Daughters from low‐income families who did not receive Aid to Families with Dependent Children (AFDC) are compared to daughters from low‐income families who did receive assistance to better account for family income in the intergenerational association of AFDC. The research models the timing of a daughter's first birth and, for those who become mothers, the number of years a daughter receives any AFDC. Women whose families received AFDC during their childhood are more likely to receive AFDC as adults relative to those women whose families did not receive AFDC. Controlling for family income in a more careful and comprehensive way than past research explains part but not all of the effects of childhood AFDC receipt. Among daughters from chronically poor families, however, parental AFDC use is not associated with additional years of AFDC participation. Although the present research cannot confirm or deny a causal role for parental welfare use, the intergenerational transmission of financial resources does explain part of the intergenerational association of welfare use.  相似文献

Studies examining the relationship between globalisation and the welfare state tend to focus on the effects of economic dimensions of globalisation, the extent to which a country is part of the world market. Globalisation also has social and political dimensions and the effects of these on welfare states – in terms of social security transfers and generosity – are studied in this article. Data from the KOF Index of Globalisation , the OECD Historical Statistics and the Comparative Welfare Entitlements Dataset are used to analyse the effects of social and political openness on the welfare states of 18 countries of the Organisation for Economic Cooperation and Development between 1970 and 2000. The analyses show that social security transfers and generosity have increased less in countries with the highest increase in social openness and that the welfare state is not affected by political openness.  相似文献

The liberalization of international financial flows and foreign direct investment has induced countries to use diverse measures to attract inflow of foreign capital and foreign direct investment, which is expected to have a positive effect on the growth of GDP and thus a positive effect on social welfare. Tax exemption, reduction of tax rate, tax holiday, or diverse subsidies are some of the most important measures used. In this paper we study international tax cooperation, i.e., countries change and especially reduce tax rate for corporate income or for asset revenues to attract inflow of foreign direct investment. Both theoretical and empirical studies have shown the sensibility of foreign direct investment decision with respect to tax rate differences between home countries and host countries. In general, more inflow of foreign direct investment can be expected if the tax rate of the home country is lower than that of foreign countries. This is the main reason for international tax cooperation. In this paper we propose a simple model to prove the sub-optimal Nash non cooperative solution in a two-country tax-competition game. The model shows that international tax cooperation can improve welfare of the participating countries. How to reach a cooperative solution for an international tax competition game (ITCG) is therefore an important issue for further discussions and studies. International institutions can play a crucial role to reach international tax cooperation or international tax harmonization.  相似文献

Contemporary immigration to the United States and the formation of new ethnic groups are the complex and unintended social consequences of the expansion of the nation to its post-World War II position of global hegemony. Immigrant communities in the United States today are related to a history of American military, political, economic, and cultural involvement and intervention in the sending countries, especially in Asia and the Caribbean Basin, and to the linkages that are formed in the process that open a variety of legal and illegal migration pathways. The 19.8 million foreign-born persons counted in the 1990 U.S. census formed the largest immigrant population in the world, though in relative terms, only 7.9% of the U.S. population was foreign-born, a lower proportion than earlier in this century. Today's immigrants are extraordinarily diverse, a reflection of polar-opposite types of migrations embedded in very different historical and structural contexts. Also, unlike the expanding economy that absorbed earlier flows from Europe, since the 1970s new immigrants have entered an hourglass economy with reduced opportunities for social mobility, particularly among the less educated, and new waves of refugees have entered a welfare state with expanded opportunities for public assistance. This paper seeks to make sense of the new diversity. A typology of contemporary immigrants is presented, and their patterns of settlement, their distinctive social and economic characteristics compared to major native-born racial-ethnic groups, and their different modes of incorporation in—and consequences for—American society are considered.  相似文献

Indices and orderings are developed for evaluating alternative strategies in the management of risk. They reflect the goals of reducing individual and collective risks, of increasing equity, and of assigning priority to the reduction and to the equity of high risks. Individual risk is defined as the (random or non-random) level of exposure to a danger. In particular the role of a lower negligibility level is investigated. A class of indices is proposed which involves two parameters, a negligibility level and a parameter of inequality aversion, and several interpretations of the indices are discussed. We provide a set of eight axioms which are necessary and sufficient for this class of indices, and we present an approach to deal with partial information on the parameters.  相似文献

效率和公平是社会福利的两大准则 ,整个人类历史可以说就是一个不断追求效率和公平的历史 ,而其中针对社会弱势群体进行的收入和服务保障更是一个超社会形态的课题 ,是一个关乎人类社会福利的重要问题。针对中国的实际情况 ,本文中所讨论的社会福利制度被限定在“剩余福利模式”上。在对中外社会福利制度的起源及其理论发展进行考察的基础上 ,作者指出 :社会福利的提供应是制度化的政府职责 ,它的实施不仅能有效地保护社会弱势群体 ,还有利于全社会秩序的稳定和经济增长目标的实现 ;在中国目前财政收入相对不足的情况下 ,政府应充分利用社会资源、调动社会力量、推进立法、加紧培育行业组织和非赢利社会组织 ,以达到完善社会福利制度、有效保护社会弱势群体之目的。  相似文献

福利意识形态研究近年来在中国开始受到关注,但由于意识形态概念的复杂性,也使这一研究路径在应用上面对挑战.本文从意识形态概念的解析入手,分别阐述了中性概念与批判性概念的发展过程,梳理了意识形态在福利领域的应用,发现西方福利意识形态研究大致可分为四个方向:类型学、探究法、批判研究与价值研究.而在整理中国的福利意识形态研究后,本文提出本土化的福利意识形态研究在西方研究的基础上应结合中国实践,并谨慎应对可能出现的偏差.  相似文献

中国台湾地区身心障碍者保障制度是经过长期的历史发展和社会变迁后不断完善的产物,且在不同的历史时期呈现出不同的特点。历经多次调整与革新,中国台湾地区身心障碍者保障已经形成了自己独特的体系,在制度层面具有支持服务与照顾协助的架构相对完备、台北市与各市县伙伴关系和矛盾关系并存两大特点。数十年来,中国台湾地区的身心障碍者权益保障工作已经取得了一定的实践成果,但是其中也存在残补式福利、本土化与西化矛盾等诸多问题。中国台湾地区身心障碍者保障制度仍然面临困难与挑战。从中国台湾地区身心障碍者保障政策的发展历程以及现有体制中,中国大陆地区可以借鉴宝贵经验和可行政策,从而更好地建立和健全与中国现阶段经济发展水平相适应的具有中国特色的残疾人保障体系。
