The smooth integration of counting and absolute deviation (SICA) penalty has been demonstrated theoretically and practically to be effective in nonconvex penalization for variable selection and parameter estimation. However, solving the nonconvex optimization problem associated with SICA penalty in high-dimensional setting remains to be enriched, mainly due to the singularity at the origin and the nonconvexity of the SICA penalty function. In this paper, we develop a fast primal dual active set (PDAS) with continuation algorithm for solving the nonconvex SICA-penalized least squares in high dimensions. Upon introducing the dual variable, the PDAS algorithm iteratively identify and update the active set in the optimization using both the primal and dual information, and then solve a low-dimensional least square problem on the active set. When combined with a continuation strategy and a high-dimensional Bayesian information criterion (BIC) selector on the tuning parameters, the proposed algorithm is very efficient and accurate. Extensive simulation studies and analysis of a high-dimensional microarray gene expression data are presented to illustrate the performance of the proposed method.  相似文献

Les auteurs étudient l'effet des obstacles aux échanges internationaux de biens et de services sur les marchés du travail des pays producteurs en partant des estimations du BIT sur l'emploi imputable aux chaînes d'approvisionnement mondiales. L'analyse empirique confirme largement les prédictions d'un modèle théorique calibré avec des données de la base WIOD (2000 et 2011). Les obstacles au commerce de produits manufacturés ou de services ont un effet transfrontalier, intrasectoriel et intersectoriel, sur l'emploi, qui reflète l'interdépendance croissante entre pays et secteurs. L'effet intersectoriel s'affirme avec le temps. Les politiques commerciales semblent donc pouvoir avoir des effets externes importants sur les marchés du travail étrangers.  相似文献

The European Union’s (EU) Youth Guarantee aims to improve the labour market situation of young people. Rather than prescribing a uniform policy model, it acknowledges that supportive measures need to align with national, regional and local circumstances. It thus seeks to promote mutual policy learning through the open method of coordination. As an innovative measure, the EU has deployed funding programmes to support the domestic measures related to the Youth Guarantee. We therefore examined in this study whether this mix of recommendations and financial incentives has entailed a convergence of member state policies. Our analysis of policy outputs for the period 2007?2014 yields a mixed empirical picture. There is catching‐up convergence regarding policies’ sectoral coverage but increasing divergence concerning the number of adopted policy instruments. The first two years of financial incentives did not produce any effect on enhancing policy experimentation among less active member states. We offer an optimistic and a pessimistic interpretation of these findings.  相似文献

The Government of Cambodia is implementing ambitious reform initiatives to improve the country's social health protection system. In January 2018, it was announced that the Health Equity Fund (HEF), which is fully subsidized by a joint government‐donor initiative for the reimbursement of user fees for the poor at public health facilities, is to be expanded to some segments of informal workers belonging to associations, as well as to commune and village chiefs. Since 2017, the National Social Security Fund (NSSF) has provided social health insurance for formal economy workers in enterprises with eight employees or more. In January 2018, it was expanded to civil servants and all employees regardless of the size of the enterprise. However, this article highlights that the new ambitious reforms are not accompanied by careful planning as regards funding, service delivery, human resources and institutional design. This article therefore aims to examine key policy issues and challenges for Cambodia's ambitious reform of its social health protection system in terms of resource generation, population coverage, strategic purchasing and governance.  相似文献

With an emphasis placed on supply‐side interventions such as skills training and incentives enhancement, active labor market polices (ALMPs) are strongly promoted by international organizations and widely adopted across different welfare regimes to boost employment rates. This article first presents the under‐examined relationship between ALMPs and employment precariousness, which has posed a challenge to the neoliberal notion of employability and activation. Youth‐focused employment policies tend to speed up employment entry whilst downplaying the risk of precariousness and the importance of job quality, and thus further reinforcing the belief that engaging in precarious employment is tolerable if not inevitable. The article then examines the case of Hong Kong, which illustrates that its relatively low rate of youth unemployment may conceal the unfavorable employment conditions confronted by youth. It is argued that the service‐led employment policies and short‐term vocational training define the employability of young workers in terms of labor flexibilities. The coined phase of “flexi‐employability” is characterized by promoting youth's readiness for, and adaptability to, the volatilities and changing demands of the labor market. Arguably, the disciplinary approach to youth activation would only strengthen the work‐first principle by enforcing young people to take up jobs available and leave welfare as soon as possible, but without thoroughly addressing the risks and insecurities generated by the labor market in undermining their well‐being.  相似文献

L'auteur évalue la ségrégation professionnelle selon la durée du travail dans quinze pays européens, à partir de données de l'Enquěte européenne sur les forces de travail. Il recherche les déterminants de cette ségrégation par une analyse de régression reposant sur trois groupes d'indicateurs (quantité d'emploi, qualité de l'emploi et institutions). De façon générale, la ségrégation observée est plus forte chez les hommes que chez les femmes, et chez les jeunes que chez les adultes. Elle est plutôt corrélée avec la quantité d'emploi chez les hommes, alors que des variables des trois groupes d'indicateurs interviennent chez les jeunes et les femmes adultes.  相似文献

La mesure du travail des enfants est une entreprise difficile et incertaine, mais cruciale puisque le ciblage de l'aide en dépend. Dans ce contexte, l'auteure montre à partir de données tanzaniennes, et en utilisant deux définitions du travail des enfants, que le choix du répondant influe considérablement sur les chiffres obtenus, supérieurs de 35 à 65 pour cent quand ce sont les déclarations des enfants qui sont prises en compte plutôt que celles des adultes. Le biais touche 14 à 31 pour cent de l'échantillon. L'écart diminue avec l'âge de l'enfant et se creuse lorsque le répondant adulte est hostile au travail des enfants.  相似文献

L'effet des envois de fonds sur les indicateurs du marché du travail est abondamment traité dans la littérature, à partir de microdonnées en général. Les macrodonnées, plus rarement utilisées, posent un problème d'endogénéité lié aux corrélations possibles de la variable relative aux transferts. Dans cette analyse, fondée sur des données de panel relatives au Mexique, les auteurs cherchent à contourner le problème en utilisant un estimateur GMM en système. Ils montrent que les envois de fonds élèvent les taux d'activité tout en réduisant le nombre des heures travaillées, la fréquence de l'emploi «critique» (c'est‐à‐dire de mauvaise qualité) et la durée des épisodes de chômage.  相似文献

Following the release of the Intergenerational Report, the Australian Treasury identified the levers to address the economic effects of demographic ageing as ‘the three Ps’: population, participation and productivity. To date, the first ‘P’, population, has been treated as an exogenous factor, with the common view being that there is very little that the government can do to supplant demographic ageing. Focusing upon labour supply, this paper shows how variation in Australia’s underlying demography can significantly alter Australia’s future labour supply. Although governments cannot redirect the cohort flow component of population ageing, much can be achieved in promoting growth of the labour supply by maintaining or increasing fertility (in the longer term), or increasing targeted migration (in the short to medium term). This paper also decomposes the relative role of cohort flow, changing demography and changing labour force participation on the growth of the labour supply over the past 20 years. Over this period, the entry of the baby boom generation (cohort flow) and increased labour force participation of women accounted for almost all of the growth in the labour force. Changing demography had very little effect. However, Australias future labour supply will not include a large increase in cohort flow (as caused by the baby boomers) or a very large increase in female labour force participation. Regardless of the assumptions used, labour supply growth will be considerably lower in the next and subsequent 20 years, when compared to the previous 20.  相似文献
