessarily an indicator of unsuccessful integration or segregation; it may be part of a wider immigrant identity project, a way to cope with stigmatization, and an important precondition for integration into mainstream society.  相似文献
