湖南省外经贸政策支持体系的建立及完善问题研究

对外经贸实行更积极的支持政策应作为发展我省经济的长期策略 ,在用好国家政策、部门协作机制、财政支持力度上尚需进一步完善加强。政策支持体系一般应包括体制创新、金融支持、财政资助、住处服务、法律援助和部门协作等几个方面。     

The economic fallout from divorce: Issues for the 1990s

Economic consequences of divorce, especially for women, are negative and persistent according to a range of research studies. The question is whether, given changing social circumstances, this negative economic fallout from divorce is likely to diminish in the 1990s and beyond. Dramatic changes suggest both reasons for optimism and pessimism. On the positive side are the trends toward more continuous labor force participation among women and smaller contemporary family sizes. Negative influences include changes in the labor market for women, continuing problems with child support compliance, the persistence of the wage gap, and the difficulties of combining parenting and employment.The writing of this paper was supported in part by National Institute on Aging grants AG04895 and AG06591. 大学生问题人群工作的实践与思考

做好大学生工作必须采用抓两头促中间的方法,即一头建设大学生干部队伍,一头重视大学生问题人群工作。前者是战略性工作,后者是战术性工作。要做好大学生问题人群的教育引导工作,就应对大学生问题人群进行必要的分类,并对产生的原因进行分析,以便教育工作者有针对性地开展工作。     

Affiliative Structures in Preschool Peer Groups.

Changes in affiliative organization of 15 age-graded toddler and preschool play groups were examined in terms of assessed similarity in patterns of playmate association. Measures of peer association were derived from direct observation of social interaction during free play. The degree of between subject similarity in association profiles was derived using complete linkage hierarchical clustering procedures. Findings revealed distinct social subgroups in all social groups. Secondary analyses showed a linear increase in the size of affiliative subgroups as a function of age. Measures of interactive reciprocity within social subgroups suggested progressive consolidation of affiliative structures with age. Among older children, membership within affiliative subgroups was associated with more frequent preferences for subgroup members. Findings are discussed in terms of how children's insertion within the affiliative network of their peer group constrain socialization of their behavior and provide specific experiences that serve as contexts for the construction of more intimate interpersonal relationships.

Explaining the Gender Gap in Help to Parents: The Importance of Employment

Although it is well established that adult daughters spend more time giving assistance to their parents than do sons, the sources of this gender gap are not well understood. This paper asks: To what extent can this gap be explained by structural variation, especially the different rates of employment and kinds of jobs that women and men tend to hold? Using data from the National Survey of Families and Households (N = 7,350), the paper shows that both employment status and job characteristics, especially wages and self‐employment, are important factors in explaining the gender gap in the help given to parents, and that these operate similarly for women and men.     

Risk Perception in an Interest Group Context: An Examination of the TMI Restart Issue1

Human response to environmental hazards and risks has been the subject of considerable research by social scientists. Work has traditionally focused on either individual response to the risks of an ongoing or future threat (hazards research), or group and organizational response to a specific disaster event (disaster research). As part of a larger investigation of the restart of the Unit 1 reactor at Three Mile Island (TMI), we examined the response of interest groups active in the restart issue to the continued threat of TMI and to future risks due to restart. After reviewing the restart issue in general, the paper examines the local dimensions of the restart issue from interest group perspectives. A method for defining appropriate issues at the community level is reviewed. We then discuss differences in the perceived local impacts of alternative decisions, and systems of beliefs associated with differing perceptions. Finally, we discuss the implications of interest group versus individual perceptions of local issues for decision making about TMI, in particular, and about technological hazards management, in general. Associated implications for determining socially acceptable risk levels are identified. Our research led us to three major conclusions: (1) in contrast to other types of hazards, interest groups are a critical unit of analysis for understanding how beliefs and behaviors form in response to the presence of technological hazards; (2) the divergence of positions between groups, even though they may have shared the same physical experience, is understandable if not always predictable, (3) the resolution of policy debates where risks are a major focus of the arguments should recognize the legitimacy of these divergent positions by allowing participation of the various interest groups in the decision process. Such participation helps ensure that the decision strategy is responsive to local concerns, thereby increasing the likelihood of acceptance of the ultimate decision and thus producing a publicly acceptable level of risk.
