从虚拟企业运营过程来看,目标管理可以贯穿全过程,具有对虚拟企业的控制作用和自我约束作用,并能够保证其成员努力方向的一致性;虚拟企业的目标管理可以分解为可具体操作的四个阶段,每一个阶段都形成一个完整的目标体系,其中还存在有小目标体系,阶段的目标体系又是整个虚拟企业运营的目标体系的分解。     

Recruiting Participants for Community Practice Interventions

ABSTRACT

This paper focuses on recruiting participants for community practice interventions. We begin by presenting a case study of the recruitment methods used in a community-based development effort in the southeastern United States. In the next sections, we review some key issues in recruitment as discussed in the community practice and social movement literatures, and use them to reflect upon the case study. In the final section, we try to make social movement theory more accessible to community practitioners by developing a set of principles for use in recruitment.     

Community Development as a Public Sector Agenda

Abstract

This paper documents how one Department of Recreation in a large city underwent a planned change effort which transformed some 200 site managers into active community organizers. Based on the philosophy of a very dynamic new commissioner (a former community organizer), city employees enhanced local civic participation and forged a partnership between the public and private sectors as well as with local residents. The paper presents the guiding philosophy, implementation steps, an assessment of the impact of the change, and a discussion of the potential of such a process which can be adopted nationwide.

论非法组织卖血罪的几个争议问题

本文剖析了非法组织卖血罪的主要的组织卖血的形式，并认为与“血霸”、“血头”勾结的相关采供血及血制品生产单位的人不能都认定为是共犯；以组织者无需为能够卖血再进行下一环节活动时为犯罪既遂的标准；犯本罪对他人造成伤害转化故意伤害罪的规定，同样适用于本罪，但对伤害无论理解为“轻伤”还是“重伤”都存在罪刑不均衡的问题，但以理解为“重伤”为宜；这里的“他人”应该是指卖血者本人不包括用血者。     

基于管理职能视角的高校学术管理组织问题及对策分析

遵循高校学术管理的内部规律进行卓有成效的改革,有利于加强学术管理的科学性、民主性,有利于完善大学组织结构,充分发挥我国大学学术管理组织的作用。本文以重点高校为例,使用文献法、访谈法剖析了高校的学术管理组织结构、人力资源管理等组织的职能管理机制。针对某些高校学术管理组织存在的突出弊病,文章提出了初步的组织改革建议。本文试图提供一个可供借鉴的高校学术管理模式创新思路,以此来优化高校学术管理组织的结构。     

In Praise of Community Organizers

Community organizing was an issue of discussion during the 2008 U.S. presidential campaign. Rather than celebrate its rich history of advocating for labor reform and community revitalization, noted opponents of former community organizer Barack Obama, including Republican vice-presidential candidate Sarah Palin, decided to make grassroots community organizing the target of their ridicule and scorn. Given group work's close association with community organizing, in this article in the Social Work with Groups journal, the author aims to set the record straight.     

Building Community Capacity to Advocate for Policy Change: An Outcome Evaluation of the Neighborhoods Working in Partnership Project in Detroit

This article presents results of the outcome evaluation of Neighborhoods Working in Partnership (NWP), a community-based participatory research project of the Detroit Community–Academic Urban Research Center, designed to enhance policy advocacy skills through training and support, thereby increasing community capacity, engagement, and empowerment of Detroit residents to change policies. Focus groups and conversational interviews were conducted with NWP participants. Results indicate that the workshop empowered participants and enhanced dimensions of community capacity. Participants reported engaging in policy advocacy activities and various policy successes. Participants identified challenges and facilitating factors to their policy campaigns. Recommendations for similar trainings are provided.     

Building Solidarity Through Difference: A Practice Model for Critical Multicultural Organizing

ABSTRACT

Building solidarity is perhaps the most crucial, yet under-theorized, process in organizing for social change. Traditional models of union and neighborhood-based organizing associate solidarity with commonality, as opposed to difference. However, this traditional organizing model is being forced to adapt to an increasingly multicultural context, presenting a need for rethinking past practices and creating new frameworks for multicultural organizing. Theoretical work on the topic has been relatively detached from action on the ground, with few efforts to translate it into community organizing practice. This article develops a practice model for critical multicultural organizing drawing on a five-year qualitative, participatory evaluation of youth participation in grassroots community organizations. As well as offering insight into the efforts of young people to organize around neighborhood issues in largely low-income and racially diverse communities of color, the cases highlight inclusive practices that will help any organization become more sustainable and effective.     

Fossil Fuels and Food Security: Analysis and Recommendations for Community Organizers

ABSTRACT

This paper examines the relationship between fossil fuels and food security and makes recommendations for community organizers. During the 20^th century, North America's food system grew critically dependent on oil and natural gas for production, processing, and transportation. The authors argue that numerous petroleum-related factors including supply problems, increasing global demand, and geopolitical tensions may now threaten food security. Various approaches to reducing fossil-fuel dependency and increasing local food production are explored. The authors conclude that community organizers can make important contributions to local food security, and they provide specific recommendations and resources for doing this.
