论市场经济条件下警察道德建设的基本对策

市场经济条件下,警察道德建设日益为人们所重视,加强警察道德建设,必须进一步把警察道德规范制度化,加强警察的道德教育和自我道德修养,为提升警察道德水平提供正当合理公正的制度安排,加强对警察道德行为的监督,加强对警察道德的法律建构等等,这样,在实践操作中,把自律和他律结合起来,形成一种合力来加强警察的道德建设,从而使警察真正做到“立警为公,执法为民”。     

警察权运行的现状与完善：基于宪政理论的框架分析

宪政理论对我们重新界定警察权、规范和完善警察权的运行具有很大的理论价值和方法论意义。宪政框架下的警察权应该是法治的、有限的、廉洁高效的和透明的，但现实中的警察权在运行中存在着定位不准、监督不力，绩效评估制度不完善的困境。宪政框架下警察权完善的途径与目标：建设宪政民主；加强党的执政能力建设；警察权的重新定位；合理的绩效评估制度；构建社会主义和谐社会。     

Can social workers and police be partners when dealing with bikie-gang related domestic violence and sexual assault?

Welfare and criminal justice systems manifest different goals, cultures, values and working methods. In Australia, the welfare sector has a culture of empowerment and concern for victims’ rights, within which social workers focus on social justice and social change. In contrast, the criminal justice sector (police) is patriarchal and para-military in structure, focusing on enforcing and maintaining community order and safety. These differences can create tension when social workers and police need to work as partners in response to violence against women, in particular violence against women from bikie gangs. This article addresses the issue of partnerships between social workers and police when working with abused bikie-gang women. It presents the findings of recent research into social work practice with such women in South Australia, in conjunction with a brief exploration of the international literature on social work and police cultures, and partnerships. It concludes that whilst there is a great need for genuine collaboration and partnership between social workers and police in the complex context of domestic violence with links to organised crime, the cultures and mandates of these different professions make this difficult.     

中国近代高等警察教育综论

中国近代高等警察教育产生于20世纪初,大致经历了清末民初、北京警官高等学校、南京中央警官学校等三个发展阶段.作为中国近代高等职业教育的重要组成部分,中国近代高等警察教育在最初模仿和照搬日本、欧美的办学经验之后,逐步摸索出一条结合中国国情的多元化借鉴的发展道路,形成了受到历届政府高度重视的强调警察专业化建设和军事化管理的办学模式,对中国近代警政建设起到了十分重要的推动作用.     

A response to M. Stone: 'How not to measure the efficiency of public services (and how one might)'

Summary.  This is a response to Stone's criticisms of the Spottiswoode report to the UK Treasury which was responding to the Treasury's request for improved methods to evaluate the efficiency and productivity of the 43 police districts in England and Wales. The Spottiswoode report recommended uses of data envelopment analysis (DEA) and stochastic frontier analysis (SFA), which Stone critiqued en route to proposing an alternative approach. Here we note some of the most serious errors in his criticism and inaccurate portrayals of DEA and SFA. Most of our attention is devoted to DEA, and to Stone's recommended alternative approach without much attention to SFA, partly because of his abbreviated discussion of the latter. In our response we attempt to be constructive as well as critical by showing how Stone's proposed approach can be joined to DEA to expand his proposal beyond limitations in his formulations.

据调查,四川省公安民警中有心理障碍的已达5%,说明公安民警队伍的心理健康问题堪忧。招收公安民警时未作心理素质检查,因而部分民警心理素质“先天”不高;民警工作超负荷,职业风险和压力增大,事业与家庭的矛盾突出,待遇较差等,导致其产生心理问题。因此,应建立公安民警心理健康服务中心和完整的心理训练体系。使民警通过心理咨询,克服心理障碍;通过心理学基本知识的学习和心理控制能力等的训练,提高心理素质。同时,贯彻“从优待警”政策,解除民警的后顾之忧。     

警服对人认知的影响研究

通过实验手段对警服在对人的认知中产生的影响进行了研究.结果证明,警服对人的认知会产生重要影响,而且这种影响与穿着者的性别有关.     

Introducing audio-vision into evidence: the impact of audio recordings and their technical limitations in police use of force cases

ABSTRACT

This article explores the technical limitations of audio recordings and how those limitations impact the reliability of sound evidence in police use of force cases. In audiovisual recordings, audio is often assumed neutral, redundant or to have the same limitations as its visual counterpart. Bringing together film theorist Michel Chion’s concept of audio-vision and the technical specifications of mobile audio recording, this article highlights how design priorities and compression processes can influence the way sound evidence is perceived. By failing to acknowledge audio recordings as distinct from their visual counterparts, they are rendered invisible and are therefore under scrutinized throughout legal processes. This neglect becomes notably problematic in cases of police use of force where audio/visual recordings often work to bolster the already privileged officer testimony.     

论警察的文学形象——公安文学叙事话语范式分析

公安文学作品中警察叙事的话语范式包括政治话语、日常话语、先锋话语、消费话语四种,它们各自表征着社会阐述我国警察的不同知识样式。但公安文学要健康发展并最终有利于中国警察的健康发展,必然要坚持对警察的正义姿态和英雄精神的叙述,也即必然要形成以政治话语范式为主导的警察叙事。     

治理通货膨胀预期应成为宏观政策关注的新视角

通货膨胀既可以是供求失衡导致的，也可以是货币膨胀导致的。在世界经济迅猛发展的今天，通货膨胀发生发展的机理也存悄然发生着变化，正是这些变化，使得通货膨胀对社会经济的影响已经前置到通货膨胀预期对经济发展的影响。本文以中国经济企稳过程为真实背景，初步探讨通货膨胀预期的负效应及治理的政策路径，尽管存在个案特征，但仍不失为一种分析思路。
