Reinvigorating the social contract and strengthening social cohesion: Social protection responses to COVID-19

The COVID-19 pandemic has exposed the vulnerability of those who are inadequately covered by social protection in more and less developed countries alike, and has exacerbated the fragility of a social contract that was already under strain in many countries. A weak social contract in the context of an exceptional crisis poses a very real risk to social cohesion. Nevertheless, many States have reasserted themselves as the guarantor of rights by protecting public health and incomes. By sustaining these measures, economic recovery will be supported which will help minimize risks that may weaken social cohesion. However, this is a fast-moving, inherently unstable and protracted crisis. Social protection stands at a critical juncture. Decisive policy action will be required to strengthen social protection systems, including floors, as one of the cornerstones of a reinvigorated social contract.     

Contribution analysis to analyze the effects of the health impact assessment at the local level: A case of urban revitalization

The health impact assessment (HIA) is a tool used to estimate the potential impact on health of non-health-related proposals prior to implementation. While it is increasingly used in Quebec, Canada, studies have not analyzed its medium-term impacts and potential long-term impacts. We conducted a contribution analysis using in-depth interviews with key stakeholders, as well as documents, observation and images related to HIA in order to analyze its impacts on the revitalization of road infrastructure, parks and green spaces, and residential housing. Our analysis not only reflects on the decision-making process through the adoption and implementation of HIA recommendations, but also on the link between actions implemented in the field and health outcomes.

Les principes – énoncés dans sa Constitution et dans la Déclaration de Philadelphie – qui définissent les missions de l'OIT n'ont rien perdu de leur valeur ni de leur actualité. En revanche, les conditions dans lesquelles ces missions s'exercent ont profondément changé. Le monde du travail est aujourd'hui le théâtre de bouleversements écologiques, technologiques et institutionnels, qui sont autant de défis à relever. La contribution de l'OIT à cette tâche devrait s'ordonner autour de trois principes, dont la mise en œuvre correspond à ses missions constitutionnelles: les principes de solidarité, de démocratie économique et de responsabilité socio-écologique.

Des observations sur la manière dont le droit de l'Union européenne fait place aux instruments destinés à assurer la protection des travailleurs élaborés à l'échelle internationale ou à l'action des organisations internationales pour la protection des droits sociaux, cette contribution tire une typologie destinée à mettre au jour les liens, souvent tenus mais d'une grande diversité, qui rattachent le droit européen au «droit international du travail», au sens large.     

L'effet des obstacles aux échanges sur l'emploi généré par les chaînes d'approvisionnement mondiales

Les auteurs étudient l'effet des obstacles aux échanges internationaux de biens et de services sur les marchés du travail des pays producteurs en partant des estimations du BIT sur l'emploi imputable aux chaînes d'approvisionnement mondiales. L'analyse empirique confirme largement les prédictions d'un modèle théorique calibré avec des données de la base WIOD (2000 et 2011). Les obstacles au commerce de produits manufacturés ou de services ont un effet transfrontalier, intrasectoriel et intersectoriel, sur l'emploi, qui reflète l'interdépendance croissante entre pays et secteurs. L'effet intersectoriel s'affirme avec le temps. Les politiques commerciales semblent donc pouvoir avoir des effets externes importants sur les marchés du travail étrangers.     

Social health protection in Cambodia: Challenges of policy design and implementation

The Government of Cambodia is implementing ambitious reform initiatives to improve the country's social health protection system. In January 2018, it was announced that the Health Equity Fund (HEF), which is fully subsidized by a joint government‐donor initiative for the reimbursement of user fees for the poor at public health facilities, is to be expanded to some segments of informal workers belonging to associations, as well as to commune and village chiefs. Since 2017, the National Social Security Fund (NSSF) has provided social health insurance for formal economy workers in enterprises with eight employees or more. In January 2018, it was expanded to civil servants and all employees regardless of the size of the enterprise. However, this article highlights that the new ambitious reforms are not accompanied by careful planning as regards funding, service delivery, human resources and institutional design. This article therefore aims to examine key policy issues and challenges for Cambodia's ambitious reform of its social health protection system in terms of resource generation, population coverage, strategic purchasing and governance.

“对话”是巴赫金理论体系中的核心概念,它体现了他的认识论、存在论和价值论等多方面的重要思想。然而,美国著名解构主义思想家保罗·德曼却以语言的修辞性为基本立场,把对话看作是解构巴赫金思想体系的重要的“墙角石”：第一,对话作为理论术语和巴赫金现实生活的潜意识对应,在某种程度上会影响其理论体系向艺术创作的辐射力度,造成阅读过程中的盲视;第二,对话作为文艺研究方法,忽视了虚构与现实之间的关系,否认文本语言的转义性,造成了阅读过程中诗学话语和阐释话语两种阅读模式之间的不确定性。     

悲剧意识与文化传统

人类发展和人类社会形态更替过程都包含了悲剧性。只有人们正确地认识和把握现实的悲剧性,并想改变自己的生存困境,悲剧意识才可能形成。悲剧意识是指在人类发展过程和社会发展进程中,体现在某些人物身上的那种“无为而为”的心理倾向,即某些人明知他们将来的所作所为一定会失败(实际上也会失败),却仍然锐意去追求、奋斗、牺牲的心理趋势。它由两个部分构成:一、人类生存和社会发展的困境;二、人类对人类生存和社会发展困境的超越、应战的精神。西方文化决定了它的悲剧意识表现形态,西方人的悲剧意识表现得深刻、彻底,中国文化决定了它的悲剧意识表现形态,中国人悲剧意识表现得浮泛、留有余地。
