The three classic pillars of risk analysis are risk assessment (how big is the risk and how sure can we be?), risk management (what shall we do about it?), and risk communication (what shall we say about it, to whom, when, and how?). We propose two complements as important parts of these three bases: risk attribution (who or what addressable conditions actually caused an accident or loss?) and learning from experience about risk reduction (what works, and how well?). Failures in complex systems usually evoke blame, often with insufficient attention to root causes of failure, including some aspects of the situation, design decisions, or social norms and culture. Focusing on blame, however, can inhibit effective learning, instead eliciting excuses to deflect attention and perceived culpability. Productive understanding of what went wrong, and how to do better, thus requires moving past recrimination and excuses. This article identifies common blame‐shifting “lame excuses” for poor risk management. These generally contribute little to effective improvements and may leave real risks and preventable causes unaddressed. We propose principles from risk and decision sciences and organizational design to improve results. These start with organizational leadership. More specifically, they include: deliberate testing and learning—especially from near‐misses and accident precursors; careful causal analysis of accidents; risk quantification; candid expression of uncertainties about costs and benefits of risk‐reduction options; optimization of tradeoffs between gathering additional information and immediate action; promotion of safety culture; and mindful allocation of people, responsibilities, and resources to reduce risks. In this article, Six Sigma zone control charts (SSZCCs) are proposed for world class organizations. The transition probabilities are obtained using the Markov chain approach. The Average Run Length (ARL) values are then presented. The ARL performance of the proposed SSZCCs and the standard Six Sigma control chart (SSCC) without zones or run rules is studied. The ARL performance of these charts is then compared with those of the other standard zone control charts (ZCCs), the modified ZCC and the traditional Shewhart control chart (SCC) with common run rules. As expected, it is shown that the proposed SSZCC outperforms the standard SSCC without zones or run rules for process shifts of any magnitude. When compared to the other standard ZCCs and the Shewhart chart with common run rules, it is observed that the proposed SSZCCs have much higher false alarm rates for smaller shifts and hence they prevent unwanted process disturbances. The application of the proposed SSZCC is illustrated using a real time example. 相似文献

How do social movements gain concessions from large corporations? The ability of protests to attain leverage by imposing disruption costs on their targets is widely assumed but less often tested. In this article, we assess the ability of protests to attain concessions by disrupting three broad sources of interest to firm officials: maximizing shareholder value, gaining positive media, and fostering a well-reputed image. In contrast to the body of research on the benefits to movements from shaping media discourses and damaging the reputations of their targets, we find that only market disruption provides protests with leverage. We show this through statistical analyses of an original database of protests against large corporations in the United States over five years, 2005–2009. This study advances social movement and organizational research by demonstrating the ways in which the interests of large corporations provide insurgents with means of attaining leverage over their targets. It also speaks to the broad debate over the importance of disrupting the material versus symbolic interests of movement targets. Our results suggest that when it comes to obtaining concessions from large corporations, it is material disruption and not symbolic disruption that provides movements with leverage. 相似文献

This article considers how American colleges and universities responded to rapid legal change around Title IX immediately following the 2011 release of the Office for Civil Rights’ Dear Colleague Letter. By analyzing the content of 250 campus sexual harassment policies, this article finds that contrary to the predictions of the employment discrimination literature, which suggests that the largest, most visible institutions in a field are the most likely to embed markers of symbolic compliance in their formal policies, small baccalaureate colleges are more likely to include references to the law in their formal documents than their research university peers do. To understand this intriguing finding, the article then analyzes 15 interviews with campus administrators at research universities and baccalaureate colleges to uncover the distinct logics of symbolic compliance and student concerns that differentially inform how actors at different kinds of institutions inhabit their roles and endogenously interpret new Title IX regulations in their formal policies and campus practices. In doing so, this article illuminates the ways in which processes of legal endogeneity differ across institution types within the broader field of higher education. 相似文献

The roles of small congregations and their social impacts are well known, but few theoretical studies investigate megachurch congregations. These mammoth organizations have the potential for advancing social good, but minimal research specifically focuses on the activities of these congregations in economic development (ED). This study addresses this dearth of information by answering the following research questions: (a) In what ways are megachurches involved in ED activities? (b) Who benefits from these programs and how are the programs offered? and (c) What factors influence megachurches to offer ED activities? We frame our investigation using both demand‐ and supply‐side arguments from Frumkin's (2002) model of nonprofit and voluntary action. Online survey data and follow‐up interviews with 42 megachurch leaders in the Dallas/Fort Worth and greater Houston areas show that megachurches are implementing ED activities in alignment with demand‐side explanations, especially when advancing opportunities for the unemployed and underemployed. However, supply‐side arguments provide more explanatory power, indicating that volunteer engagement with ED activities plays a significant role in the provision of ED services through megachurches. Our study offers a better understanding of why megachurches carry out ED activities with considerable attention devoted to how megachurches partner with other congregations, nonprofits, and government entities to encourage economic growth and improve the economic well‐being of community members. 相似文献

This article will consider the current development of an emerging contract culture for the delivery of social services and its impact on disabled people in China. The discussion is based on an original qualitative study in Shanghai. The past 30 years have seen dramatic changes in China, which in parts have led to improvements in the lives of disabled people. The China Disabled Persons’ Federation (CDPF) became a key player in delivering these changes with the government. However, the CDPF is being criticized by disabled people for being too bureaucratic and not being effective enough in its delivery of services. One of its responses is to work with newly emerging not-for-profit organizations (NPOs) of and for disabled people. The CDPF has now begun to contract the delivery of some services to such NPOs. It is hoped that this may improve their effectiveness but the development of a contract culture in the delivery of services for disabled people may also be seen to pose a threat. 相似文献

Sierra Leone experienced an 11-year civil war, brutalizing its people and destroying its communities. With the cessation of violence, international organizations helped to secure peace, deliver aid and supplies, and, after, assist with development projects. This grounded theory study, which aims to understand the role these organizations played from the viewpoint of community members in 2 communities, posits that community members’ regard of international organizations lessened as their efforts transitioned from securing the peace and relief efforts to aid for development. Joan Acker's life reflects a time when middle‐class women were expected to be satisfied with maintaining the home front, serving husbands and children, not having paid‐work careers. After living “the ideal” for 37 years, Acker took a new path by earning a Ph. D. and producing path‐breaking scholarship that challenged taken‐for‐granted beliefs about gender, family, work, and organizations. Acker spoke “truth to power” and was an academic heroine in posing feminist challenges to injustices involving gender, social class, and race/ethnicity, particularly (but not solely) related to the workplace.
