依托资源和特色优势:加快黑龙江省农村专业合作经济组织发展

黑龙江省农村专业合作经济组织虽然得到了一定的发展 ,但总体上仍是规模小 ,水平低 ,难以满足农业产业化发展的需要。应根据我国加入WTO后农产品市场及国际市场竞争规则的变化 ,借鉴国际农业合作社的发展经验 ,依托黑龙江省资源优势和特色优势 ,充分利用现代经营方式 ,在总结供销社改革和专业合作社发展经验的基础上 ,加强政策支持和引导 ,加快黑龙江省农村专业合作经济组织发展。     

New Public Management,Service Provision and Non-Governmental Organizations in Bangladesh

New public management (NPM) is now a universal phenomenon dominating the reform agenda of all countries. Bangladesh is no exception. Following the dismal performance of the state-led development the old paradigm of public sector has come under scrutiny. There is now a call for a minimal government. The scale of operations and the role of the government have to be drastically reduced to focus on core functions. In doing so, this will pave the way for the private sector and the civil society organizations to undertake developmental responsibilities in their areas of expertise. This article is an attempt to analyze the significant role played by Non-Government Organizations (NGOs) in rural development service provisions. It argues that the government has to share the developmental responsibilities with NGOs, which have proved their potential in reaching the target population and that an effective partnership is a sine qua non for the meaningful rural development in Bangladesh.     

Don’t Worry,She’ll Say it: A Tribute to Florence Lieberman

This paper presents a tribute to Florence Lieberman, a significant leader in the field of Clinical Social Work, who has been and continues to be highly productive and vastly influential. Throughout her career Florence has published books and articles that result from her intense and accurate concerns about social work practice, and particularly about practice with children. Florences academic career includes 20 years at Hunter College School of Social Work in New York. As an influential member of the Hunter faculty, she has played an important role in shaping the impact of social work philosophy on psychotherapy practice. Starting with her Charter membership in the National Association of Social Workers (NASW), she has been influential in the development of the Federation of Societies for Clinical Social Work (Federation), the National Academy of Practice (NAP), and the International Committee on the Advancement of Private Practice (ICAPP). Leadership, empowerment, and adherence to Social Works mission are themes that Florence Lieberman has enacted throughout her stellar career. The author discusses his experience with her, which illustrate these essential characteristics.Presented at the International Committee on the Advancement of Private Practice (ICAPP) Meeting on June 9, 2004.     

The Profile of Board Membership in Israeli Voluntary Organizations

This study of 161 nonprofit organizations in Israel was aimed at exploring the composition of boards, the methods employed to recruit new board members, and the selection criteria of board members. The results suggest that boards tend to be closed, elitist circles. Most organizations use mainly informal means to recruit new board members. The most important selection criteria were those related to interpersonal relationships, willingness to contribute time, and expressing an interest in working for the organization.     

Comparing Thistles and Roses: The Application of Governmental–Voluntary Sector Relations Theory to Scotland and England

Typologies of government–voluntary sector relations mostly categorize nation-level situations, and omit consideration of intra-national differences. They are also rarely subject to empirical testing and subsequent theoretical development. This paper reports on research to apply Kuhnle and Selle's (2002) relational typology, which characterizes the experience of “Britain,” to a study of Scottish and English voluntary organizations' relations with government. Contrary to Kuhnle and Selle, the paper demonstrates — through survey data — a divergence between Scotland and England, within the “British” context, and advances the case for further testing of such conceptual typologies. The methodological challenges in moving from a theoretical framework to a research design capable of field application, using survey methods, are illustrated and discussed. Further directions for theoretically led work are suggested.     

进城农民工就业质量新指标体系的构建与测算

基于2005年和2010年的“中国城市劳动力调查”的大样本数据,构建一个包括5个维度指标和14个二级评价指标的就业质量新指标体系,运用主成分分析法对进城农民工的就业质量状况进行了测算.结果发现,与2005年相比,2010年农民工就业质量状况有所改善,但就业质量水平依然不高;农民工的劳动权益保障状况十分堪忧,工作质量状况相对较差;随着年龄的增加,农民工就业质量指数总体上呈现出下降的趋势;随着受教育年限的增加,农民工就业质量指数总体上呈现出上升的趋势.     

中国农民工研究三十年———从个人的探索谈起

文章基于个人研究分析了中国农民工的产生与发展,研究观点大致可以概括为七个方面:一是农民工的分布与分类研究;二是钟摆理论;三是二元社区研究;四是散工研究;五是农民工与族群研究;六是农民工转型研究;七是城市新移民研究。 伴随城市化进程的深入,中国农民工研究又面临新的重要研究方向,中国农民工研究既是学科自身发展的需要,更是时代发展之需。     

城乡一体化进程中的土地流转模式研究

当前新农村建设与城镇化进程中存在一些结构性问题, 如“土地与人口”“土地与收益”“土地与城镇化”“土地与‘家’在何处”等关系问题。在各地推进城乡一体化发展的丰富实践中,广东“叶屋模式”与山东“东斟灌模式”具有制度创新的比较意义。广东叶屋村的土地整合,基本是一个土地重新分配、调整和置换的过程,是由村民自主发动、自主协商、自主整合的自治实践,是基于反复协商讨论、民主决策之上重新组织化的自我行为。而山东寿光东斟灌村,以蔬菜大棚种植为主导型产业,以土地股份合作社的土地入股制度为核心,加之果蔬合作社、资金合作社一体联动,走出一条合作化规模农业发展之路。二者反映出一条共同规律：土地制度仍是新农村建设中的核心制度,土地仍是城镇化进程中最后的保障制度。　未来,要在城乡一体化发展的大视角下,推动城乡一体进步的“一体化制度安排”,必须思考以下问题及其所催生的制度性变革：农业现代化与当地城镇化、城市国有土地与农村集体土地、农民-农民工-市民三个方面的“一体化制度安排”。     

住房公积金支持农民工购房的路径研究

［摘要］将农民工纳入住房公积金覆盖面具有较强的经济及社会意义。农民工缴存公积金的主观意愿较强烈,但经济能力不足成为制约农民工购房的重要因素。研究显示,农民工 对住房公积金的了解和评价皆不高,且呈现出区域差异性特征。同时,农民工分布区域差异性制约了住房公积金扩面改革,公积金的错位补贴加剧了农民工购房压力,住房公积金 制度的普惠功能也急需改善,这些都成为制约住房公积金扩面改革惠及农民工的现实因素。提出建立公开规范的农民工住房公积金缴存制度、推行区域差异性住房公积金政策、支 持住房公积金异地贷款政策、加强住房公积金的住房金融功能等措施,以真正发挥住房公积金对农民工的住房保障功能。
