养老金待遇确定机制是公共养老金制度的核心内容之一。从三个方面系统研究了美国社会保障退休金确定机制:在退休年龄方面,实现了劳动关系和社会保障关系的相对分离,通过引入“全额领取年龄”建立了“早减晚增”式初始退休金调节机制;在计算办法方面,建立了基于个体的、全国统一的基本保险金额计算办法,并通过分级加权实现了收入再分配和减少老年贫困等功能;在待遇调整方面,建立了基于生活成本调整的退休金指数化自动调整机制。立足我国基本养老保险制度实践、借鉴美国退休金制度设计经验,本文认为我国基本养老保险待遇确定机制改革的方向是引入较为宽松灵活的退休政策、待遇计发与全国性指标挂钩以促进全国统筹和制度公平、增强待遇计发对参保和缴费行为的激励作用、尽快建立科学合理的待遇调整机制。 相似文献

This study analyses the expected changes in survivors’ pensions resulting from the permanent rules of the 2019 pension reform in Brazil. Actuarial annuities are used for representative worker profiles. The dispersion in the replacement rate values decreases, except for the highest income level. The rates needed to finance survivors’ pensions decrease relatively more than do the rates for old-age pensions. The internal rates of return significantly decrease. There is a heterogeneous change in the distributive aspects of the pension system. The reform shall affect the adequacy and intragenerational equity of old-age and survivors’ pensions. 相似文献

Accelerated population ageing in Algeria threatens the financial sustainability of its pay-as-you-go retirement system. Reform is a necessity, with options ranging from simple parametric reforms to important systemic changes. Prior to undertaking systemic reforms, it is worthwhile to investigate whether parametric reforms can place the system on a financially sustainable footing. In this article, we used a multi-scenario analysis that crosses the possible reform actions with possible socioeconomic scenarios. The results show that when using the most favourable scenarios, the financial balance of the Algerian system will remain negative in the short and long term. Implementing major parametric reforms can only help reduce the deficit and make it stable over time. Thereafter, systemic reforms will have to be implemented. 相似文献

This article draws on interviews with 164 young beneficiaries (of) and 128 professionals in charge of lifelong learning policies in eighteen regions located in nine member states of the European Union in 2017. Drawing on the concept of ‘opportunity structures’, we analyse variations between regional institutional arrangements and interactions between professionals and young adults. Our findings suggest that the crux of lifelong learning policies is the coordination between different policy areas so that they can respond to the multidimensional challenges that young adults face during their life transitions in diverse regional contexts. 相似文献

This study examined talk by parents about the early years transitions of their children (n = 7) in the context of parental non-standard working hours and Finnish early childhood education and care (ECEC) services. Parents were interviewed at three time points: when their child was aged one, four, five or six years (a total of 21 interviews). The third interview was conducted during the COVID-19 pandemic. This article focuses on the children's ECEC transitions and the interpretative frames used by parents when talking about their work and childcare. The frames used by the parents to discuss the children's transitions were stabilising the children's lives, balancing between staying at home and attending ECEC and adjusting to norms and rules. The diversity of families' experiences and their children's transitions during the early years should be considered when developing family policy and ECEC services. 相似文献

This study investigated the developmental profiles of perceived early career insecurity (ECI) and their outcomes among adolescents (n = 1416) during a critical educational transition from basic education to upper secondary education. We found three distinct latent profiles with varying amounts of ECI: Profile 1: Moderate and decreasing ECI before the transition (57%); Profile 2: Low-decreasing ECI before the transition but increasing ECI after the transition (31%); and Profile 3: High and stable ECI during the transition (12%). Moreover, the ECI profiles related to school and life satisfaction as well as to school stress and dropout intentions in a meaningful way consistent with the stressor hypothesis. This article presents the results of a longitudinal study that followed a sample of 1011 young people who completed their secondary technical and vocational education and training studies in Chile between 2011 and 2016. It adopts a mixed design that combines both quantitative and qualitative methodological strategies to analyse transitions and post-study trajectories. Analysis has helped to identify the prevalence of non-linear and unstructured transitions to the labour market. It has also shown the existence of education-work links and employment alternatives that are generated in certain sectors as well as identified how these give rise to specific opportunity structures that affect on aspirations and career pathways. Results indicate that graduates of the industrial area of study experience more substantive educational integration and labour links following course completion due to greater levels of alignment between their training and the productive demands of the industrial sectors. However, their experiences over the medium term are fragmented and, thus, reflect those of their peers from other areas. 相似文献
