试析黎锦熙先生拼音规划研究的主要理念

黎锦熙先生在研究拼音规划的过程中,灵活处理标准音和方音的关系,客观处理利用汉字和走向拼音的关系,务实处理音节传统拼写法和现代拼写法的关系,辩证处理普及和提高的关系。黎先生不避俗浅,务求实用,热心语文普及运动的学风对当今的语言文字研究很有借鉴意义。     

Pollutant Ground Concentrations of Nonneutrally Buoyant Particles

A methodology is suggested for the estimation of the mass density and the cumulative ground deposition of a nonvolatile, nonneutrally buoyant, air pollutant (liquid or solid) released from a polluted column (following an explosion caused during routine operation in, e.g., the chemical industry or due to any kind of hostile act) and deposited on the ground via gravitational settling. In many cases, the deposited mass due to gravitational settling constitutes a significant fraction of the original inventory released from the source. Implementation of the methodology in preliminary risk assessments can serve as an efficient tool for emergency planning for both immediate and long‐term measures such as evacuation and decontamination. The methodology considers, inter alia, an estimation of the critical particle diameter, particle size, and mass distributions along the polluted column. This methodology was developed to apply in rural regions since proper application of relevant meteorological input data can be accomplished mainly for such areas.

Enhancing the Career Planning Self-Determination of Young Adults with Mental Health Challenges

The impact of an intervention on the self-determination and career planning engagement of young adults with mental health challenges was studied. Sixty-seven young adults, 20 to 30 years of age, with mental health diagnoses (e.g., depression, bipolar disorder) were randomly assigned to intervention and control groups. Statistically significant greater increases were made by the intervention group versus the control group for self-determination and career planning engagement, and self-determination at least partially mediated increases in career planning engagement. With career planning self-determination interventions, young adults with mental health challenges might be able to achieve better career and life outcomes than is typical for this population.     

Need,well‐being and outcomes: the development of policy‐thinking for children's services 1989–2004

This paper describes how government policy thinking about the well‐being of children and young people developed between the Children Act 1989 and the Children Act 2004. These two Acts are milestone statements about how services to children in England and Wales should be delivered. It is an account informed by the author's own experience as a government adviser on children's social care over much of this period and supporting documentation. It traces the strands of government policy thinking about how to deliver services for children from children in need to the articulation of the five Every Child Matters outcomes. It argues that attempts to achieve coordinated service planning for children and young people played a significant role in the formulation of shared objectives and the articulation of child outcomes. However, it argues that looking at real outcomes exposes how children in the UK do relatively badly compared with other rich nations. It questions whether we can realistically expect our services to deliver significantly improved outcomes given the impact of enduring inequality in our society. This paper is dedicated to the memory of David Lambert CBE, former Assistant Chief Inspector of the Social Services Inspectorate in London, who died suddenly on 7 October 2010. He lent me articles to assist me in writing this paper.     

重庆市农民工市民化的教育培训资源统筹对策

城乡统筹的实质是资源的统筹.在重庆市“千万农民变市民”的社会大试验中,教育与培训将发挥重要作用.目前,重庆市农民工的教育与培训存在较多问题,直接影响了农民工市民化的进程,根源在于资源统筹乏力.应当根据科学发展观的要求,加强重庆市农民工的教育培训资源统筹.文章对重庆市实施制度、机构、经费、师资、信息资源这“五大统筹”和统筹模式变革提出了对策建议.     

基于产业融合的新农村景观生态规划——以重庆种苗科技城为例

在“农业与旅游业”相互融合的前提下对重庆种苗科技城进行调研和论证,提炼出了种苗科技城的“三级形象”规划理念,以生态学理论为基础对种苗科技城进行景观规划,旨在创造新型的基于产业融合的新农村景观,为今后农业园区的建设提供参考.     

分布式室内移动机器人的定位与导航

针对当前移动机器人定位与导航成本较高的问题,提出了一种低成本、高性能的分布式导航方案。以性价比较 高的RPLIDAR激光传感器为核心,采用分布式软件的设计思想,设计了传感器的软件接口;采用DWA方法进行局部路 径规划。设计实现了移动机器人的定位与导航。实验结果表明该方案具有可行性与高效性。     

德国保护地体系评述与借鉴

德国保护地体系是沿袭历史逐步形成的。首先论述了德国保护地体系的法律基础,并对11类德国保护地的定义、现状和管理事权进行了解释。继而对德国保护地体系进行归纳总结:各类保护地由《联邦自然保护法》统筹、分级管理,以自然保护为核心目标;各类保护地地界交织现象广泛存在,从而实现更广泛的连接;关注文化与自然的融合,强调文化景观管理;各类保护地倾向不同功能,平衡保护与利用并合理发展可持续旅游;法治巩固本土特色的保护地。最后对我国的保护地体系进行相关思考:法定保护地须纳入国土空间规划;包容自然与文化景观的保护地可与"自然公园"相得益彰;对保护地的利用及管理需要通过统一规划实现。
