Citizens' Anti-highway Revolt in Post-Pinochet Chile: Catalyzing Innovation in Transport Planning

During the last third of the 20th century, citizens throughout North America and Europe organized protests against urban highway projects, influencing urban transport planning in ways that shape its evolution to this day. With the globalization of car-centred urban planning models, some similar movements have emerged in developing countries. What, if anything, can they tell us about citizens' role in innovation to achieve more socially just, good and livable cities? Using a multidisciplinary approach grounded in planning theory and a local adaptation of participatory action research methods, this study explores lessons from an anti-highway movement in Santiago, Chile (1997). This study contributes citizens' perspective on crucial issues within the philosophy and history of city planning, examining shifts in governance that can significantly influence the potential for change in planning and city systems, even under adverse conditions. Is improving participation just a matter of ‘getting the process right’? This experience indicates that it requires re-formulating frameworks to encompass democratization, fostering multi-scalar, self-generating civil society organizations, and focusing on the role of organized citizens, rather than individuals, as they act on policy ecologies. The evidence from this Santiago case supports Portugali's argument that planning is both a profession, exercised by especially trained ‘experts’, and a skill exercised by citizens working from their everyday expertise. This example explores the mechanisms through which, even in a relatively hostile environment, self-generated citizen organizations may play a significant role in contesting business-as-usual debates and achieving innovative policies favouring greater equality and sustainability.     

大宗物资集中采购的调运计划研究

大宗物资调运问题是一个受多因素影响的复杂问题,一般来讲,其调运数量大、地域跨度大、时间紧。如何协调供需以及运输能力,保证物资采购部门的经济利益是本文所要研究的问题。本文首先给出了大宗物资集中采购的调运模式,然后针对采购部门在大宗物资调运过程中遇到的困难,为采购部门提出了以获取数量折扣、准时采购、降低库存成本和协调运输能力为准则的调运计划模型。数值计算表明应用本文所建模型编制调运计划能够达到降低采购费用、协调运输能力的目的,为大宗物资调运计划的编制提供了一种较为有效的方法。     

Economic Evaluation of Scale Dependent Technology Investments

We study the effect of financial risk on the economic evaluation of a project with capacity decisions. Capacity decisions have an important effect on the project̂s value through the up‐front investment, the associated operating cost, and constraints on output. However, increased scale also affects the financial risk of the project through its effect on the operating leverage of the investment. Although it has long been recognized in the finance literature that operating leverage affects project risk, this result has not been incorporated in the operations management literature when evaluating projects. We study the decision problem of a firm that must choose project scale. Future cash flow uncertainty is introduced by uncertain future market prices. The firm's capacity decision affects the firm's potential sales, its expected price for output, and its costs. We study the firm's profit maximizing scale decision using the CAPM model for risk adjustment. Our results include that project risk, as measured by the required rate of return, is related to the inverse of the expected profit per unit sold. We also show that project risk is related to the scale choice. In contrast, in traditional discounted cash flow analysis (DCF), a fixed prescribed rate is used to evaluate the project and choose its scale. When a fixed rate is used with DCF, a manager will ignore the effect of scale on risk and choose suboptimal capacity that reduces project value. S/he will also misestimate project value. Use of DCF for choosing scale is studied for two special cases. It is shown that if the manager is directed to use a prescribed discount rate that induces the optimal scale decision, then the manager will greatly undervalue the project. In contrast, if the discount rate is set to the risk of the optimally‐scaled project, the manager will undersize the project by a small amount, and slightly undervalue the project with the economic impact of the error being small. These results underline the importance of understanding the source of financial risk in projects where risk is endogenous to the project design.

我国目前工程造价管理限于“工程发包与承包价格”的管理,而且造价管理注重于计价依据、形式、主体资格等方面,相对孤立,未与工程项目其他要素联系起来,将其作为工程项目系统的一个子系统看待。项目管理的思想重在系统性(整体性)和过程性,将这两个特点引入造价管理,在工程项目造价的整体目标、系统控制、综合管理、全面构成、动态计算、过程性评价等方面能有所改变,从而在一定程度上突破现行管理模式和内容。

跨地域ERP项目管理控制的应用研究

ERP项目的实施很难,而负责一个跨地域的ERP项目就更难。这需要项目经理具有项目管理经验的同时,还应该采用一些先进的项目管理工具以及高效的项目沟通手段解决跨地域带来的项目沟通问题。本文介绍了Project 2003以及远程控制软件Radmin在项目管理上的应用实例,对同类项目的管理控制有一定的启发和帮助。

本文明确了融资代建制的概念,将公共工程项目–项目融资–代建制联系起来,构建了公共工程项目融资代建制模式框架为:二个层次、三种管理和三项保证。进一步指出融资代建制是有中国特色的PFI,是公共工程项目建设管理的创新模式。
